BY THE COUNCIL: BISTERFELDT, CLEGG, EBERLE, JORDAN, SHEALY, AND TIBBS A RESOLUTION APPROVING AND ADOPTING ANNUAL MAXIMUM DAILY RATE PARKING FEE INCREASES OF FIVE PERCENT AT THE BOISE AIRPORT (DEPARTMENT OF AVIATION); AUTHORIZING THE AIRPORT TO COLLECT A PARKING FEE WHICH SHALL NOT EXCEED THE AUTHORIZED MAXIMUM DAILY RATES SET FORTH HEREIN; AND PROVIDING AN EFFECTIVE DATE. Plan; and WHEREAS, a parking rate analysis was completed as part of the Boise Airport Master WHEREAS, the Airport Commission has reviewed proposed modifications to the Boise Airport Parking Fee schedule s maximum daily rates, attached hereto as Exhibit A; and WHEREAS, at its regular meeting of August 23, 2007, the Boise Airport Commission recommended approval of the proposed Fee Schedule modifications contained in Exhibit A to include annual increases of five percent for fiscal year 2008 through fiscal year 2011 and recommended approval and adoption by the Boise City Council. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO: Section 1. That the proposed rate structure set forth in the Boise Airport Parking Fee Schedule, a copy of said Fee Schedule marked Exhibit A attached hereto and incorporated herein by reference, be, and the same is hereby, approved and adopted. Section 2. That the Airport Director or his or her designee shall be authorized to charge a fee for parking at Boise Airport public parking areas which shall not exceed the authorized daily maximums established by the fee schedule. Section 3. That this Resolution shall be in full force and effect immediately upon its adoption and approval. BOISE AIRPORT COMMISSION STAFF REPORT Agenda Subject: Public Parking Rates Date: 07/17/07 Staff Contact: Mike O Dell Attachments: Parking Rate Survey Action Requested: Airport Commission approval to increase the daily maximum for public parking rates 5% per year from fy 08 through fy 11. Background: The Boise Airport has the following inventory of public parking stalls (daily maximum authorized rate in parenthesis): Short Term 278 ($18.00)* Long Term Surface 532 ($7.50) Garage 1,362 ($9.50) Shuttle Lot 592 ($7.50)* * currently charging $15.00 per day maximum **currently charging $7.00 per day maximum As part of the Airport Master Plan, a rate analysis was completed that was designed to shift demand to the shuttle lot, increase availability of spaces close to the terminal, and increase funds available for parking expansion. The rates that should be implemented at the current time based on the parking master plan are as follows: Short Term $18.00 Long Term Surface $9.00 Garage $11.00 Shuttle Lot $7.00 The Parking Subcommittee agreed to defer immediate implementation of these rate increases in favor of a 4 year phase-in period (note that for increases greater than 5% a public hearing and City Council approval is required). The purpose of this Staff Report is to request authorization from the Airport Commission to approve a rate plan that will enable the Airport to phase in the rate increases over a 4 year period. Aiport staff recommends annual increases to all public parking rates, excluding the shuttle lot, of 5% which would yield the following maximum rates: Fy 08 Fy 09 Fy 10 Fy 11 Short Term $18.90 $19.84 $20.83 $21.87 Long Term Surface $7.87 $8.26 $8.67 $9.10 Garage $9.97 $10.46 $10.98 $11.52 Shuttle Lot $7.50 $7.50 $7.50 $7.50 Note that the request is for the Airport Commission approval of the 4 year rate plan, however, City Council approval of the specific rate increases will be required annually. As reflected in the attached parking survey, even after the proposed increase is implemented, Boise Airport s rates will be on the low end of rates charged by comparable size airports. It is also noteworthy that the Airport Chevron, a private company that provides uncovered surface parking, charges $9.00 per day. By approving the rate plan, it would move the Airport closer to the rates recommended in the parking master plan but with a 4 year phase-in period which would be more acceptable to customers rather than a sharp increase at one time. Note that these would be the official rates but Airport Staff would round the amounts we actually charge down to an amount that makes more sense to implement (for example, we may charge $9.75 for garage parking and we would continue to charge $7.00 per day for shuttle parking). By increasing the rates by the full 5% each year, even though we may charge less, we will be able to reach the targeted rates sooner than if we charge a flat rate increase of $.25 per year as we have done in the past. Fiscal Impact: The estimated impact of implementing this rate plan is $1,883,393 over a 4 year period.
