Thank you for your interest in joining the. At Camp Urland we are not just a Staff of fellow Scouters, we are also a family of like-minded people who continue to raise the bar by offering the highest quality program and leadership to the Scouts that come to Camp Urland. In order to officially be hired as a member of the you must carefully read the Policies & Requirements of Members and sign the attached Camp Staff Statement of Understanding & Code of Conduct in the presence of the Camp Director. If you have any questions, comments, or concerns regarding anything within the Camp Urland Staff Policies & Requirements or related documentation, don t hesitate to ask the Camp Director for clarification. Policies & Requirements Section 1: Uniforming 1) The Boy Scouts of America is a uniformed organization. Wearing the uniform at Camp Urland is a job-related responsibility. Staff members must bring or buy enough uniform parts to be properly uniformed each day. Repeated infractions of the Staff Uniforming Policy will result in dismissal. a) Class A Uniform i) Scout pants or shorts ii) Long or short Scout socks iii) Scout belt iv) Scout shirt with proper insignia v) Staff hat (if applicable) vi) The Class A Uniform is to be worn at evening flag ceremonies, the evening meal each day, at opening and closing campfires, and on family night. b) Class B Uniform(s) i) Scout pants or shorts ii) Long or short Scout socks iii) Scout belt iv) Staff T-shirt v) Staff hat (if applicable) vi) The Class B Uniform is to be worn at all other times during Camp when the Class A Uniform is not required. You will be presented with a T-Shirt upon arrival in Camp. No other Camp or BSA T-shirt is to be worn without prior approval from the Camp Director for the event. BSA Camp Urland Page 2 of 8
Section 1: Uniforming (continued) 2) Either Class A or Class B Uniforms will be worn in Camp unless other clothing is required for special programs (examples include: Swimming Pool activities, Waterfront activities, Climbing Tower activities, C.O.P.E. activities, etc.). 3) Required footwear will be hiking boots, street shoes, tennis shoes, or work boots. All footwear must be in good working condition. Footwear is to be appropriate to the activities being performed. Any questions regarding the appropriateness of the footwear being utilized will be referred to the Camp Medical Personnel and Camp Director. 4) The only exceptions or alternatives to the above requirements are the following: a) Military Personnel only will be allowed to wear fatigues or a combination of military and Scout clothing. b) Kitchen Staff must wear aprons and hats while on duty. c) Hazardous duty or temporary job conditions may warrant different clothing. Supervisors will make the proper determinations on a case-by-case basis. Section 2: Living Quarters 1) Staff Area is organized as a Troop site with Patrol areas and tents in close proximity. A latrine with hot water, cold water, and electricity is available. You are responsible for keeping the entire area neat, clean, free from potential health hazards, and in accordance to the high standards that are expected of you as a Member. a) A Staff Duty Roster will be posted by the Camp Commissioner on a weekly basis. b) Fire buckets with water must be in the proper places nearby your tent, as instructed by the Camp Ranger. 2) Staff tents are larger than the normal wall tents used by campers. These tents allow you plenty of room for your gear. No modifications (such as porches, etc.) may be made. The sides of the tents may be rolled for ventilation during the hotter times of the year. If you are going to cover your tent with polyethylene, there must be an air space between the canvas and the plastic, and you must inform the Camp Director and the Camp Ranger so the tent can be inspected for safety. You are responsible for the outriggers on your tents and you should report any repairs needed to the Camp Director and Camp Ranger. 3) You may have small tables, a chair and a throw rug on the concrete floor. Do not leave soiled cloths, soiled clothing, food, etc. on the floor or under the bed. 4) Electronic devices may be brought to camp. However, these items are permissible only if they do no interfere with your job duties. If it becomes clear that your assigned duties are not being completed then all electronic devices will be removed and stored at the Camp Office until they can be taken home. Window AC Units are not allowed in tents. BSA Camp Urland Page 3 of 8
Section 2: Living Quarters (continued) 5) There will be periodic inspections of Staff Area by the Camp Director and Program Director. There will be no unreasonable searches. We respect the right to privacy, but we must reserve the right to enter any quarters during reasonable hours for the purpose of safety, health, service repairs, improvements, maintenance, or to ensure compliance with Camp Policies and BSA Rules and Regulations. Section 3: Gambling 1) Gambling in any form or fashion is in violation of the policies of the Boy Scouts of America. Gambling while at camp is reason for dismissal. 2) Lotteries and Raffles are considered forms of gambling and are prohibited in camp. Section 4: Automobile Usage and Parking 1) Youth Staff members (under the age of 18) with valid Texas Drivers licenses, may, with signed parental permission, drive their automobile to and from camp. Once at camp, the vehicle must be parked and locked. There will be no driving in camp by anyone under the age of 18. 2) Camp Automobile Registration forms must be filled out and on file in the Camp Office. 3) Adult Staff members, age 18 or over, will be able to leave camp during the week but must inform the Camp Director as to their destination and approximate length of absence from camp. Such Staff members need to check back in at the Camp Office upon return to Camp. 4) No Staff member under the age of 18 may leave Camp unless it is an emergency or an approved absence by the Camp Director. Parental Approval is required for any Staff members under the age of 18. 5) Passengers in automobiles under age 18 must have a Parental Permission form filled out and signed by their parent or guardian. The form must specify approval to ride with said driver along with a copy of the driver s license. Section 5: Reasons for Immediate Dismissal 1) Substance Abuse a) The use or abuse of controlled substances, drugs, and/or narcotics including marijuana, is strictly forbidden by the Boy Scouts of America, as well as by law. This includes possession, sale, or use of unprescribed drugs. Note: Any employee suspected of violation of this policy will be suspended until an investigation determines guilt or innocence. b) Possession, sale, or use of alcoholic beverages at Camp Urland or in Scout Uniform anywhere. Texas state law prohibits drinking of alcoholic beverages by anyone under the age of 21. c) Any illegal or immoral activity generally viewed as unacceptable by the general public. Section 5: Reasons for Immediate Dismissal (continued) 2) Negligence in any one or combinations of the below items may result in the termination of your contract. All violations will be noted in your personnel file. a) Violations of the law. b) Gross misconduct. c) Assisting youth staff (under age 21 in Texas) in obtaining alcoholic beverages. d) Fighting. e) Willful damage to Boy Scout, Camp Urland, or Three Rivers Council property. f) Soliciting funds, sale of property, or use of BSA facilities for personal gain. g) Gambling. h) Insubordination. i) Creating a Safety Hazard. j) Use of language, references, or actions not keeping with the aims and ideals of the BSA in earshot or visual sight of any Camper or Leader. k) Smoking, chewing tobacco, and other use or display of tobacco products in front of campers. Use of tobacco products in areas specifically labeled as No Smoking areas. l) Use of fireworks or explosives in Camp Urland. Section 6: Staff Standards 1) A Scout Camp is a community that represents the best that Scouting has to offer. We are the visible representatives of the Scouting spirit and are accountable for our actions. We must do our very best to live up to the expectations of those we serve. In order to do this we must do the following: a) Participate successfully in the Staff Training events and fulfill the job requirements as specified by Camp Management. b) Maintain a clean, well-groomed manner both physically and morally at all times. c) Wear the prescribed uniform or as specified by the Staff Manual. d) Successfully complete a phyriscal examination using the standard BSA Medical form within the past twelve (12) months and present the same upon arrival at Camp Urland. e) Be a registered member of the Boy Scouts of America. 2) Complete the required forms, secure the proper signatures, and turn the following forms in to the Scout Office prior to Camp. a) Completed Staff Application b) Signed copy of the Camp Staff Statement of Understanding & Code of Conduct c) Signed copy of your Letter of Employment d) Completed Automobile Registration Form (if applicable) e) Completed Permission to Ride Form (if applicable) BSA Camp Urland Page 5 of 8
Section 6: Staff Standards (continued) 3) Reveille at Camp Urland is 6:00 am or as designated on the Weekly Schedule. All Staff members are responsible for getting up on time and preparing for the day. Dress for each morning is Class B Uniform. All Staff members are required to be at the morning Staff Meeting and opening flag ceremony, unless excused by the Camp Director or Program Director in order to perform a specific job-related function. Staff members in sick bay are excused. 4) Taps will be at 10:30 pm or as designated on the Weekly Schedule. At that time all lights will be turned off and Staff Area will be quiet. No radios, TV s, electronic games, or musical instruments will be played after 10:30pm. A good night s sleep is required in order to allow your body and mind to properly rest and recharge so you can be your very best for the next day. 5) Punctuality is a must. You are expected to be on time at all Staff Meetings, meals, ceremonies, and classes. All classes must be planned to utilize the full time allotted. Plan to arrive early to your classes, never late. If you need to leave a meal or meeting early to prepare for your assigned classes or activities, inform the Program Director of your needs and make sure your actions are as discreet as possible. 6) Flag ceremonies: These are dignified events. Staff members are expected to set the example with the proper etiquette, respect and attention to the ceremonies themselves and to any following announcements, etc. 7) Religious Services: Vespers will be offered on Sunday or as designated on the Weekly Schedule. All services are non-denominational and will be led by various individuals. Staff members are encouraged to attend Vesper services in Class A Uniform. 8) Good Manners and Language: A Scout is Clean, and is expected to be clean in mind and spirit as well as body. 9) Trading Post: The Trading Post is available for the convenience of all persons in Camp. A strict inventory is kept of all items, candy, cokes, etc. Do not ask for free items. If you need an item for your program area you must complete a Requisitions Form and have it approved and signed by the Program Director. The completed Requisitions Form is to be turned in to the Business Manager who will communicate with the Trading Post Manager that you have clearance for the items you require. Only authorized Trading Post Staff members are allowed behind the counter. There will be no charge accounts for any personnel, Staff or participants. 10) Visitor Policies: Family, friends, former staff members, etc. are welcome to visit but they must not disrupt a class period or activity. It is best if any visitors schedule their visit to correspond to your free time. All visitors must check in and out through the Camp Office. 11) Staff Lounge Area: The Hearn Conference Center will be used at night for the Staff Lounge once all scheduled classes and meetings have been completed. In order for this area to be open as a Staff Lounge area it must be kept neat and clean with no disruptions for any personnel who may also be using the building for sleeping quarters. 12) Time Off: You will have time off to plan your own activities or recreation. This time is your own time; however, remember that you are always a representative of the Camp Staff, Three Rivers Council and the Boy Scouts of America so conduct yourself appropriately. You must not interrupt those on duty or teaching classes. BSA Camp Urland Page 6 of 8
Section 6: Staff Standards (continued) 13) Fireworks: Fireworks are strictly forbidden at Camp Urland and under no circumstance are they to be brought into Camp. Any violation of this policy will result in confiscation of any fireworks and dismissal from the job. 14) Personal Firearms and other Weapons: The use of personal firearms and other weapons is in violation of Camp Policy. They are forbidden in camp and if found they will be confiscated and Camp Management along with the Scout Executive will be notified. Some people maintain personal protection items in their vehicles throughout their normal lives. If you discover that you have mistakenly entered Camp property with an unapproved item, discreetly notify the Camp Director ASAP so that the item can be secured until you are ready to depart Camp property. No punishments will be administered to persons who are determined to have brought unapproved items into Camp my mistake and who notify the Camp Director quickly. 15) Telephone Use: Personal calls from the Scout Office can be made only at night. All calls must be logged in the Camp Call-Log and calls are to be made collect. Calls should be limited to 10 minutes in length so that all persons needing to use the phone are able to do so. Camp Staff Statement of Understanding & Code of Conduct Statement of Understanding: All Staff members, both Youth and Adult, are selected based on their qualifications in character, camping skills, physical fitness, personal fitness, and leadership qualities. By signing the Camp Staff Statement of Understanding & Code of Conduct, all Adult Staff members as well as Youth Staff members and their parents or guardians agree to the conditions of the Policies & Requirements as a condition of participation, with the further understanding that serious misconduct or infraction of rules and regulations may result in termination and expulsion from Camp. Each Staff member is responsible for his or her own behavior. All Staff members are expected to abide by the Policies & Requirements and the Code of Conduct as follows: 1) I will be guided by the Scout Oath and Scout Law and will obey all U.S. Federal Laws, as well as Local and State Laws. 2) I will set a good example by keeping myself neatly dressed and presentable. 3) I will attend all scheduled programs and participate as required in cooperation with other Staff members and Leaders. 4) I agree to follow the Camp check-in and check-out procedures and to observe Camp quiet hours. 5) I will be responsible for keeping my living quarters and personal gear labeled, clean and neat. I will adhere to all Camp recycling policies and regulations. I will do my share to prevent littering of the campgrounds and agree to follow the principles of Leave No Trace. 6) I understand that the possession or consumption of alcoholic beverages or illegal drugs or misuse of prescribed drugs is prohibited at Camp. I understand that the purchase, possession, or consumption of alcoholic beverages off Council property must comply with State and Federal Law and must not affect my job performance. 7) Serious and/or repetitive behavior violations including the use of tobacco, cheating, stealing, dishonesty, swearing, fighting, and cursing may result in termination or disciplinary action. 8) I understand that gambling of any form is prohibited. 9) I understand that possession of lasers of any type and possession or detonation of fireworks is prohibited. 10) Neither the Camp nor Three Rivers Council BSA will be responsible for loss, breakage, or theft of my personal items. I will label all of my personal items and check items of value at the direction of the Camp Management. Theft on my part will be grounds for termination and expulsion from Camp. 11) I will use Camp equipment in a safe manner and for its intended purpose and will return the equipment in good condition. 12) I understand that Staff members are prohibited from having firearms and weapons in their possession or on Camp property, in accordance with US, State, and Local Laws. 13) I understand the importance of following BSA s Youth Protection and Safety Policies and will follow these guidelines and report all violations that come to my attention. 14) Hazing has no place in Scout Camps, nor does running the gauntlet, belt lines, or similar physical punishment. As a Staff member I agree to prevent and stop hazing activities. 15) I will respect diversity whether the differences are in physical characteristics or in perspectives. 16) I have the responsibility not to engage in behavior that constitutes discrimination or harassment in any way, including race, color, national origin, sex, religion, age, disability, or citizenship of an individual. This applies to everyone, including fellow Staff members, Campers, Adult Leaders, Parents, and outside Vendors. 17) I have the responsibility to report instances of discrimination or harassment (directed at me or at others) to the Camp Director or the Scout Executive. 18) I will comply with this Code of Conduct and the policies printed in the Policies & Requirements. Any violation may result in expulsion from the Camp at my own expense. I understand that all such decisions will be final.
