City Manager Briefing Report May 2013 Eric M. Soroka, ICMA-CM City Manager This report is prepared in order to inform the City Commission of the status of major projects and ongoing matters. If you have any questions, please feel free to contact me. Charter School Budget 2013/14 The document was adopted on second reading at the May 2013 Commission Meeting. Aventura City of Excellence School Highlights 100% of eighth grade students enrolled in high school level Biology passed the end of course exam. 100% of fourth grade students demonstrated proficient in writing as evidenced by the Florida Writes assessment. Third grade students outperformed neighboring schools in both reading and math as evidenced by the Florida Comprehensive Assessment Test. ACES first grade students served as greeters at the annual Aventura Marketing Council (AMC) Student Run Breakfast and a fifth grade student presented opening remarks at the breakfast. ACES students were spectacular as they performed for two sold out shows at the AACC in the ACES tenth annual talent showcase. First grade students offered words of wisdom to kindergarten students during the sneak-a-peek into first grade celebration. Second and third grade students visited the Museum of Science and Discovery. Fifth grade students graduated from the DARE program and enjoyed a special lunch and dance afterward. Proposed Town Center Neighborhood District TC3 This first reading of the Ordinance amending the Land Development Code is scheduled for the July Commission Meeting. Newsletter The summer edition of the newsletter is being distributed to the community the first week of June. CIP The update of the Capital Improvement Program document is underway and will be presented at the June Workshop meeting. Police Department Statistics & Highlights The City Commission at the February Workshop authorized the Police Department to proceed with the upgrade to P25 for the Police Department radio system. This is the new digital standard in radio communications. The new system is scheduled to be operational in September 2013. Monthly Crime Overview Crimes from March 2013 to April 2013 that Increased: Simple Assault up by 2; Aggravated Assault up by 3; Burglary up by 2; Theft-Auto up by 6. Community Garden The City Commission, at the May Workshop Meeting, agreed to have the Community Services Advisory Board investigate the possibility of establishing a community garden at Founders South Park. Biscayne Boulevard City Property The Sale and Purchase Agreement to sell the City owned property previously declared surplus to the City was finalized at the March Commission Meeting and closing is expected in 90 days. Major Capital Improvement Projects Status Report Country Club Drive Right Turn Lane at 34 th Avenue Complete. Government Center Parking Expansion In Process Construction began on February 4, 2013. Foundation work is 100%. Pre-cast deliveries and structure erection will start the first week of June and continue to July 22, 2013. Completion is scheduled for the end of September. Traffic Signal Intersection of NE 185 th & NE 28 th Court In Process. The Notice of Award was sent to Weekley Asphalt Company, awarded through the City s Maintenance and Repair for City Roads and Streets Resolution at a cost of $248,077.50 and within our budget of $250,000. The traffic signal mast arms were ordered last month and have a 6-8 week lead time for delivery. Based on this, the contractor indicates construction will commence early June 2013. The contract provides for a four month construction time frame. Country Club Drive (Northbound) Road Resurfacing In Process. Recommendation for bid award was made at the May Commission Meeting and the Notice of Award has been issued. Construction can be expected to commence sometime in June 2013. Biscayne Boulevard Decorative Street Lighting Phase III In Process. Recommendation for bid award was made at the May Commission Meeting and the notice of award has been mailed out. The lead time on the street light poles is 12-16 weeks. Therefore, installation will not begin until mid to late August at the earliest. Cost analysis revealed we can continue the street lights south to NE 182 nd Street from the current terminus located at the Loehmann s Plaza entrance and remain within the 2012/13 budget.
