IATA Regional Safety Workshop (Runway Excursion Risk Reduction)

What is a Runway Excursion? When an aircraft on the runway surface departs the end or the side of the runway surface Runway excursions can occur on takeoff or landing. They consist of two types of events: Veer Off: A runway excursion in which an aircraft departs the side of a runway Overrun: A runway excursion in which an aircraft departs the end of a runway 2

Introduction Runway excursions are the most common types of accidents To address this concern: A joint safety project (RERR Toolkit 1 st edition) between IATA and the FSF developed in 2009 to recommend actions that ultimately reduce accidents 8100 toolkits produced and distributed to all IATA and FSF members, Manufacturers, ANSPs, Airports authorities and Organizations Toolkit was used in 5 regional workshops (over 200 participants), distributed at FAA International Runway Safety Seminar (Dec 2009), ICAO High Level Safety Conference (Mar 2010) 5

Workshop: Purpose To provide information on Runway Excursion Risk Reduction (RERR) Toolkit resources To increase awareness of the primary category of industry accidents To listen to the industry on additional techniques and ideas for preventing runway excursions This workshop should be more of a discussion than a lecture To identify the threats and errors that lead to runway excursions To share the lessons learned from past accidents To stimulate discussion among industry leaders Objective: To reduce the rate of these types of accidents in the future 8

Industry Safety Records for Runway Excursion

Commercial Transport Accident History IATA Safety Data 2004-2009 There were 594 total commercial accidents during this period: 164 of these accidents were runway excursions 20 runway excursion accidents involved fatalities This resulted over 483 passenger and crew fatalities Runway Excursions 28% 10

Next Steps: IATA continues to focus its effort to lower the number of runway excursion accidents by developing an enhanced Runway Excursion Risk Reduction toolkit, 2 nd edition. The education process, thru workshops and other venues, continues ICAO has reviewed the IATA toolkit and agreed to partner with IATA in producing the 2nd Edition by end of 2010 15

IATA/ICAO RERR Second Edition: The 2 nd edition: Was built on the 1 st edition, with enhanced materials and stronger focus on Flight Operations, Airports and Air Traffic Management issues Includes IATA in-depth analysis report A benchmark industry wide survey that is based on the Air Carrier Self Audit Checklist A ground breaking study of air carrier flight data programs Runway Excursion Risk Management Process for operators Case studies designed to be used in workshops and classroom sessions Best Practices for ATM, and aerodromes Self Audit Checklist for aerodromes and CAAs 16

Next Steps: ICAO and IATA have agreed to: Jointly host a Global Runway Safety Conference in 2011 Launch a continuing series of global runway safety workshops. This effort will include runway incursion prevention, FOD, birdstrike, runway surface issues, EMAS, etc. Other safety organizations are very interested in participating in this project.
