Page 2 of 5 Tom Callihan, FAA - MCO I. CALL TO ORDER The meeting was called to order at 1:00 p.m. by Chairman Pennington. There being a quorum present. The Chairman read the mission statement. Review of July 13, 1999 minutes. David Johnson and Jack Taylor indicated that their names were not mentioned on the minutes of the July 13, 1999 meeting. However, they were both present. Corrections were made to the minutes accordingly. Motion by Jack Taylor, and seconded by Jack Dow to approve the minutes of July 13, 1999. Motion passed. II. NOISE REPORT Jack Dow presented a summary of operations for the month of July and cumulative for the year. There were 30,770 operations for the month of July and 217,308 for the year, as compared to 1998 at 222,709 operations. Domestic passengers for the month were 6,496 and 34,062 passengers for the year, as compared to July 1998 at 50,468 passengers. The International passenger count was 120,970 for the month for a total of 481,878 for the year, as compared to 1998 with a total of 607,059. The amount of cargo handled for July was 1,272 tons. A total of 6,116 tons for the year, as compared to 1998 at 8,746 tons. There were 174 noise complaints for the month of July. Complaints by Time of Day are as follows: Day - between the hours of 0600 and 1900-75 complaints Evening - between the hours of 1900 and 2200-7 complaints Night - between the hours of 2200 and 0600-0 complaints No time given - 92 complaints Comments from general public: Brenda Williams inquired about the date and time of the SANAC meeting in which the Part 150 Noise Study report would be discussed in detail. She needed clarification regarding the process of the report. Drew Genneken advised that a draft copy of the Part 150 Noise Study was submitted to the SANAC committee members for review and comments. Following the review from the SANAC committee, the
Page 3 of 5 report would be forwarded to FAA. After FAA has reviewed the document, it would go back to HNTB. A status report and presentation will be provided for the SANAC meeting on September 14th. However, if FAA does not complete its review prior to the scheduled SANAC meeting on the 14th, the presentation would be postponed. Dr. Boothe requested to have a copy of the Part 150 Noise Study report. Drew Genneken advised that the report must go to FAA for review before the general public would be allowed to review. Dr. Boothe advised that in accordance with the Sunshine Law the public is allowed to view the document. She indicated that she and other residents of Silver Lake have become very frustrated with the Noise Abatement Committee. Over the last year and a half, they have attended numerous meetings and made complaints, which are voluminous. Their complaints have not gotten anywhere, and are ignored. There seems to be a ritual of nothing being done, and no action taken. Nothing is abating in a positive manner for them. Chairman Pennington indicated that FAA has advised the SANAC Committee on noise reduction ideas and various other procedures. Therefore, the committee and residents should step back and allow the process to take place. Drew Genneken advised that there are noted accomplishments which have been made. However, they may or may not affect the residents indirectly. Mary Hunt indicated that she had been informed of a noise study which was recently completed. She requested to have a noise study performed at her residence. Aircraft fly over her residence at extremely low altitudes. This is very unsafe for the residents below, and the pilots, as well. She also requested answers to the following questions; 1) What does FAA consider a safe altitude? 2) What are the altitude restrictions? Chairman Pennington advised that the Part 150 Noise Study is a study to collect data. The collected data is then incorporated into a computer model formula. Andrew Reeves advised that FAA has no altitude restrictions with respect to take-off and landings. Drew Genneken advised that there is a standard altitude according to the glide slope and depending on the location of the aircraft. Ms. Everhart commented that she is still complaining about aircraft flying over her residence at low altitudes. She indicated that not any of her complaints have been noise related, but complaints about aircraft flying at low altitudes. Dr. Boothe (also representing the Wilson s) indicated that all of her complaints are noise complaints. They attend meetings and do not receive any solutions to their problem. Brenda Williams asked for clarification on the procedure of the Part 150 Noise Study document, whether the public would be afforded the opportunity to review before it is submitted to FAA. She
Page 4 of 5 indicated that residents would not be able to forward intelligent comments without prior review and study of the report. Ms. Williams requested to receive a copy of the SANAC accomplishments. Boothe indicated that she, along with other residents, forwarded comments to the committee when the touch and go runway was being constructed. A public meeting was held for persons who were interested in sharing their comments. Suggestions and comments were made. However, the touch and go runway was constructed despite residents concerns, therefore being a detriment to the residents of Silver Lake. Dr. Boothe asked if there is a solution to that problem. She no longer makes calls to the noise hotline. She feels it is a waste of time. Chairman Pennington asked the audience if they would like to comment on the Part 150 Noise Study. Prior to the Part 150 Noise Study, the SANAC committee has put into place solutions which have helped to reduce noise issues. Jack Dow advised that some of the accomplishments which have been made as a result of the SANAC Committee efforts are: 1) Final portion of aircraft descent over Lake Monroe 3) Continuous descent to land 4) Stopping commercial repetitive training 5) Removal of the speed limit 2) Stopping above 2,000 ft. 6) Identifying and publishing noise sensitive areas 7) Establishment of preferential runways after tower hours 8) Removal of 2,000 ft. hold down 9) Basic recommendation to perform a 150 Noise Study All have been approved by FAA. Dow advised that, with regards to Dr. Boothe s statement that the SANAC committee has not done anything to help the community with noise problems, SANAC has taken four management steps which have made positive effects. These four management steps are directed toward flight training and have been effective. They include: 1) Landing in first 1/3 of runway. 2) Flying as close as possible to established and approved pattern altitudes and airspeeds. 3) Established revised climb schedule for C-172 RG aircraft.
Page 5 of 5 4) Starting later on Saturdays and Sundays. With respect to helicopter operations, we have designed and established an agreement between the tower and helicopter operators to do the final portion of descent over airport property. III. OLD BUSINESS + Technology improvements Stephanie Weidner gave a brief status report on the SANAC web site indicating that SANAC hits to the web site are slightly higher for the month of July than for June. More people are reading the minutes of previous SANAC meetings each month. (See attachment) IV. NEW BUSINESS The SANAC members collectively reviewed the Draft copy of the Part 150 Noise Study. Comments were made regarding the study and will be added to the document before final review. V. FUTURE MEETINGS Future SANAC meetings will be held September 14th at 6:00 p.m. and October 12th, at 9:00 a.m. in the A. K. Shoemaker International Domestic Terminal Conference Room, Level II, at One Red Cleveland Boulevard.
