ATFCM A pan-european network view shared with the local units responsible for air traffic control and devising solutions that optimise the handling of traffic flows according to the available capacity. This is done both on the day of the flight and by anticipating operations months in advance, by establishing a single network operations plan collectively agreed. Events that impact air traffic every day, whether they are planned - such as sporting events - or unpredictable, such as adverse weather conditions, aviation crises.
ATFCM Phases Strategic phase - From several months until one week before the flight. Assist the ANSPs to predict what capacity they will need to provide in each of their ACCs. In addition, a routing scheme is prepared a structure and utilisation policy of routes designed to balance the air traffic flows and maximise capacity. Pre-tactical phase - In the six days before the flight Coordinate and define the daily plan and inform Aircraft Operators and ATC units about the ATFCM measures that will be in force on the following day. Optimise available capacity to meet forecast demand, manage demand to minimise delay and cost, and publish the agreed plan for the day of operations after a CDM process. Tactical phase - On the day of the flight Optimisation of the capacity according to the demand across Europe, and delay management in order to offer alternatives and minimise delay. Post Operational phase Operational analysis and feedback to the strategic phase. Lessons learnt. Procedures and system changes.
Crisis Management - EACCC role Established through SES IR of the Network Manager Focal point for crises Alert on the crisis To call the right experts To propose measures / options to unlock / manage the crisis Communicate updated information to aviation community To ensure proper communication with media Build on lessons learnt to improve response to the next crisis Organise and participate in exercises to maintain the level of readiness Enter here your presentation title 7
Global ATFM Manual - Requirements The availability of airspace and capacity (civil and military) data, static and dynamic Flight plan and flight update data Airport data and parameters From Strategic to Post Operations Normal operations to major global aviation crisis
CDM v Effective operational decisions ATFM systems should operate in partnership with the ATS providers and aircraft operators. It cannot be a directive organisation as the other partners have regulatory (safety and economic) regimes to live within, and different stakeholder/shareholder expectations.
