This line item funds improvements via engineering change orders, correction of deficiencies, obsolescence and safety. This includes items such as modernization, modification of payloads/mission systems/mission Control System (MCS) (also referred to as Ground Control Station), and retrofit of systems/avionics. Current inventory is 24 MQ-8B and 8 MQ-8C air vehicles. The program will procure a total of 70 air vehicles (30 MQ-8B and 40 MQ-8Cs) to support Fleet requirements. These Operational, Safety and Improvement Programs align to the MQ-8B Initial Operational Capability in 2014 and MQ-8C deliveries in 2015. The MQ-8 Fire Scout system includes air vehicle(s), payloads (i.e., electro-optical/infra-red/laser designator-range finder, Automatic Identification System, voice communications relay, Radar, Weapons and other specialty payloads), MCS (with Tactical Control System and Tactical Common Data Link integrated for interoperability), Unmanned Air Vehicle Common Automatic Recovery System (UCARS) for automatic launch and recovery, training systems, associated spares, and support equipment. The quantities and schedules for MCS and UCARS components are based on host ship requirements, while quantities and schedules for air vehicle components are based on operational deployment plans. The MQ-8 system supports Littoral Combat Ship and/or suitably-equipped air capable ship ISR collection for Navy and urgent operational requirements. Designated service life and average service life remaining are currently being computed via a fatigue life evaluation. All air vehicles support the active military component. For FY17, the program established two new Operational, Safety and Improvement Programs (OSIPs): "MQ-8 MCS Readiness, Obsolescence, and Safety (009-17)" and "MQ-8 Payloads (010-17)." MCS and Payload effort funding was realigned vertically from "MQ-8 Correction of Deficiencies and Modernization (021-14)" to the new OSIPs in FY16 and beyond to provide better alignment and justification to support program execution and provide clarity for required reporting of MQ-8 Payloads. It also provides for Pre-Planned Product Improvement (P3I) efforts that will improve and modernize system performance, reliability, and maintainability of sensors, avionics, and airframe components to support Intelligence, Surveillance, and Reconnaissance collection for both Navy and urgent operational requirements. Systems addressed on both the MQ-8B and MQ-8C aircraft and trainers include, but are not limited to, the Identification Friend or Foe system, avionics bay redesign, MQ-8B Radar, Harpoon Securing Device removal, Automatic Identification System, hot weather modifications, blade fold, engine, control rods, Unmanned Aerial Vehicle Common Automated Recovery System (UCARS), lithium battery, MQ-8C windscreen, MQ-8C airframe structure, MQ-8B airframe structure, MQ-8 pitot tubes, ARC-210 radios, Tactical Common Data Link, shipboard interface system, MQ-8 common avionics, software, cyber systems, and network interfaces. MQ-8C specific kits are for retrofit into delivered air vehicles. This OSIP will support modifications which will be depot-level, performed by Fleet Readiness Centers, contractor artisans, contractor field modification teams, and/or organic support. Coincident with the first MQ-8B deployment on the Littoral Combat Ship (LCS) class, a top ten safety issue list was developed during the program's first System Safety Working Group. As solutions become available aircraft modifications will be implemented to address critical safety issues. Identified issues may include icing detection/avoidance, ground handling, airspace awareness, Global Positioning System vulnerabilities, and cyber security. Mission Control System (MCS), UCARS, and Payloads requirements were aligned from OSIP 021-14 in PB16 to OSIPs 009-17 and 010-17, respectively in PB17. DEVELOPMENT STATUS/MAJOR DEVELOPMENT MILESTONES: MQ-8B Initial Operational Capability (IOC) occurred in FY14. The MQ-8B has deployed since FY10 to support Intelligence, Surveillance and Reconnaissance Task Force, Joint Urgent Operational Need, and is embarked in the first operational deployment aboard the LCS class as part of the Surface Warfare Mission Package. The MQ-8B has deployed since FY10 to support Intelligence, Surveillance and Reconnaissance (ISR) Task Force, Joint Urgent Operational Need, and is embarked in the first operational deployment aboard the Littoral Combat Ship (LCS) class as part of the Surface Warfare Mission Package. Initial Spares ($ in Millions) - - - - - - - - - - - - Gross/Weapon System Unit Cost ($ in Dollars) - - - - - - - - - - - - Description: The MQ-8 Payloads Operational, Safety and Improvement Program (OSIP) addresses modifications to the MQ-8 Fire Scout System which adds new payloads such as Radar and the Advanced Precision Kill Weapons System (APKWS) II. The Radar payload includes the integration of a competitively-selected non-developmental item Radar with the air vehicle and Mission Control Station (MCS). This capability will improve the MQ-8 Fire Scout's performance in support of Surface Warfare (SUW) Mission Module for the Littoral Combat Ship (LCS) and urgent operational requirements. Once the hardware and software modifications to the air vehicle and MCS are complete, the MQ-8 Fire Scout Mission System Trainer, Avionics Technicians' Trainer, and Aircraft Mechanics' Trainer will be upgraded to include this capability. Delivered MQ-8C air vehicles will be retrofitted for the upgrades via kits. The FY17 increase in kit procurements reflects maturity of the program and aligns with lead-time required to install in delivered air vehicles to support the planned deployment schedule. There will be future integration of Weapons payload to include transition of the MQ-8B weaponization Rapid Deployment Capability (RDC) hardware and software to the MQ-8C air vehicle. The initial weaponization capability will integrate the APKWS II missile and its associated hardware and software modifications to the MQ-8C air vehicle and MCS. There will be future integration of payloads in support of the Mine Countermeasures (MCM) mission module on LCS. Future payloads include the Coastal Battlefield Reconnaissance and Analysis (COBRA) system and the Data Mission Payload (DMP). Future payload integration efforts will be considered when integrating current efforts. Payload requirements were aligned from OSIP 021-14 in PB16 to OSIP 010-17 in PB17. DEVELOPMENT STATUS AND MAJOR DEVELOPMENT MILESTONES: Payload Milestones: The first phase of the SUW Increment for the MQ-8 Fire Scout System Radar is currently in a source selection for the Radar Original Equipment Manufacturer (OEM). Completion of development is anticipated in FY18 with a Follow-on Test and Evaluation (FOT&E) period in 1Q FY19 followed by an Initial Operational Capability (IOC) in 4Q FY19. MQ-8 System Milestones: MQ-8B IOC occurred in FY14. The MQ-8B has deployed since FY10 to support Intelligence, Surveillance and Reconnaissance (ISR) Task Force, Joint Urgent Operational Need requirements, and has embarked in the first operational deployment aboard the LCS class as part of the SUW Mission Package.
