To receive declaration of interest in items on the Agenda & receive Pecuniary Dispensations and authorisations There were none declared. 2. To consider apologies for absence Ian Witham - accepted by the Council. No other apologies were received. 3. To approve outstanding Minutes Bacton & Edingthorpe Ordinary Parish Council Meeting Monday 11 th November 2013 Resolved to approve. 4. Resolution to adjourn the meeting for public participation (15 mins), Norfolk Police, District and County Councillor Reports Resolved to open the meeting. Nick Baker - Corporate Leadership Team of NNDC spoke about the devastation caused by the tidal surge in North Norfolk. The Council were given the full picture of the situation in Walcott. To date NNDC had temporarily re-housed approximately 30 households (50-55 people). Damage to homes varies and some will be insured and others will not. The sea defences around the area have taken a real beating and some areas are worse than others and these are being assessed by the team. Sheila Oxtoby - Chief Executive of NNDC - spoke about the flood damage and that it was hoped the Leadership Team would be able to attend the next PC meeting in order to address any outstanding issues. Nick Baker continued with a snapshot of the areas and how the NNDC asset teams were trying to get public access restored. All residents who have come forward for assistance are being helped. If you know of anyone who needs advice/housing or similar please point them in NNDC's direction. NNDC has undertaken door to door investigations to 1

ascertain people's needs and skips are being put into situ for residents to dispose of their items. This will be ongoing for as long as required. There are issues with utilities and these are being addressed with the power companies. Water contamination is being monitored by Anglian Water. There are 2 NNDC mobile officers - 1 located at the Lighthouse and the other outside the Kingfisher Cafe. Currently the Poachers Pocket is looking after donated items for people. There was a question and answer session which covered various subjects. The emphasis was that NNDC are taking this matter seriously and addressing the issues and concerns of residents. Bacton Parish Council Members thanked the NNDC team for attending and offered their support in whatever way they could. The Members offered the Pavilion to Walcott Parish Council if they needed it and this could be arranged via the Clerk. Local residents and businesses also offered their support. Barry Smith - NNDC - informed that he had been working in Walcott and talking to residents and that remedial work was underway. The District Council were doing their best under difficult circumstances. Members of the public commented on - Had Little Garth been requested to cut their hedge? - the Clerk informed that a letter had been sent. B1150 there should be 2 white lines alongside the Footpath to denote that it is there and to protect the public from vehicles. This needed to be repainted - the Clerk would inform Highways at NCC. Resolved to close the meeting. 5. To report on Matters Arising (updates and for information only) 5.1 Police Report No Police report was forthcoming. 5.2 Website update - Richard Barr An extra page had been added to the website to inform people of the local flooding especially in Walcott - this information is being updated regularly. To date nearly 50,000 hits have been recorded with 2,390 in the last month. 5.3 Footpaths Ian Witham There was no update. 5.4 Bacton Footpaths map - A4 size being sourced 5.5 Beach Road - overgrown (430010 previous) & 44139 on 18.11.13 There were issues with the "old car park" where water is running off of the field and exposed pipe work. Clerk would investigate further. 5.6 Bacton Village Football Club/changing facilities - RK/JT/ Richard Kimble informed that the electrics had been installed in the changing facility and the fuse was due to be upgraded soon by Network Power. The shower had been repaired and 2

the project nearly completed. The Club were currently mid-way in the league with a match in hand. 5.7 Red telephone box at Abbey Street - as information centre being fitted out and work in progress 5.8 Cricket Club - removal of items from playing field - letter sent and legal advice received - agenda item 11 5.9 Meals on Wheels Project - leaflet being designed 5.10 Children's Christmas party - organised Saturday 14th December 6. Finance 7.1 To consider donation to Sandcastles Sensory Garden Sandcastles were unable to attend and they are seeking advice from Awards for All regarding their unsuccessful application. Resolved that this be a February Agenda item. Agenda A thank you was extended to the PC for their contribution to a banner and to Richard Kimble for arranging this. 7.2 To consider funding to Norfolk CAB It was resolved to support Norfolk CAB for the exceptional work which they undertake in our community and that a donation of 150 be made. Clerk to arrange. 7.3 To consider yearly donations to Churches (Edingthorpe, Bacton and the Beacon Centre) In order to support the work which all the Churches undertake in the villages it was resolved that 100 be donated to each. Resolved to pay enbloc. 8. To agree purchase of land at 4 Highbanks, Rectory Road, Edingthorpe - consideration of 1.00. Richard Barr outlined the legal situation with regard to the land at Edingthorpe and clarified points to the Members. It was resolved to progress with the purchase of the land and that the payment be made. 8.1 To agree 2 authorised signatories for legal transfer documentation It was resolved that Susan Holden and Richard Barr undertake the signing on behalf of the Parish Council. 8.2 To agree purchase of Freehold rent charge and restrictive covenant indemnity approximate cost 35.00 Resolved that this be agreed. Clerk to arrange. 8.3 To agree Drainage, Water, Chancel and Environmental Searches at cost of charges from authorities Resolved that these charges be incurred. Clerk to arrange. 8.4 To agree purchase of chancel repair liability insurance approximate cost 50.00 Resolved that this cost be incurred. Clerk to arrange. 9. To consider and agree funding through the NCC Partnership Scheme for Vehicle Activated Signs near to Bacton Primary School (quotation 9.5k). It was resolved that this project was not progressed as the cost was prohibitive to the Council. ALTERNATIVELY To work with Rainbows End to improve entrance/tarmac roadway to Mill Lane utilising the NCC Partnership Scheme (Rainbow's End to contribute the full 50%) It was resolved that this project be taken forward on the basis that no costs were to be attributable to the Parish Council. The Clerk was given delegated authority to work with Rainbows End and Highways on this initiative. 10. To consider and agree the next step in connection with the removal of Bacton Cricket Club's items from the playing field on legal advice given by NALC. It was resolved that the Clerk write to the Cricket Club to give them 28 days for the removal of their items. 11. Shell general update re abnormal loads Wyndham Northam report Lynn Hoskings - Otago report 12. To Receive Reports from Councillors Jim Turner - informed that the Jubilee Oak Tree had been re-planted in a more suitable location. Richard Kimble - outlined the work of the Bacton Flood Wardens and that the team needed to be acknowledged for their excellent work throughout the tidal surge. Flood Wardens worked well and the radios donated from the Parish Council and the Gas Terminal companies were an excellent addition to their toolkit. The Village Hall was opened from 6pm to midnight and overall Bacton didn't come out too badly. Thanks should also be expressed to the fire brigade for assisting residents to evacuate. The Clerk was requested to write to the Flood Wardens and the fire brigade. A vote of thanks was given to the personal work that Richard Kimble had undertaken in this matter. Hannah Gent - asked if the pump at Priory Road was working and it was discussed that there was no way in which this could cope with the tidal surge. It was suggested that the Gas Terminal Companies may want to contribute to better roads/drainage in the area. This would be an initiative led by NNDC/NCC. It was suggested that Sandbags be made available to residents. NNDC no longer supply these however, there was no reason why the Parish Council should not lead on this initiative for the future. The Clerk would investigate this. 13.
