The 135-acre Waterfront site has the potential to become a vital and diverse place developed around urban village principles with the creation of new homes, leisure facilities, recreational areas and shops for local people. New offices and industries will also bring an estimated 3500 jobs and 500m investment to the area. The social and economic advantages, including the provision of new and diverse employment opportunities and facilities, through the creation of a world-class sustainable gateway development, will benefit the people of Rosyth, the Kingdom of Fife and Scotland as a whole. SMG is committed to working closely with the local community and has appointed collaborative planning and urban design specialists JTP to facilitate the Community Planning Weekend and prepare a masterplan and Vision for the Waterfront. Community Planning Weekend The Community Planning Weekend will be an opportunity to share local knowledge and contribute to planning the new development through workshops and hands-on planning groups. There will also be an exhibition explaining the background of the site. Participation is on a drop-in basis - there is no need to pre-register - and you can stay for a short while, a few hours or for the whole event if you are able to. Team members will be on hand to answer questions. Our workshops uncover the things that matter most to people. We listen. We use participatory techniques pioneered and honed over two decades to build collaborative Visions for our projects with the very people who will go on to use them. This means putting people at the heart of the creative process, unearthing the real needs of a community, empowering stakeholders, creating goodwill, inspiring community spirit and building consensus. Far from imposing ready-made off the shelf solutions, we build a Vision together. This leads to places that are vibrant, valued and sustainable from the outset. This will be presented to the local community at 6.30 pm on Wednesday 29th June at Rosyth Parish Church. THE SITE THE SITE The site is a large, single-owner, accessible, brownfield development site which is located within the Rosyth settlement boundary. It is located on the northern shore of the Firth of Forth, 1km west of the Forth Road Bridge. Alongside a range of derelict and contaminated industrial land, there is over 1km of coastline, a service railway and St Margaret s Marsh a wetland site and swathe of deciduous woodland. The historically important Rosyth Castle is also contained on the site as is a dovecot in the Orchardhead Wood. SITE LOCATION To the west, the site is bounded by the Port of Rosyth which includes passenger and freight ferry services. To the north, it is bounded by the southern extremity of the Garden City of Rosyth. The site area is approximately 200 acres, which is equivalent to the area of 133 football pitches. PLANNING CONTEXT PLANNING CONTEXT OUTLINE Outline PLANNING Planning Permission PERMISSION AUGUST August 1997 1997 ADOPTED Adopted DUNFERMLINE Dunfermline & WEST West Fife FIFE LOCAL Local Plan PLAN November NOVEMBER 2012 2012 Following its purchase from the MOD, multi million pound private investment has been spent to date in remediating, clearing, demolishing and servicing the site. The site has also benefited from major infrastructure improvements, including new roads, junctions, drainage and services. Despite the provision of new infrastructure and extensive remediation, as well as extensive marketing by Scarborough Muir Group, the majority of the site has been lying vacant, and in some cases derelict, for almost 20 years. SMG have undertaken the extensive programme of remediation and regeneration of the site over the past 15 years based on the site s long established background and planning status as an area of mixed uses. This includes the Outline Planning Permission granted by Fife Council in August 1996 which permitted the mixed use redevelopment of the site (including commercial, leisure, retail and residential uses; business, storage and industrial uses; a park and ride facility; and amenity areas). The site was subsequently allocated in the Dunfermline & the Coast Local Plan (2002) for a mix of uses, and again in the currently adopted Dunfermline & West Fife Local Plan (2012) for a mix of uses. The current (and previous) local plan therefore provides policy support for a wide range of uses on the site that generate employment, and maximise the site s excellent accessibility, linkages and gateway location, but also permits residential, retail, tourism, leisure and commercial uses. The site has been allocated in the Proposed Local Development Plan for a mix of uses, and at its meeting on 20 August 2014, the Council s South West Fife Area Committee discussed the approach for the redevelopment of the site and agreed that: a major mixed use redevelopment opportunity site at Rosyth Europarc/Waterfront should be put forward for consideration within the Local Development Plan. In approving the submission of the Proposed LDP for Examination at its meeting on 23 June 2015, the Council s Executive Committee agreed that: the site had been stagnant for a prolonged period of time and that it was therefore appropriate to consider opportunities for a broader range of mixed use development options that would complement the waterfront s role as a European gateway for trade, commerce, and tourism and reflecting the potential of this area emerging from the forthcoming designation of the Forth Bridge as a world heritage site. SITE WORK TO DATE WORK TO DATE Whatever the development potential of SMG s interests, the site is blighted by the need for major land remediation since a significant area accommodated an MOD oil tank farm and massive bomb proof fuel bunker. In an act of significant faith and commitment, SMG have spent to date 4.8m removing the tank farm and the partial removal of the fuel bunker with 240,000 tonnes of concrete being removed from the site and recycled to date and a further 400,000 tonnes still to process. In addition, SMG has contributed 700,000 to the construction of the new Port Access Road along with the land which the road lies upon.
