PennDOT Announces 2016 Allegheny County Highway and Bridge Improvement Projects Pittsburgh - PennDOT is pleased to announce the 2016 Allegheny County transportation improvement project list for state-owned roads and bridges. District 11 will invest an estimated $189 million on 59 projects to improve, preserve or rehabilitate transportation infrastructure including 36 bridges (7 structurally deficient) in Allegheny County in 2016. In addition, 60.5 miles of roadway will be paved or resurfaced and more than $28.2 million will be invested in tunnel maintenance and improvements. Approximately 31 projects will be bid this year valued at an estimated $161 million. "We are pleased to be completing some major projects while initiating news ones," said District Executive Dan Cessna. "We are proud to be delivering much needed infrastructure enhancements to the Pittsburgh region." Here's a preview of the improvements scheduled for 2016 in Allegheny County: Projects continuing from 2015 with minor work remaining Route 50 The $19.04 Route 50 improvement project from Washington County to Millers Run Road in South Fayette Township is nearly complete. Remaining work includes completing epoxy pavement markings and minor miscellaneous construction items. The overall project included roadway reconstruction, guiderail and barrier updates, drainage improvements, traffic signal upgrades, debris removal, signing and pavement markings. The project will be completed in May 2016. Route 51/88 The $18.99 million Route 51/88 Bridge and Safety Improvement Project included the replacement of five bridges, construction of a new bridge, turning lane construction, roadway reconstruction, lighting, sidewalk and drainage improvements, CCTV cameras and stream bank restoration. Minor traffic signal improvements and dredging work with limited impacts to motorists remain. The overall project will finish in April 2016. Route 60 Steubenville Pike This $9 million project to improve Route 60 (Steubenville Pike) and Route 22/30 began in March 2014. The project included milling and resurfacing on Route 60 and Route 22/30, repairs to the Route 22/30 bridge over McKee Road, repairs to the Old Steubenville Pike bridge over Route 22/30, emergency repairs to the Route 22/30 bridge over I-376, traffic signal repairs and ADA curb cut ramp installation. Anticipated to be completed in May 2016, remaining work includes final pavement marking installation and joint sealing. Projects continuing from 2015 with major work remaining Route 51 - Lebanon Church Road to Bausman Street Short-term, single-lane restrictions will occur during daylight and evening hours and possibly weekends when the Route 51 project resumes in early March. Work in 2016 includes signal updates or replacements at all intersections within the project limits between Bausman Street in the City of Pittsburgh and Lebanon Church Road in Baldwin Borough. Additionally, ADA curb cut ramps and curb work will occur this year. Milling and paving operations and drainage improvements were completed on nearly 5 miles of Route 51 in 2015 on this $15.90 million project. Construction is scheduled to conclude in mid- June 2016. Route 286 Golden Mile Highway Daytime lane restrictions have begun on the new three lane section of Route 286 as crews continue sidewalk and curb work and other miscellaneous construction activities. Roadway reconstruction will occur on Old Frankstown Road and Sagamore Hill Road in March and April. Overnight paving operations

on the entire project will occur in April and May. The overall project will end in June 2016 when crews complete line striping, signal work and landscaping. This $10.7 million project also included the widening of Route 286, relocation of Abers Creek, utility work, drainage and shoulder improvements, signal updates, culvert widening and guiderail upgrades. I-376 Parkway West Improvement Project Work began in August 2014 on the $72.83 million project to improve I-376 (Parkway West) between the Fort Pitt Tunnel and I-79. Completed work includes deck replacement of three bridges at the Carnegie Interchange, milling and resurfacing, median barrier replacement and shoulder reconstruction. Other finished improvements include bridge preservation work, guiderail installation, drainage improvements, repairs to retaining walls and existing sign structures, new pavement markings and sign updates. A weekend closure in 2016 will be required to finish paving, install message boards and complete sign structure work. Bridge painting will also occur this year with minimal impacts to traffic. The project will conclude in August 2016. Fort Pitt Tunnel Ceiling Removal Four weekend closures (two in each direction) remain on the $14.17 million Fort Pitt Tunnel Ceiling Removal Project. Completed work on the project includes tunnel ceiling removal, concrete repairs to the tunnel walls, waterline and standpipe improvements, electrical updates, drainage upgrades and reroofing of the north portal building. In 2016, beam flange painting and paving operations will require the weekend closures which will occur in April and May. Additionally, overnight closures will occur as crews install composite drains, water and fire suppression lines and cross passage doors. Work is anticipated to finish in late May 2016. PA 380/SR 400 - Bigelow Boulevard/Bloomfield Bridge/North Craig Street/Baum Boulevard Preparatory work is underway for the 80 day closure of the Baum Boulevard Bridge for deck replacement and steel repairs, which is set to begin in late-march. Additional 2016 work includes pavement marking installation, signal updates and concrete reconstruction and asphalt pavement replacement at various locations on Baum Boulevard. The $12.34 million project also included roadway reconstruction and resurfacing on Route 380 between Herron Avenue and Morewood Avenue in the City of Pittsburgh, reconstruction of the ramps connecting the Bloomfield Bridge to Bigelow Boulevard, sign updates, barrier replacement, ADA curb cut ramps and drainage work. Overall work will conclude in August 2016. Route 2031 Lincoln Way Work resumes in March on this $6.98 million congestion improvement project. Single-lane restrictions will be implemented to complete roadway reconstruction and curb and sidewalk installation between Henderson Road and Auld Street in White Oak Borough. Completed improvements to Lincoln Way in the business district include turning lane installation, roadway widening, intersection realignment, drainage upgrades and extensive utility relocation. The project is anticipated to be finished in June 2016. Route 4084 East Ohio Street/ Route 4099 East Street Work is anticipated to begin on this $12.74 million project in late March. Roadway and ramp reconstruction will occur in 2016. A 45 day closure will occur on the southbound Route 28 ramp to East Ohio Street followed by a 64 day closure of the East Ohio Street ramp to northbound Route 28. In mid- May, East Ohio Street will be reduced to a single lane in each direction for 145 consecutive days. Additionally, five weekend closures on Route 28 will occur as crews conduct bridge painting operations. The overall project will conclude in November of 2016. Route 51 West Carson Street Viaduct Project This $38.99 million project is anticipated to conclude in September 2016. Southbound (inbound) Route 51 traffic is now traveling on a new concrete roadway as work continues on the riverside portion of the project. The structurally deficient portion of the 650-foot long viaduct, located north of the Corliss Tunnel, has been replaced and significant utility relocation work has been completed. Remaining work in 2016 includes completion of the northbound roadway and barrier wall and center lane concrete paving. Additionally, retaining wall repairs, traffic signal improvements and highway lighting and sign installation will occur prior to the end of the project.

Hulton Bridge The new Hulton Bridge was opened to traffic in October 2015. Work began in 2013 on the $64.8 million project to replace the 108 year old, structurally deficient bridge. The new four lane bridge carries Route 2082 over the Allegheny River between Freeport Road (Route 1001) in Harmar Township and Allegheny River Boulevard (Route 2073) in Oakmont Borough. An eastbound single-lane restriction will remain in place as wing wall work and roadway reconstruction are completed. The project will conclude prior to the 2016 US Open scheduled for June 13-19 at the Oakmont Country Club. Birmingham Bridge Preservation Project Northbound work was finalized in 2015 as crews completed painting, steel repairs, bearing replacements, substructure repairs, light pole replacements and a concrete overlay on the upstream side of the Birmingham Bridge. Traffic will be crossed over into the northbound lanes as 2016 work begins on the southbound side of the bridge. Bicycle and pedestrian traffic will be maintained on the bridge, which carries Route 2085 over the Monongahela River, during construction. Work will conclude in May 2017 on the $28.48 million bridge preservation project. Washington Pike Bridge over Coal Run (Route 3003) Work to replace the bridge that carries Route 3003 Washington Pike over Coal Run near Bursca Drive in South Fayette Township began in February 2016. The $1.46 million project will continue through September 2016. Traffic will be maintained during construction. Large trucks are being detoured. Liberty Bridge Survey work and platform installation began in 2015 on this $80.08 million bridge rehabilitation project in the City of Pittsburgh. Deck replacement work and ramp reconstruction will begin in April 2016. Two lanes of traffic will be maintained in the direction of peak travel during rush hour periods and a single lane of traffic will occur in the opposite direction. Overnight single-lane restrictions in each direction will occur. Long-term closure of the ramps to and from the Boulevard of the Allies will occur and detours will be posted. Phased work will begin on the far right northbound (inbound) lane and progress across the bridge through 2016. Other improvements include structural steel repairs and painting, concrete repairs, signage improvements and the installation of a new alternating overhead lane control system. The project will continue through 2017 and include five weekend and 26 overnight closures of the bridge, an 80 day closure of the Boulevard of the Allies in the bridge area, additional ramp closures and single-lane restrictions on the bridge and on Second Avenue next year. Route 4003 McKnight Road over Pine Creek Deck replacement work began in 2015 on the McKnight Road structures over Ingomar Road and Pine Creek. In 2016, a 32 day closure of the ramp that carries southbound traffic from Route 19 (Perry Highway) to McKnight Road will begin in mid-march. Additional work on this $7.32 million project includes median curb removal, asphalt placement and bridge rehabilitation. Single-lane restrictions and detours will occur. Work is expected to be completed in late July 2016. 2015 Group Projects - Route 50 Noblestown Road This carryover project includes the milling and resurfacing and base repairs on Noblestown Road (Route 50) from Main Street in Carnegie Borough to Poplar Street in Green Tree Borough. Single-lane alternating traffic will occur while the paving operations are conducted. The project is expected to begin in the late spring and end by late October 2016. Route 4003 McKnight Road ITS Expansion Minor work began in 2015 on this $1.35 million Intelligent Transportation System project on McKnight Road between Evergreen Road and Peebles Road. Work includes the installation of CCTV and a Dynamic Message Sign at key intersections through the corridor. Additionally, an adaptive traffic signal system is included in this project. Physical work will conclude in September and system testing will begin. The overall project will end in mid-november 2016. Projects starting construction in 2016

Route 19 Cochran Road Milling and paving work is expected to start in late March on this $2.79 million project. Improvements will occur between Washington Road (Route 3069) and Beverly Road (Route 19) in the Municipality of Mt. Lebanon. Daytime and overnight lane restrictions, as well as weekend work, will occur. Additional work includes drainage and curb improvements, signal upgrades, ADA curb cut ramps, signage and pavement marking installation. The project is scheduled to be complete in December 2016. Route 19 Banksville Road Slide Slide repair work adjacent to Banksville Road (Route 19) near I-376 in the City of Pittsburgh will occur in 2016. Box culvert installation is anticipated to begin in mid-may and will close Banksville Avenue and temporarily restrict a single-lane of traffic on southbound Banksville Road. Work impacting traffic is expected to be complete in late October with the overall project being completed in April 2017. Route 22 North Fayette Township The estimated $9-10.5 million roadway and bridge project is expected to begin in mid-may and end in late November 2016. Long-term single lane restrictions will occur on Route 22 in North Fayette Township between the Oakdale interchange and Washington County. Additionally, closures at the Noblestown interchange ramps will occur, as will a portion of Potato Garden Road (Route 3071). Concrete rehabilitation and patching, bridge preservation, guiderail and drainage updates, shoulder resurfacing, signage and pavement markings will be part of the overall project. Route 51 Coraopolis Concrete reconstruction and patching will begin on Fifth Avenue (Route 51) in Coraopolis Borough in late April. Crews will conduct work in one to two block segments between Thorn Run Road and Barn Street. During construction, parking restrictions will be implemented in the work zone and trucks will be detoured. Improvements will be made on Fourth Avenue (Route 51) between Thorn Street and Thorn Run Road. The project also includes drainage and guiderail upgrades, curb and sidewalk improvements, signal and utility work, structure repair and pavement marking installation. The project is expected to conclude in December 2016. Route 65 - Fort Duquesne Bridge to McKees Rocks Bridge Work on this estimated $20-30 million project will occur between the McKees Rocks and Fort Duquesne Bridges in the City of Pittsburgh. The two construction season project is anticipated to begin in May. Work will consist of concrete patching, an asphalt overlay, bridge rehabilitation, drainage and guiderail updates, signage, retaining wall repairs and pavement marking installation. Long-term, single-lane closures and nightly and weekend ramp closures will occur. Two lanes of traffic in each direction will be maintained between the Fort Duquesne and West End Bridges. A single lane will remain open in each direction between the McKees Rocks and West End Bridges. I-376 Airport Weekend lane restrictions have begun on the $66.34 million I-376 project located from the McClaren Road interchange to approximately ½ mile into Beaver County. Concrete reconstruction and rehabilitation, joint repairs, bridge deck overlays and guiderail and drainage improvements will occur on 7.5 miles of I-376. Two lanes of traffic in each direction will be maintained on I-376. Temporary crossovers will occur. One lane of crossed over traffic will be utilized as an "express" lane which will bypass all exits. The other lane will be the "local" lane which will allow access to the airport and other exits. Additional work includes the replacement of the Economy Road Bridge over I-376. The project is anticipated to conclude in November 2017. Liberty Tunnel Interchange An estimated $2-5 million project to improve the Liberty Tunnel interchange is slated to begin in early June. The project consists of concrete patching and an asphalt overlay of West Liberty Avenue and Route 51 at the south portal of the tunnel. Additionally, rehabilitation work will occur on two Route 51 bridges and on several ramps at the interchange. Ramp closures, approximately two weeks in length

each, will occur. Motorists traveling north on Route 51 will be required to exit at the interchange, cross over West Liberty Avenue, and use the on-ramp to resume traveling northbound while mainline bridge work is occurring. Additionally, overnight lane restrictions will be implemented. The overall project is expected to conclude in late 2016. Warrendale-Bayne Improvements III Improvement work will begin in late 2016 on this estimated $1-2 million project on Warrendale-Bayne Road (Route 4052) in Marshall Township. A second left turn lane from westbound Warrendale-Bayne Road to the southbound I-79 on-ramp will be constructed. Additional work includes the widening of the I- 79 ramp, an additional left turn lane on eastbound Warrendale-Bayne Road at Innovation Drive, signal improvements, ADA curb cut ramps and sign and pavement markings. Work will continue through 2017. Route 4070 Wildwood Road Slide Three slides on Wildwood Road (Route 4070) in Hampton Township will be repaired in 2016. Two separate detours are planned. The repairs will include the use of soil nails and other methods to address the slides between Sylvan Drive and Tuscan Inn. Work has not been scheduled on this estimated $1-2 million project. However, it is anticipated that the repairs and utility relocation will be completed in the early summer of 2017. Pine Creek Road at Route 19 Work will begin in April on this intersection improvement project located in McCandless Township. This $2.48 million project consists of turning lane construction, widening and signal improvements at the Pine Creek Road intersection with Route 19. Additional work includes the rehabilitation of the bridge over Pine Creek, curb and sidewalk improvements and guiderail and drainage upgrades. The project is projected to end in 2017. Route 30 over Bessemer A weekend closure is anticipated in late April or early May to replace the Route 30 Bridge over Bessemer Avenue in East Pittsburgh. The $2.38 million replacement project will also include minor substructure repairs and approach work and require the detour of Route 30 and Bessemer Avenue. Other short-term lane restrictions may occur. The project is anticipated to be completed by late June 2016. I-376 Parkway East Expansion Dams This $1.42 million project on I-376 (Parkway East) began in late 2015. Work includes the replacement of 16 expansion dams and pavement marking installation on I-376 bridges. Four weekend closures, in coordination with the Greenfield and Birmingham Bridge project, will occur on this project. Work will continue through November 2016. Glenwood Interchange Phase 3 Work began in late February on the $16.95 million third phase of improvements at the Glenwood interchange. 2016 work includes bridge deck replacement of northbound Route 837 and four associated ramps at the interchange. Northbound Route 837 traffic is being crossed over into the southbound lanes approaching the interchange. A single-lane of traffic will be maintained in each direction in the southbound lanes. A temporary roadway and traffic signal have been installed to allow Routes 837 and 885 to intersect. Three of the four closed ramps will utilize the new intersection. The fourth ramp (northbound Route 837 to northbound Route 837 East Carson Street) has a short detour. Work will continue through November. After a winter hiatus, work will restart in February 2017. Culmerville Truss Bridge The replacement of the Culmerville Truss Bridge, which carries Route 1028 over the Canadian National Railroad in West Deer Township, is expected to begin in late April. A full detour will be implemented for 69 days for the bridge replacement work. Single-lane alternating traffic at the bridge will occur both before and after the replacement for preparatory work and other miscellaneous construction activities. The $4.57 million project is anticipated to be finished in October 2016. Route 3048 Noblestown Road

Set to begin in late July/early August, this estimated $1-2 million project will replace the structure that carries Noblestown Road (Route 3048) over Scotts Run in Collier Township. Traffic will be detoured during the replacement which is anticipated to finish in mid-october. Additional work includes wall replacement, drainage and guiderail/barrier improvements and roadway resurfacing. The overall project will conclude in December 2016. Lebanon; Mt. Lebanon Boulevard (Route 3042) from Washington Road (Route 19) in the Municipality of Mt. Lebanon to Castle Shannon Boulevard (Route 3037) in Castle Shannon Borough; Baldwin Road (Route 3054) from Pinkerton Run Road to Fort Pitt Road in Collier Township; Clairton Road (Route 885) from Ravensburg Road in Jefferson Hills Borough to Lewis Run Road in West Mifflin Borough; Goldstrohm Avenue/Pennsylvania Avenue (Route 2042) from Fifth Street in Dravosburg Borough to Mifflin Street in West Mifflin Borough; South Park Road (Route 3009) from Washington County to Library Road in Bethel Park Borough; Butler Logan Road (Route 1019) from Misera Lane in Frazer Township to Deer Lakes Park in West Deer Township; East Ohio Street/Evergreen Avenue/Babcock Boulevard/Peoples Street/Evergreen Road (Route 4009) from East Ohio Street in Millvale Borough to McKnight Road (Route 4003) in in the City of Pittsburgh; Ferguson Road (Route 4024) from Thompson Run Road in McCandless Township to Mt.
