Request for Designated Parkway Parking 3900-3910 W. Devon Avenue Chairman Troiani requested Development Manager, Doug Hammel present the item. Mr. Hammel stated the petitioner for the item brought forward a number of approvals being sought for a development at 3900 and 3910 Devon Avenue. Mr. Hammel stated the applicant is proposing the construction of a parking lot and is requesting to maintain the existing 26 parkway parking stalls located on Proesel Avenue, adjacent to the proposed lot. Mr. Hammel stated the proposed lot includes 101 on-site parking spaces. Mr. Hammel stated the existing parkway parking was provided to support the industrial property previously located at the site. Mr. Hammel stated the proposed on-site parking meets the demand of the site and the parkway parking is not needed. Mr. Hammel stated removal of the parkway parking would also allow for increased safety in the area by removing the conflict of traffic passing by vehicles backing out of the parkway spaces. Mr. Hammel stated it is the recommendation of staff that the parkway parking along Proesel Avenue be removed along the petitioner s property, and that the Commission consider traffic controls around the site. Chairman Troiani asked if the petitioner would like to speak to the item. Mr. Sayeed Shariff, Executive Director of the Sacred Learning Center spoke to the history of the organization and the benefits they will be bringing for residents of the community. Mr. Shariff stated that the Mosque development will be the only Mosque in the Village and needs adequate parking so as not to impact the neighbors along the surrounding properties. Mr. Shariff stated he is concerned that without maintaining the existing parkway parking spaces, parking will spill over to the neighboring streets, which the petitioner is looking to avoid. Mr. Shariff requested Ms. Lauren Kucinski, the site designer with Intech Consultants to speak on the matter. Ms. Kucinski stated that the petitioner requested she design the site with the maximization of parking in mind. Ms. Kucinski also stated that the plan called for the removal of the western driveway on Devon Avenue, and installation of a driveway on Proesel on the northwestern side of the property. Ms. Kucinski stated that to increase parking, the parkway parking was left in the plans and would be resurfaced and landscaping would be installed. Mr. Sayeed stated that there are two main prayer services that will require additional spaces beyond the 101 on-site spots. include overlap between vehicles arriving and leaving. Mr. Sayeed stated that the additional spaces will also be needed during Ramadan. Commissioner Stojanoff asked how many spaces are currently included on the site. Mr. Sayeed stated there are currently 31 spaces, and the proposal calls for 101 total spaces. Mr. Sayeed stated he is not sure how many they will need for certain but are estimating 15-20 more in addition to the 101 spaces during Friday services. Mr. Husain Sattar, president of the Sacred Learning Center, stated that the main lot would be primarily used for parking, with the parkway parking being used if the lot is full. Commissioner Bonner asked about the traffic impact to the area. Mr. Bill Grieve, with Gewalt Hamilton Associates stated that the highest traffic volume on Devon Avenue takes place between 7:00 a.m. and 9:00 a.m. and 4:00 p.m. to 6:00 p.m.; therefore, making a left turn out of the lot onto Devon should be possible. Based on the highest demand being from 12:00 a.m. to 2:00 p.m., Mr. Grieve stated he does not believe there will be adverse traffic impacts. Commissioner Wilk reminded the petitioner that the parking would be public along the parkway. Chairman Troiani asked Officer Michael Knapp if he had any concerns. Officer Knapp stated he would be concerned with the traffic turning left onto Devon from the lot; however, he is not concerned with maintaining the parkway parking. Commissioner Stojanoff asked about the impact to the neighborhood going north on Proesel Avenue. Public Works Director Andrew Letson stated that the area is already a commercial corridor. Commissioner Costantino asked why there was no requirement to construct a sidewalk. Mr. Hammel stated that during the time, the need for parking was necessary. Mr. Letson stated that there are other pedestrian facilities in the area. Commissioner Costantino stated the petitioner should consider parallel parkway parking in place of the head-in parking spaces to allow room for a sidewalk to be installed. Chairman Troiani asked Mr. Hammel what type of motion the Village was looking for. Mr. Hammel stated that the motion would be based on supporting or not supporting parkway parking. Commissioner Wilk made a motion to maintain the parkway parking in the area. Commissioner Stojanoff seconded the motion. The motion was unanimously improved. 8. Public Forum None 9. Report by Staff Mr. Letson stated that staff has continued to reach out to Psistaria regarding the issue with vehicles turning left out of the parking lot. signage and relocated it to make it more visible to vehicles exiting the lot. 10. Good of the Order Commissioner Costantino asked why some areas are painted with yellow paint and other areas are not. Mr. Letson stated that Public Works will repaint all existing painted areas each year. Mr. Letson stated that Public Works will look into painting other areas if needed. 11. Village Engineer, Village of Lincolnwood SUBJECT: Edens Expressway Conflicts with Lincolnwood Drive ATTACH.: CrashReportSummary.xlsx At the request of the Village of Lincolnwood, Christopher B. Burke Engineering, Ltd. (CBBEL) reviewed crash report data obtained from the Illinois Department of Transportation (IDOT) for the length of Interstate 94 Southbound between Touhy Avenue and Pratt Avenue. The purpose of the analysis was to determine possible need for safety treatments along the west side of the expressway (which runs parallel to and borders Lincolnwood Drive), in response to concerns made by residents. Summary: 1. Data obtained was between the dates of 06/30/15 and 03/05/18. 2. 241 crashes total, or approximately 1 every 4 days. 3. Crash Type: a. 172 (71%) due to Rear End Collisions b. 48 (20%) due to Lane Departure Collisions c. 21 (9%) due to Roadway Departure Collisions 4. Crash Locations: a. 220 (91%) Within Pavement Limits b. 15 (6%) Left of Shoulder (striking median) c. 6 (2%) Right of Shoulder Of the 241 total crashes, only 6 were located to the right of the roadway between shoulder and Lincolnwood Drive (which were from loss of control and swerving to avoid a collision). Of the 6 crashes, 2 resulted in vehicles stopping at the far west limit of the roadway, running into the brush or a snow embankment. Recommendations: Of the accidents reviewed, no vehicles entered Lincolnwood Drive, and less than 1% resulted in a vehicle reaching the far west limit of the expressway or fence line. Minor safety improvements such as increased brush installation may prove to be beneficial for minor attenuation while having the secondary benefits of additional sight screen bordering the Village, and improved roadway aesthetics.
