MOTIONS ON NOTICE 7.14 DEFERRED ITEM - COUNCIL MEETING 27 MAY 2013 NOTICE OF MOTION - ST CLAIR RESERVE WAR MEMORIAL (1353) 109 A Notice of Motion has been received by Councillor Wasylenko in regards to the St Clair Reserve War Memorial Motion That Council set aside a suitable parcel of council owned land within the St Clair Reserve adjacent and parallel to Woodville Road within Volume: 6063 - Folio: 757. That, within this council owned land a dedicated St Clair War Memorial is formally established. (Map attached). That the Chief Executive Officer / delegate write to the State Executive of the Returned Service League (SA/NT & Broken Hill) for the purpose of inviting any contributory comments. The CEO may give consideration to any received comments, in creating the St Clair War Memorial on council owned land as per part one above for the purpose of a War Memorial for all veterans and recognising peace time engagements. That the Chief Executive Officer / delegate apply for support funding for the dedication and creation of the St Clair War Memorial from the Commemorations Group Department of Veteran Affairs or other responsible sections within the Federal Department of Veteran Affairs. That these commemorations comply with any requirements as prescribed within the Commemorations Act or other relative legislation. That the Chief Executive Officer / delegate write to the Hon Jay Weatherill MP, State Treasurer, Premier and Cabinet, Minister for Public Sector to formally apply for funding support towards the development and recognition of a War Memorial on Council owned land as per part one above. Mayor Alexander ruled against the. Councillor Keneally raised a against Mayor Alexander, that the Mayor raised her voice. Question Please provide information regarding the training and information provided or offered to the identified councillor in relation to the use and maintenance of said councillor's ipad data usage. A consistent approach was applied to all Councillors who took up the option of an Pad following the initial trial (which was undertaken by Cr Hanley and Mayor Alexander), that is in terms of deployment of the device, applications pre-loaded onto it and the provision of training / support.

CL Report 3/06/13 NOTICE OF MOTION - ST CLAIR RESERVE WAR MEMORIAL Item 7.14 Continued Preamble The purpose of this motion is to seek support to create and recognise land within the St Clair precinct as the St Clair War Memorial. To duly recognise those that served in all forms that their service could never be repaid. That council set aside a suitable parcel of council owned land within the St Clair Reserve adjacent and parallel to Woodville Road within Volume: 6063 - Folio757 for the purpose of creating a dedicated St Clair War Memorial. That the St Clair War Memorial recognise and formally acknowledge the service and sacrifice of all those who served Australia and its allies in wars, conflicts and peacetime operations. That this dedicated memorial take on board modern recognition of not only honouring those who have served and died but those that did not return and those that returned but died post war and whose deaths were caused as a result of their war service. To honour the governing principles of memorials which harbours equality and uniformity that are behind the way in which Australia commemorates its war dead. To invite discussion and achieve a way forward from the State Executive of the Returned Service League (SA/NT & Broken Hill). To dedicate this land not simply for the sake of having another memorial but to compliment the other (approximate) 15 memorials across the City of Charles Sturt. To enhance and respect other Memorials is acknowledging the sacrifice of Australia's Men and Women. To take note that a war memorial can take many forms and this council can embrace a more general in nature approach and create a dedicated area as described above. This further allows and encourages all public access and become a meeting place without restriction or imposing on the other 15 memorials sites across the City of Charles Sturt. These types of memorials are often noted and recognised as "living memorials" which are also reminders of the wartime history, recognition and local historical stories related to local communities. It could also bring communities closer by connecting young people today to young people from the past by understanding differing experiences from those that have a story to tell. Recognising the mothers, sisters and wives that lost their love ones and still served the war effort from their shattered homes. Remembering, it is human nature to feel the need to recognise the profound losses and achievements of war. War Memorials fill this need and invite us - challenge us - to remember and learn. I commend the following motion to Council for the St Clair War Memorial. Refer to Appendix A for the St Clair Land Map and breakdown.

Motion That Council acknowledge the petition tabled in State Parliament in 2013 asking for recognition of St Clair Reserve as a War Memorial Park signed by over 3000 citizens. That Council writes to the Premier Jay Weatherill and Planning Minister John Rau asking them to halt the plans to sell and develop the Renewal South Australia Land and to meet with the Mayor and Community Representatives including the peak ex-service body The Returned and Services League. That, following the local government election, Council consults with the Community over the renaming of all recreational space in the area bounded by the Railway Line, Woodville Road, Brocas Avenue and Actil Avenue from St Clair Reserve to St Clair War Memorial Park. Moved Councillor Grant, At 9:54 pm Councillor Randall left the meeting. At 9:54 pm Councillor Randall resumed his seat.
