MINUTES OF TAFF S WELL & NANTGARW COMMUNITY COUNCIL HELD AT:- TAWELYFRYN COMMUNITY CENTRE Thursday 28 July 2016 PRESENT: Cllrs: Lynne Thomas (Chairman), Megan Jones, Sandra Lintern, Mel Timothy Helen Edmunds and Jill Bonetto Also present: Clerk to the Council Derek Allinson APOLOGIES, Cllrs: Cynthia Dyke, Alun Fowler and PCSO Amy Partridge MINUTE No: 1/7/16 DISCLOSURES OF PERSONAL INTEREST Councillor Jill Bonetto declared an interest in all planning applications and took no part in the discussions on these items MINUTE No: 2/7/16 POLICE MATTERS: PCSO Amy Partridge presented her apologies and submitted the following written report:- ASB Neighbour dispute in Nantgarw. One burglary in Nantgarw. Three reported burglaries in Taff s Well; two of which were from the same address and involved the theft of bikes from the shed on two separate occasions. Two thefts in Taff s well linked to the burglary theft from two vehicles on the same night. Bike and Vehicle thefts enquiries are ongoing. Three incidents reported where people were concern for safety (people walking down the A470). Two Highway disruptions in Taff s Well; 1 abandoned vehicle which has been dealt with one was parking issues with the school. Ongoing calls neighbour/local issues with a person in Taff s Well of harassment currently being dealt with by police. Resolved; One incident of an elderly person being targeted by workmen who have over charged him greatly for work carried out in Yew Street; house to house reassurance visits undertaken and prevention advice given to residents. Members noted the above report 1

MINUTE NO: 3/7/16 MINUTES OF PREVIOUS MEETING: The minutes of the meeting held on 27 June 2016 were confirmed as a true record of the proceedings and signed by the Chairman. MINUTE No: 4/7/16 MATTERS ARISING FROM MINUTES: There were no outstanding matters arising from the minutes. MINUTE NO: 5/7/16 CLERK S REPORT a) MEMBERSHIP OF ONE VOICE WALES 2016-2017 Members gave consideration to the renewal notice for continued membership of "One Voice Wales" at a cost of 464. The Clerk reminded Members that One Voice Wales provides legal advice services to Community Councils in Wales and represents the views of Community Councils in negotiations with the Welsh Assembly government. It was strongly recommended that the Community Council renews its membership. That the Community Council continues its membership of "One Voice Wales" for the financial year 2016-2017 b) PAYE ACCOUNT Whilst undertaking the recent audit of the Council s accounts the Clerk noted that there appeared to have been an overpayment to HMRC in the sun of 139.91. HMRC confirmed that this is the case consequently this sum has been deducted from this month s HMRC payments. Members note the above report c) APPLICATIONS FOR FINANCIAL ASSISTANCE Members gave consideration is the following applications for financial assistance. 1. TAFF S WELL OAP s 2. NANTGARW OAPs That a grant of 250 be made to each of the above associations d) AUDIT FOR YEAR ENDED 31 March 2016 The Clerk reported that minor error had been made in the Council s Annual Return, as a consequence the Annual Report required re- approval by the Members. The Clerk confirmed that whilst these were minor errors the Audit Officer could not legally alter the return as the correction needed to be done by the responsible financial officer. There were no other issues outstanding Resolved; Members noted the corrections and approved the amended return 2

MINUTE No: 6/5/16 MEMBERS REPORTS Cllr Sandra Lintern Informed Members that the gas monitoring hut, at the top of the Old Nantgarw Road, had been damaged and large sections of the fibreglass had been broken allowing access to a small child or animals into the building. The Clerk confirmed that he had reported this matter and a Gas Engineer had visited the site. It was not known how long it would take for the building to be repaired. Noted that the abandoned cars, both of which had SORN certificates, had still not been removed by the County Council. Councillor Jill Bonetto agreed that she would pursue this matter with County Council Officers Noted that cars for sale were still being parked, on the grass, at the entrance to the Tawelyfryn estate. The Clerk confirmed that this matter had been reported to the County Council as the police were powerless to act as the vehicles were on Council land. Noted that some of the street lights, in Queensway, were obstructed by overgrown trees. It was noted that it is not the policy of the County Council to cut back the trees during the nesting season but the County member will try to get them placed on a schedule of works for September. Cllr Helen Edmunds Noted, with concern that the overflowing bins on the pavement at the Spice Connoisseur Restaurant was causing a litter problem. The 5 bins were permanently left on the highway and because they are often overfull are subject to bird attack. It was agreed that the Clerk would speak to the County Council in respect of this matter. Noted that a large tree branch was blocking the green area opposite the Cross Inn, the branch was forcing pedestrians into the road thereby causing a potential hazard. It was agreed that this matter would be passed on to the appropriate department of the County Council Expressed concern over the general mess and litter in the village and along the Cardiff Road. It was appreciated that a cleaning blitz had recently been undertaken in the area and that it was a small section of irresponsible individuals who were causing the problem; it was suggested that consideration should be given to a blitz enforcement day to deter this anti social behaviour Cllr Mel Timothy Informed members that she had received some home safety advice from the Police about a possible scam taking place in the area where leaflets were deliberately left only halfway through the letter box. If the leaflet was not removed, in a few days, this indicated that the premises were unoccupied and therefore vulnerable to a break in Noted that the incidents of vehicles doing U turns at the entrance to the Tawelyfryn Estate had increased. It was noted that sometime ago the Police/PCSO had requested volunteers to be trained to operate speed guns but nothing appears to have happened. It was agreed that the Clerk would seek clarification on whether this initiative was still taking place. Asked if any action had been taken, by the County, on the provision of goalposts for the park? The County Member agreed that she would pursue this item with the appropriate officers of the County Council. Noted that there had been a number of very positive comments made by local residents about the recent improvements to Tawelyfryn Park 3

Cllr Megan Jones Informed Members that building material had been dumped at the access to the Station on Cardiff Road., it was agreed that the Clerk would report this matter to the appropriate department of the County Council. Expressed concern about two trees on the footpath by the Umber and Sienna Art and Coffee House ( The Old Forge Parish Road, off Rhiwr Ddar-lane next to the football club), the member was concerned that the two trees, on the embankment, were unstable and requested that this matter be reported to the County Council. It was agreed that the Clerk would pursue this matter. Cllr Lynne Thomas. Noted that the asbestos dumped between the fence at Garth Street / The Health Centre off Cardiff Road Taff s Well had still not been removed. The Clerk confirmed that he had reported this matter at least 3 times and had received assurances that the matter would be dealt with. Both the Clerk and the County Member agreed that they would make strong representations on this matter and inform the Member of the outcome. Noted that parking outside the school had become horrendous. It was agreed that when school re-opens strong enforcement action would be taken in an effort to resolve this matter. Cllr Jill Bonetto Informed Members that she had recently presented a petition to the County Council in respect of the continued problem of parking in the village, the petition aimed to support local businesses that were being affected by individuals who used the village as a long term car park. The petition asked that a comprehensive review be undertaken including an option of limited parking restrictions to stop commuter parking. Gave a comprehensive report on the activities she had undertaken in her capacity as a County Councillor including her work on establishing play facilities and improvements in local parks Noted that the problem potholes reported by Councillor Lintern had been resolved and a number of other potholes had been filled along this stretch of road. MINUTE No; 7/7/16 FINANCIAL REPORT The Clerk presented Members with updated details of balances within the Community Council s current and deposit accounts for June/July 2016. Members approved payment of the July accounts in the sum of 2501.36 which included grant assistance of 250 to both Taff s Well and Nantgarw OAP associations 4

MINUTE No: 8/7/16 PLANNING APPLICATIONS Members received the following planning applications and resolved that the following observations be made known to the County Council. 16/0778/10 UNIVERSITY OF SOUTH WALES SPORTS PARK, MAIN AVENUE, TREFOREST INDUSTRIAL ESTATE, PONTYPRIDD CF37 5UP Development of an unheated indoor 3G sports pitch with a two storey front of house wrapping around accommodating clean changing rooms for the pitch, muddy changing rooms for the external pitches, treatment rooms, a strength and conditioning room, staff offices, 3 large classrooms, teaching/observation seating as well as the necessary ancillary spaces. An existing changing room pavilion will be demolished and in its place extra car parking spaces will be provided made to match existing and a larger pedestrian route. A car park will be proposed at the lower site facilitating coach/mini bus drop off, additional parking, vehicular road access to the proposed new academic building and a safe pedestrian route to connect the lower car park to the Sports Centre which will act as the main reception at: UNIVERSITY OF SOUTH WALES SPORTS PARK, MAIN AVENUE, TREFOREST INDUSTRIAL ESTATE, PONTYPRIDD CF37 5UP e Subject to the provision of adequate additional parking facilities and full consultation with neighbouring properties the Community Council would raise no objection to this application MINUTE No: 9/7/16 One member of the public in attendance; Comments/ Questions asked: Q. It was noted that some of the local businesses on the Council s website had ceased trading and could they be removed from the site? A. The Clerk explained that providing trading opportunities for local businesses was a key policy of the Council. No charge was made to put their details on the site and whilst every effort was made to ensure the information given was correct sometimes businesses do not inform the Council that they are no longer in operation. It was also noted that the Council also puts a disclaimer on the web site stating:- 5

Whilst the Community Council is happy to support the local economy, by providing free advertising space to local businesses, it wishes to be made clear that this does NOT mean that the Council recommends a particular company or business nor does it guarantee the quality of its work and accepts no liability in respect of the claims made within any particular advertisement. Q. After a Council meeting why does it take up to 6 weeks before minutes are published on the website? A. Minutes of meeting are placed on the site after they have been ratified at the next meeting of the Council this is normally between 5-6 weeks. However, as there is no meeting in August the July minutes are not published until late September. MINUTE No; 10/7/16 Dates of future meetings The next three meetings of the Community Council will be as follows: September meeting: Tuesday 27 September 2016 at Ty Rhiw Community Centre October meeting: Monday 24 October 2016 Saints at Mary & James' Church Hall November meeting: Thursday 24 November 2016 at Tawelyfryn Community Centre It was agreed that meetings will commence at 7.00 pm.
