Background 背景 South Africa and China have promoted technology innovation and research with capacity building via international co-operations since the collaboration agreement between two countries was signed in 1999; The series of the Conferences with the Forums had been held in South Africa with a full record since 2000. More than 750 delegates from South Africa, Africa and China attended the above events. In 2012, South African government announced the National Development Plan 2030. The Forum of China and Africa Co-operation (FOCAC) between AU and China was held in Beijing, China. The Beijing Action Plan of 2012-2015 was published during the FOCAC. In 2013, African Union worked out Africa Development Agenda 2063. It promoted African unity, prosperity and peace. In Dec. 2014, South African President Zuma visited his counterpart President Xi in China. Two countries signed the cooperative agreement for working together. Both South Africa and China co-hosted the Johannesburg Summit and the 6th Ministerial Meeting of FOCAC in South Africa in early December 2015. The 16th SETMI International Conference was held on 30 Nov. to 1 Dec. 2016 in Pretoria, South Africa. The 17 th SETMI International Conference was held both South Africa and Mozambique on 10-14 July 2017. From the above Conference, the delegates have desired to have the Seminar on the North South Corridor on Transport Infrastructure and Production Development during 2018. The North-South Corridor is the main trade route between Durban and Dar-es-Salaam, in Tanzania. The corridor will stretch from Dar es Salaam in Tanzania, across the Republic of Congo, Zambia, Malawi, Botswana, Zimbabwe and Mozambique to South Africa, and incorporates seven countries in southern Africa. The production co-operation is one of the 10 priority fields between Africa and China through the Forum of China-Africa Co-operation(FOCAC) led by the AU and China. From 2012 to 2018, South Africa and China are the Co-Chair of the FOCAC. The Summit of the FOCAC is to be held in coming September in Beijing, China and hosted by both China and South Africa. In December 2017, the first stage meeting of the BRITA (The Belt & Road International Transport Alliance) China-Africa Co-operation Seminar was held in Xi an, China which is located in the starting point of the Silk Road under the Belt and Road Initiative. Four organizers co-hosted it. The head of the BRITA presented the event. It was successful for the project level interactions. The second stage meeting will be planned in South Africa and Mozambique to strengthen the further co-operations under the FOCAC. Two kinds of sessions will be arranged. One is for plenary session. One is for parallel sessions. The keynote speakers and presenters have been invited from South African and Chinese organizations, higher educational and research institutions and professional consultants. The Conference with the Forum s working language is English. The necessary assistances will be supplied.
