Sustainable Transport

What is Sustainable Transport? Transport modes that encourage fuel & energy efficiency Avoid single car occupancy Order of preference that require least energy & infrastructure Walking Cycling Public transport by bus, ferry, tram & train Car & van pooling Taxis

Why Sustainable Transport? Global issues with climate change Peak oil & rising petrol prices Need for cleaner air in large urban areas General health reasons Peak traffic congestion levels, travel time delays & costs to business Growing ageing population that will rely on alternatives to car when they cannot drive anymore Mobility issues for disabled & less mobile Improved equity for quality non-car transport options to all areas

Marketing Approach for Sustainable Transport Carrot & stick to encourage PT usage & discourage car trips Easy to discourage PT usage with delayed, cancelled & unreliable services, crowded vehicles & uncomfortable ride, poor waiting facilities, issues with security & safety Extensive promotion may be needed to win back PT users Biggest risk is over-marketing public transport when it does not deliver what is advertised or scheduled due to poor service quality

Quality Public Transport

Key Criteria to Assess Public Transport Quality Comfort & Security Frequency & Convenience Reliability & Travel Time Fares & Fare Products Ticketing Physical Integration Disabled Access Timetable Integration Customer Service Branding & Image

Integrated Public Transport Network Planning Plan for train, tram & bus services in an integrated systems planning approach (not separate studies for each mode) Establish policy of service standards & guidelines for different types of services (ie, premium all-day, peak express, feeder/connectors, community services, etc) Establish planning areas that are logical for operations & integration (ie, around hubs rather than government boundaries) Develop a 10-year integrated network plan with a rolling 5-year program of infrastructure & service priorities that are reviewed annually Establish procedures for annual reviews of existing services for performance & new development areas to cover gaps in service

Concepts for An Integrated Seamless Network Design network around hub centres that are focal points for bus, tram & train services & other activities Establish common clock-face headways for bus, tram & train services (ie, every 15 minutes or multiples of 15 to allow for timed connections at key transfer locations) Establish premium routes that include high frequency tram & rail lines & GoZone routes Categorise & review routes by level of reliability & service Design for premium stops & stations at busy locations with good amenities & high quality waiting facilities Design for excellent walk access to stops & stations Share infrastructure & space wherever possible
