Potential Dam Failure: MS/LA Border The Lake Tangipahoa Dam (or Percy Quin Dam) in southern Mississippi under threat of failure. o The Lake is 4.5 miles northwest of Magnolia, MS o Approximately 100 miles north of New Orleans along the I-55 corridor o 700 acres in size o The earthen dam has been damaged as water is seeping through a section o It has not failed yet though has a 50/50 of doing so. There is a civil emergency at this time to evacuate residents of the low-lying sparselypopulated areas along the Tangipahoa River south of Magnolia out of caution o The evacuation is from the dam site south through Oskya, MS; Kentwood, LA and ends at Roberts, LA just west of Hammond, LA Hammond, LA is not under evacuation orders at this time. Authorities have created a small controlled breach to generate a control a release of water to prevent a larger failure. Page 2 of 13

STATE/COUNTY PROTECTIVE ACTIONS: Note: All information related to specific protective recommendations is ongoing and subject to moment by moment changes or adjustments by individual State and Local authorities. LOUISIANA: Federal State of Emergency declared and approved for Louisiana Local Parish States of Emergency o Acadia, Allen, Ascension, Assumption, Avoyelles, Cameron, East Baton Rouge, East Feliciana, Franklin, Iberia, Iberville, Jefferson, Jefferson Davis, Lafourche, Livingston, Morehouse, Natchitoches, Orleans, Ouachita, Plaquemines, Pointe Coupee, Rapides, St Bernard, St Charles, St Helena, St James, St John, St Martin, St Mary, St Tammany, Tangipahoa, Terrebonne, Washington, West Baton Rouge. Evacuations: o Mandatory evacuation for all of St. Charles, Terrebonne, St. Bernard, and Assumption Parishes. o Mandatory evacuation in St. James Parish for mobile homes, flood prone, and lowlying areas. o Mandatory evacuation for portions of Jefferson Parish including Grand Isle, Town of Jean Lafitte, Crown Point, Barataria, o Low-lying areas of Lafourche Parish o Mandatory evacuation for portions of Plaquemines Parish including Southern portion of the parish due to 18 mile stretch of levee from St Bernard Parish line south to White Ditch being overtopped overnight. (thinly populated) From eastern bank to western bank from Ironton to Venice in anticipation of levees being topped From Braithwaite to White Ditch on the East Bank When the water topped the levee, it became trapped with no exit. The Army Corps of Engineers are currently contemplating an intentional breach of the levee to drain the trapped water. This will not flood areas that have not flooded already with the storm nor would it have any impact on nearby New Orleans. o St. John Parish: Several subdivisions in LaPlace in St. John Parish are being evacuated because of high water from Lake Pontchartrain. The areas impacted are River Forest, Spring Meadow, Palmetto Lake, Palmetto South, Palmetto Ridgewood, Bellegrove, Robichaux, Remy Drive. o Mandatory evacuation for portions of Tangipahoa Parish including: Town of Winnsboro, Lee s Landing, and low-lying areas Page 3 of 13

Please use caution due to sand and water on the roadway. o Mobile County: US 90 from Cochrane Bridge to Bankhead Tunnel at MP 34.0 thru MP 36.0.
