Compliance Statistics: A look at the compliance rates of government organizations In Ontario, provincial and municipal government organizations are required to respond to freedom of information requests within 30 days, unless a notice of extension or a notice to an affected person is legitimately required. The response rate alone does not indicate that a particular government organization is doing an excellent job when it comes to freedom of information (FOI) requests, as a prompt reply may deny access to information that - under Ontario s FOI laws - should have been released. Since the IPC began publishing the individual response rates of all ministries in the 1999 Annual Report, however, the overall 30-day compliance rate of provincial ministries and agencies has increased dramatically, from a very poor 42 per cent to more than 80 per cent. For its 2007 Annual Report, the IPC has changed the way it reports on compliance rates. A new category (covering the 30 local government organizations that responded to the most FOI requests in 2007) was created for the Annual Report itself, along with two other charts, while the compliance rates of more than 200 additional government organizations are published in this adjunct publication. (The three charts published in the Annual Report are also republished here, for easy comparison purposes.)
