APPENDIX I: ACCESS REQUIREMENTS WITHIN THE EASTERN CAPE SECTION OF THE ROUTE

Table 1: East London to Komga Interchange 1. Characterised by commercial and subsistence farming 2. Informal trading along the road Safety of informal traders. 3. Towns and villages Access to and from the National Road to the villages of Kwelera, Chintsa and Mooiplaas. 4. Filling station and Water Falls Primary School Safety of children attending the Water Falls Primary School from nearby villages is a concern. 5. Access road improvement to the Kei Mouth Hotel. Mini Hospital is located along the road This is the only available hospital in the area and people frequently cross the road to get to it. 5. Toleni trading store This store is popular among the villagers of Toleni. There is a lot of movement around both the store and the village. Safety measures are required at the point where villagers cross the road. 6. Toleni Forest Located approximately 5 km from the store, the forest is used for wood collection. People frequently cross the road to get to the forest. Appendix I 1

7. Maize fields There are many crossings to the maize fields. Stray animals often found close to maize fields. Table 3: Ngobozi to Umtata 1. Major intersections at the Ndabakazi and Viedgesville villages Intersections require improvement as they are currently dangerous. 2. Ndabakazi Railway Station People cross the road to catch the train from this station. 3. Zazini Railway Station People cross the road to catch the train from this station. 4. Forest between the Toleni and Ndabakazi villages Some form of access will be required as locals collect wood from this forest. 5. Cecegcuwana Senior Secondary School This school accommodates children from the Tshoveni and Nkanini villages. An under- or overpass will be needed so as scholars can safely cross the road. 6. Mission location and the Cecegcuwana Village Cecegcuwana Village and the mission are located on opposite sides of the road. Grazing land is good, and therefore cattle often cross the road. 7. Illegal access road between Butterworth and Idutywa There is a parallel access road that runs between Butterworth and Idutywa. This road illegally access the national road at least 4 times. 8. Collywobbles Intersection Colosa Village is situated next to the Mangathi Bridge. Colosa Junior Secondary School is found at this village, there is also grazing land on the either side of the intersection. A safe crossing will be required. 9. Wavecrest Intersection This intersection is approximately 80 km before Umtata. Colosa Senior Secondary School and Colosa Junior are located at the corner of this intersection. School children from a number of villages across the road to access the schools. There is an access road which runs Appendix I 2

alongside N2 connecting the two schools. 10. Ezithenjini Senior Secondary School This school is located 5 km away from the Colosa and Wavecrest intersections. A crossing will be required here. 11. Mjanyana School About 25 km from the Wavecrest intersection is another school situated on top of a hill. Access to and from this school is required by scholars in the area. 12. Mbashe Senior Secondary School About 65km before Umtata there is a school located on the left-hand side of the national road. There is no parallel road or pedestrian walkway for children attending this school to use. As a result they walk along the N2 to villages such as Mpozolo and Mqokolweni, often for some distance. A crossing point will be needed, as well as the provision of a walkway or local access road. 13. Mvezo Taxi Rank A taxi rank is located along the N2 about 53km before Umtata. Mbiki and Mokolweni villagers frequently use this taxi rank. Safety is an issue of concern in this area. 14. Businesses such as brick works and a funeral parlor These businesses are very close to the road. Access to and from these businesses poses a safety issue. 15. Former President Nelson Mandela residence This is a retirement home of the former President. This is landmark facility for both the local residents and local and international tourists. This home is very close to the road and safe access to and from Madiba s home is an issue of concern. Table 4: Umtata to Ndwalane 1. Ngqeleni Intersection Upgrading of the intersection is required. 2. Libode Intersection Upgrading of the intersection is required. 3. Tombo Intersection Upgrading of the intersection is required. 4. Mgwenyane Intersection Upgrading of the intersection is required. 5. Mampube/Chaguba Intersection Upgrading of the intersection is required. 6. Misty Mt and Corane Intersection Upgrading of the intersection is required. 7. St Barnabas Hospital Upgrading of the intersection is required. 8. Mt Nicholas The children from the Thabo Mbeki Township attend a junior secondary school on the opposite side of the road. An access point may be required here. 9. Mtyu Livestock are kraaled at Mtyu but mostly graze at Mafini across the road. This requires daily crossing of livestock in this area. The approximate crossing point for animals is located about 3km away from Mt Nicholas. 10. Zwelitsha There is a cattle dipping facility at Mafini, requiring cattle to occasionally cross here in large numbers for dipping purposes. The crossing point for animals is located approximately 4 km away from Mtyu. 11. Ntlazi St Barnabas Hospital is located in the village across the road from the Chief Henry High School. These facilities are often used by the public. The approximate crossing point here is located 3 km away from Zwelitsha. 12. Bhukwini There is a cattle dipping facility at Bhukwini, requiring cattle to occasionally cross here in large numbers for dipping purposes. The crossing point for animals is approximately 3km away from Ntlazi. 13. Mgungundlovu There is a dipping facility at Mgungundlovu. There is also a junior secondary school located here. The crossing point here is approximately 3 km away from Bhukwini. Appendix I 4

14. Gutsi Grazing lands are only available on the opposite side of the road to the village. Livestock from this village therefore cross the road on daily basis. The crossing point here is located approximately 3 km away from Mgungundlovu. 15. Boms Grazing lands are available on the opposite side of the road to the village. There is a lot of movement in this area. The crossing point here is located approximately 2 km away from Gutsi. 16. Ntlambela A school is located on the opposite side of the road to the village and school children often cross the road. The crossing point here is approximately 3 km away from Boms. 17. Mdlankomo Zwelakhe Junior Secondary School is located on the opposite side of the road to the Ndulwana village, which has a lot of children who attend this school. The approximate crossing point here is about 4 km away from Ntlambela. 18. Misty Mount Residents of Mchonco village do their shopping at Misty Mount. Pedestrians and the large number of stray animals in the area make this intersection very dangerous. The approximate crossing point here is located about 5km away from Mdlankomo. 19. Gxulu Nkawukazi children attend the Gxulu Junior Secondary School. Gxulu villagers make use of the clinic at the Nkawukazi village. The approximate crossing point here is about 3 km away from Misty Mount. 20. Corane Two schools are located in this area, the Sehushe Commercial School and the Ntaphane Junior Secondary School. Ntaphane Junior Secondary School accommodates children from Nciphizeni village. The accident rate is high in this area, and a letter has been submitted by the school to the municipality to this effect. The approximate Appendix I 5

crossing point here is about 4 km away from Gxulu. 21. Tombo The intersection needs to upgraded in this area. Table 5: Ndwalane to Mzimvubu River 1. Mampube Village The proposed route will bisect this village resulting in residences being separated by the road. 2. Grazing lands Access and safety of the cattle grazing in these fields is a concern. 3. Tea Road This is an access road to the Majola Tea Factory. This road is likely to be affected by the new route. 4. There are a few commercial farms, largely farming in vegetables - cabbage, spinach and carrot fruit oranges and bananas 5. Dominated by subsistence farming The access road, named the Sinuka or Ford Harrison Road, is used to transport produce from the various farms in the area. 6. Maize fields between Ndwalane and Mzimvubu River Access to and from these maize fields is an issue of concern. 7. Sphatha, Mgugwana, Ntafufu, Ntongwana and Luqhoqweni villages on the section between Mzimvubu River and Ntafufu River. The road will impact on these villages. Movement of villagers between these villages could become an issue. This is approximately a 10 km section of the road. 8. Ntlanza dipping facility on top of Mzimvubu River Cattle movement to and from the dipping facility during the dipping season will have to accommodated. 9. Mgugwana dipping facility about 5 km from Mzimvubu River Cattle movement to and from the dipping facility during the dipping season will have to accommodated. 10. Ntafufu Senior Secondary School and Ntafufu Junior Secondary School Both schools will be cut off from the village. School children s safety is an issue. 11. Ntafufu Crèche This crèche now functions as a community hall, but local residents still are required to have access. Appendix I 6

12. Grazing lands Grazing lands are found between the school and the Geneveille and Mthweni villages on the east. Access for the cattle will need to be provided. 13. Ntafufu Communal Garden vegetables cabbage, beatroot and carrot Access to the communal garden will be required to be provided. Access to transport routes will be required to be provided. 14. There is Ntafufu Store and the Bebeyiphekela Store These two stores service the entire area between the Mzimvubu and Ntafufu rivers. 15. Maize fields Maize fields are mainly located on the north-western side of the proposed route. Access to these maize fields will be required. Table 6: Ntafufu River to Magwa Intersection 1. KwaMancenzana General Dealer and Luqoqweni General Dealer (approximately 1 km from one another) 2. Villages of Ntsimbini, Ngobozana and Mxobosini are located on either side of R61 traveling towards Lusikisiki These spaza shops are very popular with the local communities. Safety for those using these shops will be an issue Access roads off the new route will be required for the residents of these villages. 3. Grazing lands at Ntsimbini Village This is an issue as cattle mainly cross over the road to the grazing lands. Preferably an underpass should be provided here. 4. There are two Junior Secondary Schools at Ngobozana School children frequently cross the road to reach these two schools. Safety of these children is an issue of concern. 5. Bambisana Hospital - the only hospital in the area This hospital is located a few kilometre from the existing R61 and is very popular in the area. Villagers will frequently drive long distances to access this facility, making the upgrading of the intersection in this area important. 6. Goso Village This village borders the existing Magwa Road on the coastal side. There is unlimited access to this village at the moment. Appendix I 7

7. Hombe Village This village is located on the coastal side of the proposed route. There is unlimited access to this village. 8. Goso and Hombe grazing lands Grazing lands for these two villages are located on the Lusikisiki town side. Access to these grazing lands is currently limited to two areas, namely at the beginning of Magwa Road and at the end of the physical structures that are on the left-hand side of the road. Access and safety of cattle will be an issue in this area. 9. Villages of Nkunzimbini and Lambasi These two villages are found on the gravel road after the end of the concrete road. At the moment there is unlimited access from the one side of the road to the other. The proposed route will cut through the densely populated village of Nkunzimbini, which is the first village encountered along the gravel road. There is unlimited access to this village from the road which is bordered by the village on both sides. Table 7: Magwa Road to Msikaba River 1. About 3 Schools are sparsely located along the road with the exception of Velem JS, Mgezwa SS and Thembalethu Primary which are clustered together between the two villages Access and safety at these schools will be an issue, especially with the schools and the village being very close to the road. Pedestrian and cattle walkways on both sides of the road will be required in this area. 2. Maize fields and grazing lands There are maize fields and grazing land in between the villages. Access and cattle safety will be essential. 3. Lambasi Forest This forest has a v-shape along the Msikaba River, and is largely used for hunting, wood collection and the collection of traditional medicines and herbs. Access to the forest will be required. 4. Nkunzimbini and Lambasi Cemeteries along the road Cemeteries are located on the left-hand side of the road. Both villages make use of these cemeteries. 5. Matheko Access Road Upgrading of the Matheko road which currently bends at the Nkunzimbini village has been proposed by local villagers. Table 8: Msikaba River to Mtentu River 1. Village of Lower Hlabathi is located between Msikaba River and T23 road The proposed route will cut through this village. Safety of movement for villagers from the one side of the proposed road to the other side will be an issue of concern. 2. Gebuza Junior Secondary School and the Mkhamela store Access to the store and safety of children accessing the school will need to be accommodated. 3. Luphondo Junior Secondary School on the coastal side This school is presently located in the middle of the village. The proposed route will separate the school from the village, making safety and access an issue in this area. 4. Cattle grazing lands Cattle mainly graze within the village, which has become a safety issue in the village of Mkhamela. 5. Mkhamela Secondary School The proposed route runs very close to the school. Inevitably, access and the safety of school children will become an issue of concern. 6. Grazing Lands towards Mkambati and within the Mkhamela village There are formal grazing lands towards the Mkambati Nature Reserve. Currently cattle can freely move within the village and to the grazing lands. Access to this grazing land as well as the safety of cattle and people are issues of concern. 7. Forest on the coastal side and the Lower Khanyayo Village This is the same forest that has a v-shape on the other side of Msikaba River. Access of Mkhamela villagers to this forest is an issue. 8. Tracor Wood lot on the Mkambati Nature Reserve As much as the wood lot is a commercial venture, locals make use of it as well. Movement to and from the wood lot will have to be Appendix I 9

accommodated. 9. A school is planned towards the east of the clinic On the Mkambati road there is an old clinic, which is no longer open. A school is proposed to be constructed next to this clinic. Safety and access will then become an issue. 10. Upgrade of the Mkambati Road This issue has been raised by the local authority and local residents in the area. Table 9: Mtentu River to Mtamvuna River 1. Villages of Baleni, Mdatya, Xholobeni and Ebenezer The road will pass through all these villages. Free movement between the villages will therefore be affected. 2. Impact on Jama Junior Secondary School Access and safety of the children of Jama Junior Secondary School, near the Mtentu River, is an issue. 3. A dipping facility A dipping facility is also located close to the school. 4. A cluster of Baleni Preschool, Baleni Junior Secondary School, Baleni Senior Secondary School, Church and a newly built Clinic about 4 km from the Mtentu crossing This is a fairly busy area. Access and safety in this cluster will be essential. 5. Zukulu store, Africa Church are located some 3 km from this cluster and an This is a busy area. This is the Xholobeni area In this area access and safety will have to be addressed. with a Dipping facility, Preprimary and Two Junior Secondary School, a Spaza Shop, Bottle Store and a Community Hall 7. Mzamba River crossing Cattle and pedestrians currently cross the Mzamba River by walking through the gorge. The proposed Mzamba River bridge will potentially be utilised by both pedestrians and cattle as a shorter crossing point. This issue must be addressed prior to design. Appendix I 10
