2 A. NEW BUSINESS 1. Cadet / Junior Canadian Rangers Glider Training Program Presentation by Major Allison and L. Col. Wayne Heal of the CAF Comox Cadet Training Centre. Presentation overview included: Operate six C-182 tow aircraft; Train 45 cadets; Biggest flying operation in the Royal Canadian Airforce (RCA); Pitt Meadows is a critically important airport for this program; Supportive of good neighbor programs; There are various things that they can do to mitigate the impacts; Can plot areas where there are noise complaints and concerns such as not flying in certain locations at certain times of the day; Happy to address concerns as brought to their attention. NO MOTION 2. YPK Air Traffic Movements. Training flights can operate until 23:00 hrs. Can start up early in the morning; Aircraft that can land in the dark are able to do so 24 hours a day although there are no scheduled carriers outside of Harbour Air. Habour Air operates between five to seven days per week; once outbound in the am and once inbound in the pm; If there are concerns, contact the airport and they will address flight school operations. 3 3. Organizational Charts Mr. Pecchia presented the YPK operational team organizational chart. 4. Airport Good Neighbour Policy Discussion. NO MOTION Workshop discussion on what should be considered in creating a Pitt Meadows Airport Good Neighbor Policy Background Review of other good neighbor policies; Look at current YPK documents; Authorities Role clarity and jurisdiction, Transport Canada, Province, City of Pitt Meadows, Airport Board; How are policies set, who sets policies; Governing regulations. General information Airport description and role; Definitions such as Noise Sensitive Areas, Departure and Arrival Paths, Aviation Activities; Non-aviation activities etc. Publication and distribution methods for public documents; Mechanisms for community feedback to the airport; Definition and process of when the public comments can be considered. Overview of operational arrival/departure paths Fixed wing; Float planes;
4 Helicopters; Creation of preferential paths. Airport Development Types of airport development; Understanding of when development applications are available for public review and comment; Establish a go to place for on-going information; Establish communication format to share publically/easily. Complaint Resolution Documentation and recording processes and practices of concerns reported; Follow-up process to address complaints; Public documents that overviews complaints and how resolved; topics/number of complaints; easy to ready visual output i.e. graph format. Communication Clear link between City website and YPK website so it is easy to find information; Should address internal audience and external audience; Multiple formats for communication: website, publication, email; Options to receive information; Publish an annual report on all airport activities. Following the workshop a general discussion occurred on role of the committee and that all work is to be forwarded to Council for consideration; There was a recommendation to title the work a Good Neighbour Program, rather than a Policy;
5 B. ROUNDTABLE Staff offered to provide a summary of the discussion to facilitate a conversation on next steps at the June 26, 2017 meeting. No comments. C. COMMENT PERIOD Action Item: Staff to create an email group for the committee (including Council Liaisons) and send to Reg. NO ACTION Committee members expressed thanks to Major Robert Allison & L. Col Wayne Heal for attending the meeting; Advised of a CBC broadcast in May highlighting the gliding program; Advised that there will be a Vimy flight, courtesy of the Aeroclub of BC taking place on September 16, 2017. It will be crossing the country, starting on May 7, 2017 in Greenwood, Nova Scotia. D. OTHER ITEMS None E.
