Project Background The Evolution Through Information and Communication Technologies (EPCI) project is being implemented in Inhambane Province, with its head in Escola Secundária Emília Daússe sse, Inhambane City, capital of Inhambane Province.

Project Background (cont.) This project has a Research and Information Technology Centre. This Centre develops diverse activities, such as Research on the Impact that the ICTs can have at Government, Education and General Community levels. This Centre initiated its activities in June 2001 and spread connectivity to others schools through Cost and benefits of solutions - Connectivity cost sharing

ICT Initiatives in Education Initiatives with a national focus need to gather broad support at the community level as well as at the national level. Provincial Directorate of Education and Culture subsidise connectivity costs to create effective ICT networks in which resources are shared in a cluster of schools. Provincial Government of Inhambane Province is committed to support the scaling and replication of community-based ICT projects primarily on the basis of a cost-benefit analysis. Ministry of Education and Culture is committed to introduce ICT into Secondary Education in 2008.

Teachers & Students Effective use of ICT s will lead to improved education access, quality and efficiency. Plans and systems need to be put in place to build capacity to use ICT resources and create educational content for use by teachers and learners. Educators need to be encouraged and supported to become skilled and competent users of ICT resources ICT s enhance the opportunities for communication, collaboration and sharing of knowledge. Teachers can establish human networks for information dissemination and knowledge sharing and start their own knowledge action groups to develop, discuss and distribute local educational content. Content developers in educational institutions should seek international accreditation of courses that are locally developed. Plans and systems need to be put in place to build capacity to use ICT resources and create educational content for use by teachers and learners. Educators need to be encouraged and supported to become skilled and competent users of ICT resources.

Content Local content needs to be created, stored locally and distributed over a range of local and other users. A local content server needs to be established as the hub for an Intranet, as well as providing access to live and cached Internet knowledge resources.

Next Step: Expansion of the network with VoIP and services to be made available on the network The first issue regarding the future of such a project is clearly the deployment of the network. Although the final goal of such a project is not the network itself but all services that can be made available by using computer technology and their impact in the educational process, if there is no basic connectivity infrastructure, it will just not be possible to deliver those services. We would be speaking of a transport system that has no roads. The expansion of the network will have to consider introducing the VoIP and services for education application. Regarding the province of Inhambane the districts of Homoine, Maxixe, Morrumbene, Chicuque, Massinga and Jangamo, are good candidates for the next phase. These districts altogether have a total of about 15 schools that could potentially integrate the network within a maximum distance of 70Km (Massinga district). The Massinga district appears to be of great interest as it is the most populated district of the Inhambane province. There are some secondary Schools, Technical and CFPP in Chicuque as well as Hospital and Health colleague interested to connect through wireless.
