Minutes of the Meeting of Ord Parish Council On Monday 3 rd July 2017, East Ord Village Hall East Ord Website: https://northumberlandparishes.uk/ord PRESENT: Chairman G Garland Vice-Chairman R Huntly Parish Councillors WF Grant, P Marshall & G Anderson Clerk: Mrs I Hunter 1 member of the public Public Question Time: A member of the public asked: Could the speed limit on the road up passed the Village Green be reduced to 20mph. The Chairman replied the Parish Council have tried for this in the past but the road does not meet the required criteria. There is the need for a Right of Way sign to be erected near Glenside Park as well as the top of the Village as the Right of Way s are marked on maps. Parish Councillors responded to say the Right of Way at the top of the Village was diverted years ago as the original route meant you had to cross the A1 which was unsafe. The Chairman asked the Clerk to contact the Footpath s Officer regarding the requirement for a sign near Glenside Park. Request for Dispensation: None The Minutes of the Meeting held on Monday 5 th June 2017: Parish Councillor WF Grant proposed and Parish Councillor G Anderson seconded the Minutes of the meeting held on 5 th June 2017, previously circulated as a true record, this was agreed and signed by the Chairman. Min 1674 (Min1672- Footpath to War Memorial- The Clerk informed the meeting that an application has been submitted to the North-East War Memorial Trust. Parish Councillors agreed the Clerk also submit applications to Awards for All and the Barmoor Wind Farm fund. Min 1675 (Min1654) - Parish Council Vacancies- Parish Councillor. George Anderson informed the meeting that Mr. G Steven is unable to attend the meeting tonight but is interested in becoming a Parish Councillor. Parish Councillors agreed to consider the request at the August meeting on the condition a written request is received by 7 th August. Min 1676 (Min 1655) - Northumbria in Bloom- The meeting received the following updates: Mrs B Welsh will organise the refreshments on 17 th July, Mrs P Garland & Mr. R Garland to support her. The portfolio is at the printers The Clerk informed the meeting that M & M Contractors have reported that Northumberland County Council are late again with the grass cut. Parish Councillors agreed M & M Contractors add the following areas to the cut ahead of judging, Hiveacres Road from Lindisfarne Gardens & Page 357
Chiltern Close, down to Meadowlands as well as the area of grass between Yarrow Close & Whitesands. The Clerk to organise a meeting with Northumberland County Council Officers to discuss a list of issues within the Parish which are still unresolved as well as grass cutting. The Vice-Chairman reported that somebody had cut the grass verge between Meadow Rigg and Meadowlands today. The Chairman agreed to remove the weeds from the Bus Shelter area on Hiveacres Road. Parish Councillor G Anderson informed the meeting that he had removed the weeds from the Bus Stop area next to the Village Green within East Ord village. The Vice-Chairman gave a vote of thanks to Parish Councillor G Anderson for his hard work. The Vice-Chairman informed the meeting that there are approx. 60 begonias left, it was suggested to plant an area under the East Ord sign at the east end of the village. Parish Councillor G Anderson agreed to plant this area. The Chairman informed the meeting that a total of 6 large plants have been stolen from the flower boxes at the end of Rotary Way. The meeting agreed additional plants are now required for the boxes ahead of judging, and there was a suggestion to purchase marigolds. Parish Councillor G Anderson suggested that it would be better if the branches overhanging the Ord House Country Park wall were cut back and suggested placing trellises on the wall next year behind the boxes which are currently sited in the area as this would allow climbing plants to be installed. Parish Councillors agreed this was a good idea however, permission from Ord House County Park would be required. Parish Councillor G Anderson informed the meeting that wood chips are required for the nature walk as it is very damp at the roundabout end of the walk. It was agreed the Clerk contact Northumberland County Council and Parish Councillor P Marshall agreed to contact T Spooner. Parish Councillors asked the Clerk to contact Simpson s regarding the request for an advertising sign. Parish Councillors agreed to consider judging an area as the best area and this may encourage residents to get involved with NIB. Parish Councillors agreed there is a need for more volunteers, and there should be a special meeting to look at NIB issues only. The Chairman informed the meeting that some of the boxes from the bottom of Hiveacres road have been moved further up, but they require painting. The Vice-Chairman agreed to speak to K Fraser to see if he still has some paint left from the last time. Parish Councillors agreed to undertake litter picking ahead of 17 th July. The Chairman informed the meeting that Berwick and District Youth Activity Group will weed the boxes at the end of Rotary Way & Hiveacres Road. The Vice-Chairman informed the meeting that the plants have been changed in the Goldstone boxes, but the trees have not been staked. The Chairman informed the meeting that he will organise the sowing of wild flower seeds on the edge of the footpath at St Katherine s Well. Page 358
Parish Councillors agreed to purchase 2 public seats: 1 at the bus stop in East Ord next to the Village Green and the other to replace the seat on Hiveacres Road opposite the junction for Cornwall Avenue. It was agreed to purchase the seats from MKM and ask M Lee to install them before 17 th July. Parish Councillor G Anderson informed the meeting that the spars on Lady Osborne s seat need to be replaced. The Chairman agreed to speak to Ross Garland. Parish Councillor P Marshall agreed to clear the vegetation around the public seat on Bell Loaning. Parish Councillors considered the order for the winter bedding and agreed to purchase the following from Newton Don: 37 packs of wallflowers 53 packs of polyanthus 37 packs of bellis 37 packs of pansies Min 1677 (Min1657)- Bus Services within Ord Parish The Vice-Chairman advised the meeting that there will be no update until the school contracts have been awarded. Min 1678 (Min 1656)- Street Lights- The Vice-Chairman informed the meeting that he has had a delegation asking that no additional street light be erected at the corner of Cornwall Avenue near No34 when they upgrade the street lights in that area. The meeting agreed the Clerk inform Street Lighting Officers at Northumberland County Council of the request from residents. Min 1679 (Min 1659)- Website- The Chairman agreed to circulate photographs which he has received so far. Min 1680 (Min 1660)- Repainting of Public Seats- The Chairman advised the meeting that the painter had not been well, but he will follow this up. Parish Councillors agreed the Clerk draft a response for Parish Councillors to agree. NCC- The Green Dog Walkers Responsible Dog Ownership Campaign. Parish Councillors asked the Clerk to request a pack of leaflets. Min 1685- Local Transport Plan 2018/19- It was agreed to defer this item as to date no information has been received from Northumberland County Council. Min 1686- Clerk s pension provision- The Clerk informed the meeting that this is something that the Parish Council needs to consider, and it is statutory for all employees earning over 112 per week. The Clerk concluded by saying this is of no value to her as she does not earn over 112 per week and she is not interested. Parish Councillors supported the Clerk s recommendation ANY OTHER URGENT BUSINESS: Min 1687 (Min 1673- Town & Parish Council Liaison Working Group- The Vice-Chairman reported that he had attended the latest meeting at County Hall which only lasted an hour, and he had nothing to report as the Administration are considering matters and are going to report back. Min 1688 (Min 1666)- Norham & Islandshire Parish Council Association- The Vice-Chairman informed the meeting that he and the Clerk had met with David English, and gave a summary, the notes of the meeting to be circulated to all Parish Councillors within the NIPCA NHP area along with the draft report prepared by David English from the information supplied by Parish Councillors. All Parish Councillors to feedback to their Parish Council representative before 31 st July as that is the date for the next NIPCA NHP meeting. Min 1689- Newsletter-Parish Councillor P Marshall tabled a copy of The Forum newsletter, which covers the Ford and surrounding area and suggested this is something Ord could consider in the future. Min 1690- Sign- The Chairman informed the meeting that there is the need for a replacement sign for Lindisfarne Gardens, the original sign is now lying in the garden of No 4. It was agreed the Clerk contact Northumberland County Council. Min 1691- Trees Hiveacres Road- The Chairman informed the meeting that a resident has been in contact to ask for a rowan tree to be moved as he is concerned that as the tree grows it will block the light into his property. Parish Councillors considered the request and agreed the Clerk respond to say the Parish councillors are aware of the situation and they will continue to monitor the situation. Min 1692- Footpath- The Chairman informed the meeting that a resident has raised concerns that the footpath at Middle Ord is overgrown with whin bushes.
