July 25, 214 William Lucas, PD, Principal Integrated Land Management, Inc. 3 Lucas Lane Malvern, PA 19355 RE: Wetlands Delineation flagging for te Troutbeck arm property Dear Dr. Lucas: On July 21 and 23, 214, I flagged te Troutbeck arm property for wetlands, using pink and orange ribbons. Te wetland lines are te professional assessment of Mellon Biological Services and sould be verified by te Pennsylvania Department of Environmental Protection and te U. S. Army Corps of Engineers for te definitive wetland lines, prior to significant economic decisions. Tis wetlands line needs to be surveyed, wit te results included on a site plan tat as two foot contours, soil types (from te USS soil surveys), vegetation, streams and existing features sown. I will need 2 copies of te resultant wetlands mapping site plan for verification. Te enclosed aerial potograps sow te approximate location of te data points. If te property boundary on te aerial is not correct, please contact me. Enclosed is a CAD file wit te flagging points located by PS. Tese points recorded multiple readings at a given position and took an average for te point resulting in approximately one meter accuracy (depending on trees and topograpy). Te points (flags) need to be surveyed in te field wit consecutive points connected to form a line for wetland boundaries (WD#) or streams (#). Poto flags (P-#) and wetland data sites (DS-#) points are isolated and not connected. Tese points are for your assistance in locating te flags in te field and are not accurate enoug for a jurisdictional determination. Te pink/orange ribbons and pink/orange flags, used to delineate te wetlands, are labeled MBS for Mellon Biological Services (MBS is not included in te enclosed data), followed by W for wetlands, and consecutive letters (e.g. - A, B, C, etc.) if more tan one line exists (one letter for eac line). Eac flag along a line is numbered consecutively and te word END is on te last flag of eac line. Lines eiter form a loop or tey start and end just beyond te property boundary. or any wetland line tat begins and/or ends at a stream, te stream is te enclosing boundary of te wetlands tat ties te first and last flags togeter. Te pink ribbons labeled MBS DS-# (wit # being a number) are data sites and sould be mapped. Tere are 3 data sites on tis property labeled DS-1, DS-2 and DS-3. All streams and stream corridors are and sould be surveyed and labeled as suc on te site plans, wit te widt illustrated. Te widt is included in te CAD file. PADEP regulates floodways wic include te cannel of te watercourse and portions of te adjoining floodplains wic are reasonably required to carry and discarge te 1-year frequency flood. Unless oterwise specified, te boundary of te floodway is as indicated on maps and flood insurance studies provided by EMA. In an area were no EMA maps or studies ave defined te boundary of te 1-year frequency floodway, it is assumed, absent evidence to te contrary, tat te floodway extends from te stream to 5 feet from te top of te bank of te stream. Any proposed work in of te United States or floodways requires a permit. Te pink flags labeled -1, -2-5 end is a stormwater management basin. Stormwater management facilities are waived from permit requirements by te Pennsylvania Department of Environmental Protection (PADEP) based on Capter 15 regulation 15.12 Waiver of permit requirements, section (a)(6), wic waives te following activity from permitting: A water obstruction or encroacment located in, along, across or projecting into a stormwater management facility or an erosion and sedimentation pollution control facility wic meets te requirements in Capter 12 (relating to erosion control), if te facility was constructed and continues to be maintained for te designated purpose. Capter 15.1 defines stormwater management facility as, Manmade measures designed and constructed to convey stormwater runoff away from structures or improve land uses, or to control, detain or manage stormwater runoff to avoid or reduce downstream damages. Te term includes, but is not limited to, transportation and related facility drainage systems and manmade stormwater detention basins. Altoug PADEP waives te need for a 15 permit and te Corps of Engineers does not regulate any activities in te stormwater facility, if you want written verification from PADEP and te Corps of Engineers for your project, you can request te waiver 12 and a PASPP-2 (wic is te ederal permit issued by PADEP) from PADEP. Poto sites are not flagged in te field but are labeled P - followed by a number (e.g. P-4 - represents potograp 4 ) in te CAD file, wic also includes te approximate direction tat eac potograp was taken, using polar coordinates wit nort being º and 36º, east is 9º, sout 18º and west 27º. Tus P-A4 135º, is potograp A4 taken facing souteast. Tere are 1 poto sites. Te poto sites sould be included on te site plan, labeled wit te appropriate number (e.g. P-A4) and ave an arrow pointing in te direction of te picture (e.g. 135º as an arrow pointing souteast). All site plans sould include te following: Nort arrow Bearings and distances of property line Total area (square feet or acres) of te property EMA 1-year floodplain boundary, or EMA-approved local floodplain boundary Surveyed wetland line, data sites and poto sites wit identification flags All streams labeled sould be labeled as suc on te site plans. Streams sould be surveyed from top of bank to top of bank and te widt sould eiter be illustrated on te site plan or labeled, if te scale does not permit illustrating.
