YOXALL PARISH COUNCIL Minutes of the Meeting of the Parish Council held on Thursday 5 th September 2013 at 7:30 pm in the Parish Hall, King Street, Yoxall Present: Councillors: P Hughes, J Williams, A Weaver, P Bailey, K Ingram, R Keys, and A Grandfield Also Present: PCSO Steve Smith C Maxim, ESBC R Young, Clerk to the Council 1. APOLOGIES (130) Apologies for absence were received from Councillors D Hall, P Hunt, and B Behague. 2. CHAIRMAN S ANNOUNCEMENTS (131) The Chairman, P Hughes, mentioned the following: Congratulated Councillor A Grandfield for the superb achievement in winning the Best Kept Village Competition and Best Kept Village District Award. Also thanked everyone involved including D Hall and local businesses. A515 meeting is ongoing. Village Neighbourhood Plan Open Days arranged. PC Guy Jones has retired and replacement appointed. Travellers have now left the field adjacent to Mill Holme Pingle. Flowers in village looked very good this summer. Will contact Howard Price regarding milestones. Footpaths will write to Mr Shilton. Noticeboard at Morrey in poor condition. Still waiting for a response from Bovis Homes. Unfortunately, losing Linda Pickering from the Parish Council due to family commitments. 3. DECLARATIONS OF INTEREST (132) Declarations to be made when subject is discussed or reviewed during the meeting. 4. TO APPROVE THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 4 TH JULY 2013 (133) It was proposed, seconded and agreed that the minutes (113-129) of the meeting held on 4 th July 2013 be approved as a true and correct record. MATTERS ARISING FROM THE MINUTES NOT ALREADY SCHEDULED AS AN AGENDA ITEM (134) No matters were raised. 6. PUBLIC PARTICIPATION (135) C Maxim Cheryl Maxim from East Staffordshire Borough Council raised outstanding matters concerning the Parish Council s projects: Need final details before Christmas. Next year s projects required for the Forum Meeting on 19 th November 2013. Quotations needed. P Bailey said applying to Awards for All with regard to fitness equipment. PCSO Steve Smith Steve Smith mentioned the following policing issues: Speeding traffic on A515 will arrange for visit of community safety vehicle. Replacement for PC Guy Jones not yet confirmed. A lot of suspicious vehicles in the area please telephone 101 if anything noticed. Campaign regarding drink / driving to be arranged. Several anti-social issues in Lightwood Road area. Arranged fire fighters course for youngsters to help in seeing the work, danger and responsibilities of the fire service. Yoxall mins 05.09.13 Page 45/13

REPORT OF COUNTY COUNCILLOR AND BOROUGH COUNCILLOR (136) a) Report of County Councillor No matters were reported. b) Report of Borough Councillor Borough Councillor B Behague had forwarded a report mentioning the following: Congratulations on winning the Best Kept Village competition. Yoxall now a front runner with regard to the Neighbourhood Plan and funding being made available. P Sommerfield at ESBC to confirm. Also confirmed officers at ESBC impressed with the interest and quality of the Neighbourhood Plan presentation. 600 houses passed for development at Branston (A38), 500 on the Branston Army site and 500 at Uttoxeter. Development of the Debenhams site at Burton to start in the near future. Work has started on the Market Hall and on the outside of the Town Hall. ESBC website gives details of work scheduled for road sweeping and dustbin collections. Neighbourhood Forum presentation to take place in November 2013. Some funds still available for projects. 8. (Non material amendment two additional windows on north west elevation and one additional window on north east elevation, minor changes to window on south east elevation and conversion of garages to form additional living accommodation and storage areas.) Leacroft Farm, Sandpits Lane, Yoxall 8.2) Planning Applications Approved / Rejected by the Borough Council None received. 8.3) Neighbourhood Plan Councillor R Keys mentioned the following: Yoxall now a front runner. Need to produce a design statement which will become a template for future designs. Workshop to be arranged at Village Hall which will include a tour of prospective sites. Neighbourhood Plan outlined. Thanked team for work completed on the Neighbourhood Plan. 8.4) Other Planning Matters Councillor R Keys also mentioned the following: Ash tree located at the north east corner of the hall may cause problems. Time period for the applicant for a chemist in Yoxall has lapsed. Church wish to install lights on path to King Street. 9. CLERK S REPORT (138) 9.1) Public Works Loan Board A loan repayment of 418.78 was made to the Public Works Loan Board on 5 th August 2013. The balance of the loan being 6,494.61. MATTERS IN PROGRESS OR REQUIRING FURTHER ACTION (139) a) Open Spaces J Williams reported a section of a weeping willow on Goose Green had been cut back. b) Open Spaces and Village Amenities Councillor J Williams reported the following: Contractors have carried out work on the footpath at Ferrers Field. Siting of memorial bench on Town Hill will require permission of Staffordshire County Council Highways. Discovering Yoxall needs to be updated and re-printed. Yoxall mins 05.09.13 Page 48/13
c) Village Hall Councillor J Williams commented as follows: Reviewed survey report: - No panic alarm in disabled toilet - Ash tree a potential nuisance - No asbestos in the hall Replacement lock in hall at a cost of 35.00. Notice displayed for hall users. Table cloths sourced by K Ingram. Noticeboard for club to be supplied September / October 2013. d) Best Kept Village Competition Councillor A Grandfield mentioned the following: Confirmed that the Parish had won the Best Kept Village competition and the District Award. District winner receives 200.00. It was proposed, seconded and agreed that the 200.00 prize should be ring fenced for the BKV competition 2014. Resolved: That the District winner prize of 200.00 be ring fenced for the BKV competition. District winners display post locations to be reviewed. Won East Staffordshire District trophy. Thank you article to all involved in the BKV competition to be included in The Fisherman. Letters of thanks to be sent to the Crown, The Cup and the church for help given. Thanked everyone in the Best Kept Village competition. e) Footpaths A Weaver gave details of the following: Mr Manners have discussed the provision of a gate. f) Website Councillor A Grandfield reported the following: Several items to be removed. Parish minutes are now up to date. Require information from groups in the parish. Could include police matters reported. g) Burial Ground Councillor J Williams reported he would review matters relating to a request to plant a memorial tree. h) Ferrers Field Development Councillor J Williams reported he will review the inspection report produced by ROSPA which has highlighted minor repairs. 11. WISH LIST (140) In abeyance until next Parish Council meeting. Internet connection for village hall noted. 12. HEALTH AND SAFETY MATTERS (141) Councillor A Grandfield said there were no matters to report. 13. THE NEWSLETTER AND CHRISTMAS FRIENDSHIP TEA (142) The Newsletter It was proposed, seconded and agreed Councillor K Ingram produce the newsletter in the future. Resolved: That Councillor K Ingram produce the parish newsletter in future. Christmas Friendship Tea Hall booked for the afternoon of 29 th November 2013.
