Phase 2 of BT-6 represents 0.9 miles of the Broomfield Trail, a regional trail extending approximately 22 miles from Great Western Open Space in the southwest corner of the community to northeast of Weld County Road 6 and Interstate 25. A 1997 legal agreement between the Farmers Reservoir and Irrigation Company (FRICO) and Broomfield grants use of Community Ditch rightof-way to construct and maintain the Broomfield Trail. The proposed alignment of Phase 2 would traverse the Hoopes property open lands. It would extend west from Lowell Boulevard along the north side of the FRICO Community Ditch, continue between the Wildgrass subdivision and Glasser Reservoir, and tie into an existing trail south of the Sheridan Parkway underpass. The location of the proposed trail has met with opposition from many of the immediately adjacent neighbors to the north of Glasser Reservoir. The Open Space and Trails Advisory Committee has conducted three discussions of this project, two with comments from residents, and voted to support the proposed alignment following those meetings. Attachment 1 includes sections of the OSTAC meeting minutes and public comments. Council conducted a pre-project review on October 14, 2014. Staff was directed to solicit contractor bids for the proposed alignment and to adjust cost estimates for the alternate trail alignments based on unit pricing from the low bidder. In response to citizen concerns about pedestrian and bicyclist safety along Lowell Boulevard, the project was bid with an add-alternate option for a trail connection along Lowell Boulevard, from West 144 th Avenue north to Community Ditch, if the budget allowed. Eight complete bids were received for the project. The lowest, responsive bid was submitted by T2 Construction, Inc., (T2) in the amount of $271,944 for Phase 2 of BT-6 and $153,700 for the Lowell Boulevard trail connection (Lowell Trail). The 2014 budget is sufficient to fund construction of Phase 2 of BT-6 and the Lowell Trail is included in the 2015 Open Space and Trails budget. Staff recommends awarding the base project and the add-alternate to T2. Proposed Resolution No. 2014-189 would approve a construction agreement with T2 in the amount of $425,644. If Council approves the agreement on December 2, 2014, construction of Phase 2 of BT-6 is anticipated to be completed by May 15, 2015, and the Lowell Trail by June 15, 2015. Prior Council Action Council authorized funds in the 2014 Open Space and Trails budget for the trail improvements. Council conducted a pre-project review of the proposed trail improvements on October 14, 2014. Council authorized funds in the 2015 Open Space and Trails budget for the Lowell Trail improvements. Financial Considerations As shown in the sources and uses of funds summary below, the project can be implemented within the budgeted amount. Page 2 BACKGROUND The 2014 Open Space and Trails budget includes $425,000 to design and construct Phase 2 of the Broomfield Trail Segment 6 - Lowell Boulevard to Sheridan Parkway. The proposed trail would extend west from Lowell Boulevard along the north side of the Farmers Reservoir and Irrigation Company (FRICO) Community Ditch, continue between the Wildgrass subdivision and Glasser Reservoir, and tie into an existing trail south of the Sheridan Parkway underpass. The trail improvements are identified in the Open Space, Parks, Recreation and Trails Master Plan. A vicinity map of the proposed project location is shown below. The Broomfield Trail is a regional trail extending approximately 22 miles from Great Western Open Space in the southwest corner of the community to northeast of Weld County Road 6 and Interstate 25. Segment 6 of the Broomfield Trail (BT-6) extends approximately 2.7 miles southwest from the Sheridan Parkway underpass located north of Spruce Meadows and south of Anthem Community Park, to the Sheridan Parkway underpass located northwest of Holy Family High School. This segment has been broken into three phases for design and construction. The Spruce Meadows trail was the first phase of BT-6 and was completed in 2013. It stretches from Federal Boulevard at the southwest corner of the Spruce Meadows subdivision to the north end of BT-6. Phase 2 of BT-6, proposed for 2014-2015 design and construction, would traverse the Hoopes property open lands to provide an off-road, regional trail connection between Lowell Boulevard (a minor arterial street) and Sheridan Parkway (a major arterial roadway), the southernmost segment of BT-6. Phase 3 of BT-6 will connect Phase 1 and Phase 2 and is tentatively proposed for construction in 2015. Phase 2 of BT-6 represents 0.9 miles of the Broomfield Trail and would involve minimal modification to the grading. The proposed alignment will utilize FRICO s existing ditch maintenance road, where staff has observed year-round usage by area residents. A 1997 legal agreement between FRICO and Broomfield grants use of the Community Ditch right-of-way to construct and maintain the trail. The Archdiocese of Denver owns the Holy Family High School Filing No. 1 property adjacent to the Sheridan Parkway right-ofway where the west end of Phase 2 of BT-6 is proposed to tie into the existing sidewalk south of the underpass. The Archdiocese intends to grant Broomfield a perpetual trail easement at no cost for the purpose of constructing and maintaining a public trail. The easement area is shown on the map below. The trail easement agreement will be executed by the end of December 2014, prior to starting construction. 11(b) - Page 2
Page 3 While a majority of the trail would adhere to the typical Broomfield Trail section (10-foot concrete with a threefoot crusher fines shoulder), the stretch of trail north of Glasser Reservoir and adjacent to the Wildgrass neighborhood is depicted as eight-foot crusher fines to minimize visual impacts to the adjacent residents. A neighborhood connection would also be constructed from the existing crusher fines trail located at the southeast corner of Wildgrass to the new Broomfield Trail segment. Landscaping along the trail corridor would remain a native plant palette. The new trail would comply with Americans with Disabilities Act (ADA) Accessibility Guidelines and the Broomfield Standards and Specifications. On April 17, 2014, a public open house was held to gather resident comments regarding the proposed trail alignment. The location of the proposed trail has met with opposition from many of the immediately adjacent neighbors to the north of Glasser Reservoir. A number of residents from the Wildgrass subdivision have recommended staff consider alternate trail alignments to the south and east of Glasser Reservoir. The Open Space and Trails Advisory Committee (OSTAC) has conducted three discussions of this project, two with comments from residents, and voted to support the original alignment following those meetings. Attachment 1 includes sections of the OSTAC meeting minutes and public comments. City Council conducted a pre-project review on October 14, 2014. Staff was directed to solicit contractor bids for the proposed alignment and to adjust cost estimates for the alternate trail alignments based on unit pricing from the low bidder. (This information is presented in the Bid Results section on page 4 of this memorandum.) Below is a map of the proposed and alternate trail alignments. A pedestrian/bicycle/service bridge is included in the three alternate alignments, but is not required in the original proposed trail alignment. All four alignments include an eight-foot wide crusher fines trail connection to an existing crusher fines trail from the southeast corner of Wildgrass into the Hoopes property open lands. The Lowell Trail connection to Phase 2 of BT-6 was bid as an addalternate option if the budget allowed. This segment is included in the 2015 Open Space and Trails budget as part of the North Community Trail, which extends along the west side of Lowell Boulevard from West 144 th Avenue north to Sheridan Parkway. The Lowell Trail is also identified in the Open Space, Parks, Recreation and Trails Master Plan. The construction of Phase 2 of BT-6 would include: PROPOSED PROJECT Surveying, minor grading, soil compaction, and erosion control; Approximately 3,150 linear feet of 10-foot wide, six-inch thick concrete trail with a three-foot wide soft shoulder adjacent to FRICO Community Ditch; Construction of 140 linear feet of ten-foot wide concrete trail with a three-foot wide soft shoulder adjacent to Sheridan Parkway; A 10-foot wide curb ramp at Lowell Boulevard; Approximately 1,750 linear feet of eight-foot wide crusher fines trail adjacent to Glasser Reservoir and the Wildgrass subdivision, including a connection to an existing crusher fines trail at the southeast corner of the Wildgrass subdivision; Trail signage at Lowell Boulevard and Sheridan Parkway; and Native seeding of areas disturbed during construction. Construction of the Lowell Trail from West 144 th Avenue to Community Ditch would include approximately 2,545 linear feet of eight-foot wide, six-inch thick concrete trail and an eight-foot wide curb ramp at West 144 th Avenue. An invitation to bid construction of Phase 2 of the Broomfield Trail Segment 6 - Lowell Boulevard to Sheridan Parkway was advertised on October 21, 2014, and bids were due November 4, 2014. BID RESULTS In response to the Invitation to Bid, nine bids were received by the deadline; however, one bid was incomplete and was disqualified. The following is a tabulation of the complete bids received. The bid amount is for the construction and materials testing of Phase 2 of BT-6. The add-alternate is for the construction of the Lowell Trail. Page 5 Although Thoutt Bros Concrete Contractors, Inc., provided the lowest add-alternate bid ($140,475), if mobilization and incidental construction costs were added to make the Lowell Trail a separate project, T2 Construction, Inc., would be the low bidder. The table below compares the low bid for the proposed alignment of Phase 2 of BT-6 to the adjusted cost estimates for the three alternate alignments shown on page 3 of this memorandum. The adjusted cost estimates are based on unit pricing from the low bidder, and all three alternates exceed the project budget. Based on staff s review, it is recommended the construction of Phase 2 of the Broomfield Trail Segment 6 - Lowell Boulevard to Sheridan Parkway be awarded to T2 Construction, Inc. Page 6 As shown above, the proposed project can be completed within the budgeted amount. The cost of the addalternate option for the Lowell Trail is $153,700. The 2014 budget is insufficient to fund construction of the full length of the Lowell Trail; however, this segment is included in the 2015 Open Space and Trails budget. PROJECT SCHEDULE If Council adopts Resolution No. 2014-189 on December 2, 2014, the contractor will be issued a Notice of Award. The contractor then has 15 calendar days to obtain Performance and Payment Bonds, Certification of Insurance, and to execute a copy of the construction agreement. After the required contract documents are complete, a Notice to Proceed (NTP) can be issued for Phase 2 of BT-6. The NTP for the Lowell Trail can be issued after January 1, 2015. The contractor then has 120 days from the date of each NTP to complete the project. PROPOSED RESOLUTION NO. 2014-189 Proposed Resolution No. 2014-189 would approve an agreement in the amount of $425,644 with T2 Construction, Inc., for construction of Phase 2 of the Broomfield Trail Segment 6 - Lowell Boulevard to Sheridan Parkway.
