PROGRAM DESCRIPTION I-95 NEW HAVEN HARBOR CROSSING The I-95 New Haven Harbor Crossing (NHHC) Corridor Improvement Program is a multi-modal improvement program that includes operational and safety improvements to 7.2 miles of I-95 between Exit 46 in New Haven and Exit 54 in Branford. These improvements include construction of a new signature, 10-lane Pearl Harbor Memorial (Q) Bridge, the Reconstruction of the I-95/I-91/Route 34 Interchange, and additional lanes along northbound and southbound I-95 from the Q Bridge in New Haven to Cedar Street in Branford. Also included in the Program are expanded transit service & transit management (TSM) measures including a new commuter rail station at State Street in New Haven and Shore Line East station improvements in Branford, Clinton, Guilford, Madison, and Westbrook. PROGRAM STATUS Construction began in October 2000. Construction is currently scheduled for completion in November 2016. Program construction is approximately 60% complete with 15 projects completed as of August 31, 2012. Two major projects, the Pearl Harbor Memorial Bridge (Contract B), and the reconstruction of the I-95/I-91/Route 34 Interchange (Contract E) are currently ongoing. Refer to the attached Key Plan for details. This is a decrease of $0.9 million from the previously recorded cost in the June 2012 Progress Report. PROGRAM MILESTONES On Friday, June 22, 2012, the Program held a Ribbon Cutting Ceremony marking the opening of the I-95 NB bridge portion of the Pearl Harbor Memorial (Q) Bridge. The completed construction of the new NB Q-Bridge occurred on the following day, June 23, 2012, and allowed for the first Corridor-Wide Traffic Shift, moving I-95 NB off of the existing Q-Bridge and onto the new Q-Bridge. In the summer of 2013, the second Corridor-Wide Traffic Shift will move I-95 SB off the existing Q-Bridge and onto the completed NB Q-Bridge portion of the new Q-Bridge. This will allow for the continued demolition of the existing Q-Bridge. - 1 -

I-95 NEW HAVEN HARBOR CROSSING PROGRESS PEARL HARBOR MEMORIAL (Q) BRIDGE - CONTRACT B Contract B (SPN 92-532) includes construction of the new Pearl Harbor Memorial Bridge (Q-Bridge) carrying Interstate I-95 over the Quinnipiac River. The new Pearl Harbor Memorial Bridge is an extradosed cable-stayed bridge that will accommodate five travel lanes in each direction, as well as full inside and outside shoulders. Construction activities this quarter included: Completed construction of the new NB Q-Bridge, which allowed for the first Corridor-Wide Traffic Shift, shifting I-95 NB off of the existing Q-Bridge and onto the new Q-Bridge, on June 23, 2012. Completion of pile driving and foundation work for the Temporary Bridge on the West Approach of the Q-Bridge. Completion of the stage 2 pier columns and pier caps on East Approach of the Q-Bridge. Continued steel erection between Piers 17 and 21 on East Approach of the Q-Bridge. Completion of stage 2 foundations at Tower Pier 3 to Anchor Pier 4 on the I95 SB portion of the new Q-Bridge. Stage 2 drilled shaft installation of Tower Pier 3 of the I95 SB portion of the new Q-Bridge. Installation of the trestle fingers needed to construct Anchor Pier 1 foundations and stage 2 bridge demolitions. Planned activities next quarter include: Finish the substructure work for the Temporary Bridge on the West Approach of the new Q-Bridge. Complete steel erection for the Temporary Bridge on the West Approach of the new Q-Bridge. Place deck pans and install rebar for stage 2 bridge deck from Span 17 through Span 22 on East Approach of the I95 NB portion of the Q-Bridge. Finish foundation work at Tower Pier 3 of the I95 SB portion of the new Q-Bridge. Build cofferdam for shaft installation at Anchor Pier 1 for the I95 SB portion of the new Q-Bridge. Start construction of towers and columns of Tower Pier s 2 and 3, and Anchor Pier 4 of the I-95 SB portion of the new Q-Bridge. Continue with construction of the construction access for marine work. - 2 -

I-95 NEW HAVEN HARBOR CROSSING RECONSTRUCTION OF THE I-95 / I-91 / ROUTE 34 INTERCHANGE CONTRACT E Contract E (SPN 92-531/622/627) includes reconstruction of the I-95/I-91/Route 34 Interchange. The project includes the reconfiguration of the Interchange to eliminate left lane exit and entrance ramps and provides for 2 lane interstate to interstate connections. The reconstruction will provide three travel lanes on I-95 through the Interchange, and includes fourteen new or modified bridges, twenty-one retaining walls, new drainage systems, signing and lighting. Construction this quarter included: Continued staged demolition of existing structures throughout the interchange. Continued widening of existing I-91 NB bridges including construction of footings and abutments as well as structural steel erection. Completed interchange reconstruction elements that are required for the first Corridor-Wide Traffic Shift, shifting I-95 NB off of the existing Q-Bridge and onto the new Q-Bridge. Continued installation of foundation piles for new bridge abutments and piers as well as installation of formwork, steel reinforcing bars and concrete. o Bridge 172 - Drove production piles at Abutment 2, placed concrete for Pier Cap 5N and column for Pier 4S and completed installation of bridge steel between Pier 3S and Abutment 2. o Bridge 3035 - Completed concrete for footings at Pier 1, placed concrete for pier column and began placing concrete for wingwalls at Abutment 2. o Placed deck parapets at Bridge 6609 (Part of connector from I-91 SB to I-95 SB). o Formed bridge deck at Bridge 3039 (Connector from I-91 SB to RT 34 EB). o Completed backfilling behind Abutments 1 and 2 at Bridge 167 and began installation of structural steel. Continued installation of sanitary sewer line at the 424 Chapel Street parking lot. Completed installation of drainage in the median of I-95 SB at Canal Dock Road. Planned activities next quarter include: Continue bridge and retaining wall construction activities throughout the interchange. Continued staged demolition of existing structures throughout the interchange. Continued installation of foundation piles for new bridge abutments and piers as well as installation of formwork, steel reinforcing bars and concrete. - 5 -

PUBLIC INFORMATION PROGRAM WEBSITE - www.i95newhaven.com I-95 NEW HAVEN HARBOR CROSSING Between June and December of this year there have been 20,995 visits to the program website. Website traffic peaked in conjunction with a program milestone the opening of the I-95 northbound bridge of the new Pearl Harbor Memorial (Q) Bridge. The day prior to the opening, the website had 880 views. The highest amount of daily traffic so far this year took place on the day of the Ribbon Cutting Ceremony, held on June 22, 2012, with a record 2,170 visits. The website also saw a spike in traffic surrounding the Chicane Traffic Shift, which occurred during the weekend of October 19 th -21 st. On October 17 th, the Wednesday before the traffic shift, the website had 440 views. - 7 -

EVENTS I-95 NEW HAVEN HARBOR CROSSING The following events were held between June and December of this year: Pearl Harbor Memorial Bridge I-95 Northbound - Ribbon Cutting Ceremony On Friday, June 22 nd the I-95 New Haven Harbor Crossing Corridor (NHHC) Corridor Improvement Program held a Ribbon Cutting Ceremony marking the opening of the I-95 NB Bridge of the new Pearl Harbor Memorial (Q) Bridge. Commissioner James P. Redeker welcomed over 300 guests, including five Pearl Harbor survivors, Navy veterans, and government and state officials. Speeches were delivered by Governor Dannel P. Malloy, U.S. Representative Rosa DeLauro, Senator Richard Blumenthal and New Haven Mayor John DeStefano. Navy Master Chief Richard Iannucci read the names of the seventeen men that lost their lives during the attack on Pearl Harbor and accompanied each with the ringing of a bell. After the names were read, the surviving Connecticut Pearl Harbor veterans were invited to participate in a wreath-laying ceremony. - 8 -

PUBLIC INFORMATION PRESENTATIONS I-95 NEW HAVEN HARBOR CROSSING The following presentations and tours were held between June and December of this year: The Structural Engineers of Connecticut participated in a tour on Tuesday, June 5 th. Following the tour, Department of Transportation staff provided a presentation on the I-95 NHHC Corridor Improvement Program. On Tuesday, September 25 th, Deputy Commissioner Anna Barry visited the program office for a presentation and tour. The Central Connecticut State University Construction Management Club participated in a presentation on Tuesday, October 2, 2012. The Coast Guard Academy visited the program office for a presentation and tour of the construction site on Thursday, October 22, 2012. Additional presentations and tours were given on Friday, June 15 th, Friday, July 20 th, Friday, August 17 th, Friday, September 1 st and Friday October 19 th.
