Dear Colleagues: On behalf of Airports Council International (ACI), welcome to Delhi and thank you for attending ACI s Conference on Investing in Airports Economic Oversight and Regulation. I m pleased to note that in the spirit of collaboration that is so vital to moving the industry forward into the future, this event is organized in cooperation with the International Civil Aviation Organization (ICAO). Over the next three days we ll have an unprecedented opportunity to discuss economic oversight and regulation with a variety of aviation stakeholders. In addition to a robust conference schedule wherein global trends and practices will be comprehensively addressed, you will have an opportunity to participate in a pre-conference seminars workshop where we will examine regulatory frameworks and airport governance and investment structures in a thorough fashion, enabling small group discussions about specific cases. Over the last three decades, there has been change in each of the variables that define the appropriate form of oversight. Competition among airports, both locally and internationally, has increased considerably. Legal frameworks, too, have changed, with privatization and new types of publicprivate-partnerships (PPPs) emerging. The commercialization of non-profit airports has also evolved, requiring new sets of roles and responsibilities for management teams, airlines, other tenants and contractors. In the midst of these changes, ICAO and innovative state regulators have understood that their roles need to change as well. This event will allow us to collectively plot the best way forward and delineate our respective responsibilities as we all work toward a more profitable and economically sustainable industry. ACI s Conference on Investing in Airports Economic Oversight and Regulation will also provide airport organizations, investors and regulators insights on how new forms of regulation and oversight will affect investors appetite for airports and what factors will determine the relative attractiveness of individual airports. This will enable regulators, airports and other stakeholders to determine how they can achieve their goals for their airports and attract greater interest among the investor community. And there could be no better venue to partake in these conversations than India. The country is fast-growing and dynamic, with a government that has experimented with a range of methods to manage, govern and regulate its airport sector. Moreover, India offers a rich, diverse culture, warmly gracious hospitality and delicious cuisine.
