B. OVERVIEW OF CONSTRUCTION WORK SUMMER 2016 A preliminary overview of the work planned for summer 2016 is presented to the Committee. More detailed information on changes to runway assignments will be presented at the next Committee meeting in April. 1. Closure of runway 10-28 (mid-may until mid-july) work on northern section of the apron. 2. Runway 06D-24L relocated threshold (mid-july to November) work on runway 06D s holding bay. Page 6

C. EXEMPTIONS The annual indicators including the report of exemptions for the year 2015 will be presented at the next committee meeting. D. INSPQ (Institut national de santé publique du Québec) REPORT The INSPQ has issued a notice regarding overall noise. The primary source of noise is apparently road transport, followed by neighbourhood noise, industrial activity, offroad vehicles, construction activity, farming activity, aviation noise, rail noise, etc. According to the study, aviation is the 7th-leading cause of noise. The number of people bothered by noise is extrapolated from a 2002 Canadian study that used a telephone survey. Table 3 of the report, which consists of a summary of estimates of the number of people exposed to noise in Québec and a list of the main proven impacts on health of each noise environment, uses data that do not come from that survey; the data were compiled from a variety of reviews. The study that used the telephone survey to estimate the number of people bothered made no mention of any link between noise and health problems. Montréal Trudeau is the only airport in Québec that publishes its noise data namely, complaints, the NEF contour, and annual Leq numbers. The airport in Québec City makes no information public, and neither does Saint-Hubert airport. As a result, it is easy to associate noise-related nuisance with Montréal Trudeau. The report mentions depreciation of house values. That depreciation is on a Canada-wide scale (six airports) and the per-home average was calculated for the year 2000, before the withdrawal of Chapter 2 aircraft. It is not clear how that average was calculated, and given that property values are much higher in Toronto and Vancouver, it can be inferred that the depreciation is much greater as well. E. NEW INDICATOR Leq ADM is working to improve information tools on soundscape. The NEF contour and Leq value is currently published once a year. We are evaluating the added value of publishing Leq values more frequently, at every committee meeting, as are the runway use statistics. The Leq values are based on noise data collected by our noise-monitoring stations, including the mobile station. The data is correlated with aircraft movements and can generate a report with all noise sources as well as a report of aircraft noise only. A sample of the new indicator will be presented at the next Committee meeting. Page 7
