Four Laning of Farakka Raiganj Section of NH -34 from Km 295.00 to Km 398.00 in the State of West Bengal under NHDP phase III on Design, Build, Finance, Operate 1.1. Summary of Progress October, 2016 Let us introduce our Project for the Four Laning of Farakka to Raiganj section of the NH 34, in a nutshell. The total length of the project is 100.2 Km from Km. 294.800 to Km. 395.000 with total cost of INR 10788.4 million. Project Appointed Date was 03 rd February 2011 and the initial scheduled date of completion of construction was 01 st August 2013 (with 910 days construction period). The Cumulative physical progress, as on 31 st October 2016, is 84.50%, against scheduled progress of 100%. Financial progress is 91.80% up to October 2016. Whereas total expenditure till date is INR 11308.4 million, including withdrawal from the escrow account There is a delay of 1186 days of the Scheduled Four Lane Date till October 2016. This delay is primarily due to unavailability of land and shortage of resources and poor mobilization by the concessionaire on site in the last few months. Total progress achieved for the DBM layer, is nearly 83 km (Four lane), with 17 Km (Four lane) pending across the entire stretch. The Concessionaire has been given PCOD certificate on 19 th October 2016.2016. There is 8.34 Km provision of service road in Concession Agreement. Land acquisitions have been totally completed but yet there are some encroachments not cleared within the ROW and effecting development of 4 laning work almost 4.9Kms which also affecting the utility shifting work. Now, 95.28 Kms of the Project Highway is encumbrance free and available for construction. Current Issues & Recommended Actions by IE: 1. Slow Progress of Structures and By-pass: The progress of structures (especially, ROB) and earthwork at Malda by-pass is very slow. Moreover, the Concessionaire has discontinued all the construction activity at Malda By-pass for almost 1 year. Recommendation: Concessionaire should improve the progress of work wherever front available. ably, the Concessionaire is on tremendous shortage of resources. As per the present rate of progress with comparing to the revised work programme submitted by Concessionaire the completion programme would be shifted by three to four months. ROB : i) Km 328+747: (Only Super structure work yet to be completed). E. Culverts: Total no. of Culverts are 89 Nos : (Totally completed (BHS) 74 nos. and construction activities are in progress for 07 nos. 2. Status of Change of Scope Proposals : Concessionaire has submitted 10 numbers of Change of Scope proposals and Change of scope order has been accorded for 01 no, preliminary approvals have been accorded for 03 no, awarding of Change of Order is in progress for 01 no, 02 no have been recommended by the IE and 03 no have been rejected by the Authority. The Independent Engineer has submitted 04 numbers proposals related to the Reduction in Scope, to the Authority. 1.2. Critical Issues & Action Log Though initially, the slow rate of land acquisition had affected the overall progress of the Project to some extent, but at present the land acquisition for the Project Highway has totally been completed. The delay in utility shifting works of the Project Highway also contributed to the delayed progress of the Project to some extent but the Part of the Authority has almost been completed. In spite of slow land acquisition process, there were scopes for progress which the Concessionaire has not been exploited. Had these been properly exploited, the Project could have been achieved PCOD earlier. The utility shifting works (Electric pole and Water pipe line) on the part of the Concessionaire is still pending in the section of Ch. 306.500 to Ch. 313.500 the Project Highway. The Concessionaire fails to mobilize the resources for Project Highway properly, resulting in long pauses in the critical activities leading to unsolicited delay in achieving the PCOD. The IE had always co-operated in early completion reviews and time to time reminded the Concessionaire to expedite the progress as workable Project Highway stretches remained untouched. Unfortunately, Concessionaire s own lapse & latches in mobilization of funds and resources have greatly influenced the scheduled completion of the project to a great extent. 1.2.2.2 Obligations & Constrains of the Authority: The land acquisition process was supposed to be completed as per the provisions of the clause 10.3 of the Concession Agreement. Slow process of land acquisition, for the post Appointed Date period has affected the progress of the four laning works for the Project Highway, though the Authority was not responsible for that. Various factors which were beyond the control of the IE have made IE s role difficult to maintain, but the IE fulfilled it s obligations. Monthly Progress Report - 57 (up to October 2016) Page 6
