The median was very similar, 2.6 percent ($1.28). The median is the rate at which half of the agreements are higher and half are lower; it is less affected by outliers. For 2017 settlements by year of contract averaged the following: first year 2.7 percent ($1.34), second year 2.9 percent ($1.67). Exhibits 1 and 2 show the 10-year trend for wage and fringe benefits combined (total package). Exhibit 1 shows that, in percentage terms, the average increase for first year settlements has slowly risen by 1 percent since 2010 (from 1.7 percent in 2010 to 2.7 percent in 2017). The second year of settlements also experienced an increase in 2017 (2.9 percent; $1.67). Percent of Settlements Percent of Settlements Settlements Report December 2017 Exhibits 4 and 5 show details about collectively bargained settlements. It is clear to see that settlements in 2017 follow a very similar distribution to settlements in 2016. A strong majority of settlements (69 percent in 2017) fell within the 2.1-3.5% range. Just 10 percent were greater than 3.5 percent. Settlements Report December 2017 Exhibits 6-9 display settlement count, average, and median results by region (Exhibits 6 and 7) and craft (Exhibits 8 and 9) for 2017 and 2018. The two region tables contain results for all crafts combined for each region; the two craft tables reflect findings for each craft for the United States. These tables include any year of a settlement first, second, third, etc. that fell between January 1 and December 31 of the given year. Settlements by Region Average percent increases for the regions for 2017 ranged from a low of 2.3 percent in the South Central (median = 2.2 percent) and West North Central regions (median = 2.3 percent) to a high of 3.3 percent (median = 3.3 percent) in the Southwest Pacific region, as shown in Exhibit 6. The Southwest Pacific was the region with the highest average percent increase both years (3.2 percent in 2018). The region with the lowest average for 2018 was once again the West North Central region (2.3 percent). The lowest average occurred in the Southeast region at $0.83 (median = $0.90) and the highest average was in the Southwest Pacific region at $2.07 (median = $2.00). Similar to Exhibit 6, the Southwest Pacific region remained the highest average in both years ($2.12 in 2018). Like 2017, the Southeast region was also the low for 2018 ($0.81). Settlements by Craft Settlements Report December 2017 As illustrated in Exhibit 8, for 2017 average settlements for union crafts as percents ranged from a low of 2.2 percent for Boilermakers (median = 2.2 percent) to a high of 2.9 percent for Carpenters (median = 3.0 percent). Like 2017, Carpenters had the highest average increase (3.2 percent) in 2018, while Boilermakers and Roofers had the lowest average increase of all crafts (2.2 percent). No craft average reached the 3.0 percent threshold in 2017; two did in 2018.
