SECTION 1: CO-ORDINATION AND AIRSPACE RESERVATIONS 1. Flight Delay. The maximum allowed delay prior to take-off is 1 hour. 2. Flight Tolerance. The tolerances of the Open Skies aircraft at each WP are 30 minutes before the ETA and 1 hour after ETD. This allows for the maximum flight delay. 3. Air Traffic Services. Observation flights are to be provided with an ATS appropriate to the status of the airspace in which they are flying. To avoid unnecessary track deviations when flying outside controlled airspace, a Traffic Service will normally be provided. The participating crew are to note that they remain responsible for maintaining traffic avoidance and their own terrain clearance whilst clear of controlled airspace. 4. Conflicting Activities Within 5nm of Track. a. Parachuting/Gliding Sites. All parachuting/gliding sites, when contactable, within 5nm of track have been informed of the Open Skies flight and advised to read NOTAMs. b. Danger and Restricted Areas. Danger and Restricted Areas have been closed or suppressed where appropriate and closure details for each route are detailed in the annexes. Suppression timings are based on the flight tolerance criteria of 30 minutes before ETA and 1 hour after ETD from the area. To facilitate flexible use of airspace, suppressed areas will be tactically opened by the ATC Controlling Authority for that area once the aircraft is safely clear. 5. Route Profile. ATC Supervisors are to ensure that the agreed route profile, precise altitudes and control sequence are all adhered to. However if weather conditions dictate, the flight monitor may request a change of flight level / altitude or in extreme circumstances cancel a portion of the route. Control agencies are requested to accommodate these requests and where possible to update the next ATC agency. Controllers are requested to use the ACN to aid planning, and minimise route requests to the Open Skies aircrew. 6. Flight Status/Priority. Observation flights are granted Category B status and afforded nondeviating status within controlled airspace. Outside controlled airspace ATS Units (both those providing a service and those who observe the flight within their area of responsibility) are to afford the Open Skies aircraft priority over all other aircraft, except those in an emergency. 7. Transponder Operation. The aircraft will retain SSR Mode 3/A code 7007 for the duration of the flight. The aircraft must have a working transponder for the flight to take place. 8. Phraseology. Phraseology is to be standard, clear and concise and delivered slowly. Visiting foreign crews may have difficulty in understanding limitations of service, unusual routing requests, abbreviations and non-standard circuit procedures. Airspace Regulation will issue a NOTAM to cover this activity. 2. This ACN details specific coordination essential to the activity taking place and does not remove the need for aircraft operators to comply with national flight planning and notification procedures. Pilots and ANSPs are required to ensure that all related aviation sites are aware of this planned activity and of subsequent changes not captured within this document. 3.
