b) c) d) e) The accounts for May 2016 Income, Expenditure & Reconciliation for May 2016, previously circulated to the Parish Council members, was agreed as a correct record & duly signed by the Chairman. Annual Accounts for 2015/16 URGENT business added after agenda issued AB (RFO) advised that Mazars (external auditors) have highlighted variance issues relating to the 2014/15 VAT receipts to the value of 794. The accounts submission needs to be adjusted to account for this variance by resubmitting the form to explain the variance & move the amount to a different section of the form. All agreed that the revised statement should be signed off by the Chair & RFO in the presence of the clerk without the need for a further extraordinary PC meeting. Ickford Informer Costs The previous discrepancy over the costs of the printing of the Informer was explained as an error made by the school in producing the invoice. This has now been rectified & the true amount signed off & paid. The PC discussed the difference in costs of printing the whole Informer in Black & White at a cost of 7 versus some colour pages included at a cost of 57 (based on last months invoice). It was agreed to print the next issue all in Black & White as a trial with a view to saving an average of 50 per month for future issues. BK agreed to make a full colour version available on the website. Project List 2016 The project list was discussed & several items were confirmed as now completed agreed to update the list & circulate with the minutes (see attached). AB/ 192. Correspondence & Communications Since Last Meeting a) Email from Ruth Oxley: The offer of providing a memorial bench or similar to the village was discussed. It was agreed that the land in Little Ickford surrounding the pond is not owned by the PC & therefore would not be a suitable location. It was suggested that 2 picnic benches (with a plaque) to be positioned on PC land (i.e. recreation ground) would be greatly appreciated & has been requested by several residents via a local survey asking for ideas to improve the recreation ground & Pavilion facility. to communicate this back to Ms. Oxley. b) Oak tree donation: The offer for a resident to donate an oak tree to the village was discussed & voted on. It was unanimously agreed that the PC would not be able to accept this offer due to a lack of suitable locations & the ongoing maintenance costs that an oak tree would require. to advise on decision. c) Single Unitary Survey: Discussed & agreed not to respond to the survey as a PC but advised that individuals are welcome to respond personally. d) S106 &CIL engagement workshop: No volunteers came forward to attend this workshop, however KG requested a pack of information following the event if available. to action. 193. 194. Planning The following planning applications were received in the month & circulated with the agenda: 16/02293/ALB: Church Farm House, 23 Church Road, Ickford HP18 9HZ - (Amendment to listed building consent ref 16/00064/ALB) NO objections 16/02292/APP: Church Farm House, 23 Church Road, Ickford HP18 9HZ - (Amendment to planning permission 16/00063/APP) NO objections 16/02169/APP: 63 Bridge Road Ickford Buckinghamshire HP18 9HU - Demolition of existing flat roofed outbuilding/carport suffering from subsidence and construction of replacement with pitched roof to identical foot print. NO objections 195. Open Forum for Parishioners (under adjournment) 1x resident present at the meeting. A local resident was in attendance & raised questions regarding the VALP this was discussed later at the meeting under Item 198. Project Updates 196. Village Maintenance & Landscaping a) 182c) Zip Wire: BK suggested a temporary repair to the surround of the zip wire at an approximate cost of 30 with a view to providing a full repair later in the year when the ground will be softer. BK to arrange this temporary repair ASAP in time for the children s school holidays. The PC approve spend of c 30. Review in September for a full repair. b) 178d) Village Custodian & duties: reported that no interest has been shown in the vacancy placed for a Village Custodian updated that the new bins have been delivered & that she is arranging installation shortly. also advised that AVDC will empty the 2 new bins weekly at a cost of 72 per bin, per annum. The PC duly agreed to go ahead & arrange this at a total cost of 144 per annum. to action. The PC considered alternative solutions to cover the village maintenance requirements VP suggested using local company Got it Covered. The PC agreed to trial this service for 3 months & to review at the October meeting. to make contact with them & report any items as they arise. The PC approved a budget of 360 for the clerk to manage for this purpose from now until October. It was agreed that the items to be reported include clearing the brambles on the path leading to the recreation ground & fixing the gate leading onto the drive. to report. MVAS PJ offered to manage the moving of the MVAS, charging the battery & collating the data should Gary Munson (GM) no longer wish to to contact GM to confirm. 197. Highways & Byways a) 183a) AED: advised that the defibrillator is now installed on the Pavilion & registered with the local ambulance service. advised that contact has been made with the councillor from Oakley who is the 1 st responder & has offered to run a brief training course in the village hall in Ickford for the PC & residents awaiting a date to be agreed. to advise of progress & announce a date in the next Informer. b) 183c) Surface Water Drains: advised that progress has been made with TfB at the junction of Golders Close & Worminghall Road. They have acknowledged there is an obstruction in the drain causing the flooding & are arranging a repair. It was suggested that the PC need a map of the drains around the village. RB / BK advised that a local resident, Ron Roberts has a map to make contact to acquire a copy. c) 183d) Footpaths: updated on the progress made for each individual item reported. The main item that remains outstanding is footpath ICK/8 (from the Orchard behind the church through to the back of Farm Close). advised that this was reported at the end of May & is now at last out for inspection by TfB Rights of Way department. RB agreed to produce a list of land owners for the footpaths in conjunction with the map produced by., RB, to action. BK agreed to visit Mr Ellis regarding his footpath requesting general tidy up & ensuring the footpath is passable. It was discussed & noted that the issue of footpaths in the village is important & is a priority for the PC. The main issue is that the PC only own 2 of the footpaths in Ickford. The remainder are privately owned & remain the responsibility of the land owners. The PC are not legally permitted to maintain these & are in the process of trying to establish responsibility. TfB RB/ are assisting but unfortunately this is a slow process. d) 183e) Car Parking: No further action taken to next month BK 198. Communication & Publicity BK a) 184a) Neighbourhood Planning/ VALP: presented an update on the announcements made at the Haddenham public briefing. 6 further sites had been identified & declared unsuitable in Ickford. The shortfall for Ickford to reach its initial suggested quota remains at 49 sites. //RB are to attend a forum at AVDC on 13 th July where the draft VALP will be presented to Parish Council representatives. Following this meeting they agreed to email a brief update to the PC to advise whether any immediate action is required. It was duly noted that Worminghall have decided to produce their own Neighbourhood Plan (NP). Should any further information become available, or situations alter, then further discussions as to whether Ickford PC wish to alter the decision not to produce a NP, will be carried over to the September meeting. / RB Email: ickfordpcclerk@gmail.com Page 4 of 5
199. Village Organisations & "Institutions" a) 185a) Sports Pavilion & Recreation Ground: updated the PC on the results received so far from the survey provided to all residents in this months Informer. The majority requested picnic benches outside the Pavilion, an upstairs room extension in the Pavilion & a hard surface track around the outside of the recreation ground to be used for running, scooters, bikes etc. agreed to come up with proposals & quotes for the September meeting. to go ahead & set a date for a meeting for the Pavilion Committee, PC representatives & any other interested parties. b) 185b) Village Community Groups Communication: VP researching the Party in the Park & plans to produce a proposal for the September meeting. It was unanimously agreed to begin planning the event now in order that it can take place in 2017. VP 200.
