/ 5 Defendant's Name HINSON, WILLIE J The undersigned certifies and swears that he/she has just and reasonable grounds to believe, and does believe that the above named Defendant on, at approximately, at did the following violation of law: PROBABLE CAUSE TEMPLATE - ORIGINAL REPORT ================================================ TIME OF ARREST (ARRESTEE IN PHYSICAL CUSTODY): 88 DEFENDANT NAME: Willie Hinson DOB: 0--97 FACTS TO SUPPORT ABOVE CHARGE(S): On Monday, January, 08, at 808, Ofc Sexton observed a white Dodge truck run the stop sign at Midyette Road and Capital Circle SE as the vehicle turned south onto Capital Circle I got behind the Dodge truck in my marked patrol car as the truck turned west onto Orange Avenue Once the driver of the truck observed my marked patrol car behind him, the passenger side of the truck veered into the bicycle lane while travelling westbound along Orange Avenue I initiated a traffic stop at the intersection of Paul Russell and Orange Avenue on the Dodge truck, bearing GA tag RGD76, for running the stop sign at Midyette Road and for veering into the bicycle lane along Orange Avenue I made contact with the driver, identified as Willie Hinson by his FL DL, and explained the reasoning for the traffic stop At this point in time, Ofc Wright arrived on scene and stood on the passenger side of the vehicle As I walked away from the truck back to my patrol car, Ofc Wright observed Hinson grab a black backpack that was sitting in the front passenger seat Hinson then observed Ofc Wright standing next to the passenger side of the vehicle and quickly threw the backpack back on the passenger seat Ofc Wright then walked to the rear of the vehicle while still watching Hinson Hinson then grabbed the black backpack and tossed the backpack in the backseat of the truck A local check of Hinson via JIS revealed Hinson has several open felony drug charges Due to these findings, I requested K-9 to arrive on scene Ofc Alcorn arrived on scene and Hinson was asked to step out of the vehicle Ofc Wright asked Hinson why he tossed the backpack in the backseat of the truck and Hinson replied, Ofc Alcorn s K-9 has a positive alert on the passenger side of the vehicle and Hinson was detained in handcuffs Ofc Wright explained to Hinson that the K-9 had a positive alert and if any of his fingerprints would be located on anything inside of the backpack Hinson shrugged his shoulders and stated, Maybe on the weed I searched the inside of the vehicle In the driver side door pull handle that is utilized to close the door was a wrinkled up receipt Inside of the receipt was the corner of a sandwich baggie with approximately gram of a green leafy substance as to which I immediately recognized as Spice which is a synthetic cannabis and a controlled substance The opening of the corner of the sandwich baggie was melted closed so none of the Spice would spill out The black backpack that Hinson tossed in the backseat was located sitting on top of everything in the backseat I opened the backpack and could immediately smell the odor of marijuana coming from inside of it Inside of the backpack was a rolled up Ziploc sandwich baggie with 80 white, elliptical pills with the imprint 7 on the pills Inside of this Ziploc baggie was an additional tied off sandwich baggie with 0 of the same pills The pills were identified through multiple outlets as 5 mg Hydrocodone pills Also located inside of the backpack was a clear plastic bowl with a green lid The bowl was labelled Green Tea Inside of the bowl were individual sandwich baggies tied closed Inside each of the sandwich baggies were a green leafy substance as to which I immediately recognized as marijuana I located a Newport cigarette box inside of the backpack Inside of the Newport cigarette box was folded up cash and a inch X inch Ziploc baggie full of green leafy substance as to which I immediately recognized as marijuana Approximately 00 empty inch X inch Apple baggie s were located in the backpack Also located inside of the backpack was several documents with Hinson s name on them The documents located in the backpack ranges from Hinson s most recent probable cause avadavat, Hinson s personal mail, Hinson s credit card bill, Hinson s work pay stubs and Hinson s landlord information I search of Hinson s persons revealed more cash that was rolled inside of a plastic sandwich baggie and an empty Newport cigarette box with a Ziploc baggie with remnants of marijuana located in it B Sex M DOB 0//97 Agency Report 008008

Ofc Wright read Hinson his Miranda Warnings from his department issued Miranda Warning card Hinson refused to speak as to what was located on his persons or what was located inside of the vehicle / 5 The Hydrocodone pills weighed ½ grams and a total of 00 pills were located in the Ziploc baggie within the backpack Each of the four baggie of marijuana located inside of the plastic bowl weighed 8 grams each The marijuana located inside of the Newport box weighed 5 grams The marijuana was tested by Ofc Wright with a department issued marijuana test kit The marijuana tested presumptive positive The Spice was tested by Ofc Wright with a department issued synthetic cannabis test kit The Spice tested presumptive positive for synthetic cannabis and weighed 5 grams Hinson did not have anything located on his persons or inside of the vehicle that could be utilized to consume the marijuana The way the marijuana was evenly distributed and tied off in individual baggies in indicative of the intent to sell The Tallahassee Police Department s Narcotic section was consulted in regards to the amount of Hydrocodone pills located Per FL state, in regards to Hydrocodone pills, over grams in considered trafficking Hinson had ½ grams in his possession Hydrocodone is considered a derivative of opium and therefore Hinson was charged with trafficking Hinson was transported to the Leon County Detention Facility without incident and charged with the following: - MARIJUANA-POSSESS WITH INTENT TO SELL MFG OR DELIVER SCHEDULE I due to the way the marijuana was packaged ready to be sold - MARIJUANA-POSSESS NOT MORE THAN 0 GRAMS for the 75 grams of marijuana located - NARCOTIC EQUIP-POSSESS AND OR USE X for the Ziploc baggie containing the Hydrocodone pills, the baggies containing the marijuana and the backpack containing the marijuana and pills - OPIUM OR DERIV-TRAFFIC GRAMS TO UNDER 0 KILOGRAMS due to the ½ grams of Hydrocodone pills - DRUGS-POSSESS CONTROLLED SUBSTANCE WITHOUT PRESCRIPTION for the synthetic cannabis Spice located in the driver side door - Hinson was issued a UTC for running the stop sign at Midyette Rd and Capital Circle The marijuana, Spice, Hydrocodone pills, paraphernalia, Hinson s documents, backpack and a total of $799 were impounded at the Tallahassee Police Department as evidence PLACE AN "X" IN FRONT OF ALL THAT APPLY: Supplemental Reports Submitted Victim Statement Submitted Witness Statement(s) Submitted Suspect/Arrestee Statement Impounded x Property Impounded Vehicle Towed
