INTRODUCTION Parks ad recreatio systems are kow to provide a critical role i trasformig cities ito vibrat, healthy commuities. Parks provide opportuities to improve physical ad metal health, a place to meet up with family ad frieds, or recoect with ature. Beyod deliverig high-quality recreatio opportuities, park ad recreatio systems play a critical role i protectig ad celebratig the eviromet through the coservatio of public lads, ivestig i gree ifrastructure, ad advocatig for proactive maagemet of lad ad water resources. Why Do We Need a Recreatio ad Park System Pla? Much has chaged sice the 1997 Te-Year Park Improvemet Pla was implemeted. Brookly Park is ow the sixth largest city i the state of Miesota, with a populatio of 81,460 (2016). The City is expected to exceed a populatio of 95,000 by the year 2030. Brookly Park is oe of the most diverse cities i Miesota, with over 50 percet of our populatio beig persos of color, 20 percet bor outside of the US, ad 25 percet of our residets speakig a laguage other tha Eglish at home. As Brookly Park is gettig close to beig fully developed; ow is the time to evaluate if ope lad eeds to be idetified for future parks ad recreatio facilities. To stay relevat to our chagig commuity, it is importat to assess the curret eeds ad iterests of the commuity. The Recreatio ad Parks System Pla process is built o the priorities idetified i the 2012 Parks ad Recreatio Master Pla ad the Brookly Park 2025 Commuity Pla. The 2012 Park Master Pla provided a good overview ad directio for the recreatio ad parks system. However, the pla did ot idetify where withi the parks system the City should reivest or what specific types of facilities should be developed. To move forward o ay of these efforts, the City eeded to iitiate more iput from the commuity ad stakeholders o what specific facilities, ameities, ad locatios should be cosidered for accommodatig ew or updated facilities. What Does this System Pla Iclude? This 10-Year System Pla has egaged our commuity, particularly our multi-cultural commuity to address equity issues withi the system. This System Pla also cotiues to build o the iformatio ad recommedatios of the 2012 Recreatio ad Parks Master Pla ad icorporates Brookly Park 2025 goals, alog with the followig iitiatives: Reaffirms commuity priorities ad idetifies curret gaps i the system; Idetifies opportuities for developmet or redevelopmet withi all 60 parks i the system to esure equitable distributio ad access to facilities ad services throughout the commuity; Validates priority trail system ehacemets ad gaps as idetified withi the curretly proposed Brookly Park Pedestria ad Bicycle Master Pla, alog with other emergig coectivity eeds; Idetifies specific locatios withi the commuity that would best accommodate improved or expaded ameities ad special use facilities; Idetifies specific atural areas withi the system to be proactively maaged; ad Idetifies specific properties withi the City as iholdigs for future park lad acquisitio ad/or potetial lad to sell. viii BROOKLYN PARK TEN-YEAR PARKS AND RECREATION SYSTEM PLAN

OUR EXISTING SYSTEM Brookly Park has a well-established parks ad trails system comprised of 53 miles of trails, 60 parks with more tha 2,000 acres of lad cotaiig more tha 400 ameities icludig park shelters, playgrouds, athletic fields ad evirometal areas. It also icludes the followig special use facilities: Brooklad Golf Park Ediburgh USA Golf Course Commuity Activity Ceter Zaewood Recreatio Ceter Eidem Homestead Historical Farm Other otable ad uique features withi the park system iclude: The first ad oly dedicated competitive wheelchair softball field i the five-state area that icludes a adjacet all-iclusive playgroud Skate park facility Off leash dog parks Commuity gardes Disc golf Fishig pod Prior plaig ad commuity foresight resulted i a park system that esures all residets have coveiet access to parks, 95 percet of eighborhoods are withi half mile radius (approx. 10-miute walk) of a park. Together the parks, trail system, specialized facilities, regioal ameities, ad proximity to the Mississippi River add to the uique character ad richess of our parks system that exists today. Our parks system is adequate ad meets the eeds of may user groups, but it could be eve better. There are still gaps withi the system, park ameities ad facilities i declie, ad equity issues to be addressed. This will require the City to reivest i parks ad trail systems to improve the quality of existig ifrastructure, address chagig eeds ad treds, ad reaffirm a sese of pride i the commuity about the beefits parks ad trails provide for improvig the quality of life for all residets. ix

Commuity members ad parters were egaged through the pla at three levels of the Iteratioal Associatio for Public Participatio s Spectrum of Public Participatio: to iform, cosult, ad ivolve. Electroic media was utilized to iform the commuity about the process. A 26-member Commuity Advisory Team (CAT), a 40-member Commuity Outreach Team (COT), ad Youth Facilitators were actively ivolved i the process ad helped facilitate meetigs ad solicit iput from the commuity. Atteded Rec o the Go evets at apartmet commuities; Surveyed residets at places like St. Alphosus Church, Liberia Idepedece Day evet, ad apartmet commuities durig Natioal Night Out; Coducted surveys at two seior lucheos; Studet peers ad fellow commuity members surveyed by North Heepi Commuity College studets; Coducted door to door surveys ad passed out flyers i the Lakelad Park eighborhood; ad Atteded five Commuity-At-Large Meetigs i differet eighborhoods with 140 residets attedig The commuity egagemet process geerated a total of 3701 surveys, of which 1,869 were completed olie. The other 1,832 (approximately half) were coducted i perso. A sigificat effort was made to protectively covee ad reach out to the commuity where they were already gatherig for a evet. This allowed for a larger percetage of the commuity to be iformed ad egaged i the plaig process ad participate i survey outreach. Here are examples of how we reached out to egage more commuity members: Coducted pop-up meetigs at over 20 commuity evets icludig Tater Daze, Summer Splash, Farmers Market, Drago Star Grocery Store, the Library, etc.; Cotracted with commuity-based orgaizatio ACER (Africa Career, Educatio ad Resource, Ic.) to reach reters ad immigrat residets who are traditioally uder-egaged. They did this through pop-up evets at 4 apartmet commuities, tablig at 2 evets icludig Liberia Idepedece Day soccer touramet, ad a family evet at Cetral Park; xiii

What did We Hear? The overall cross-sectio of the commuity that replied to the survey represeted the City s demographic fairly well with over 52 percet of respodets beig age 19-49 ad 43 percet beig people of color. I geeral, the resposes heard at the Commuity-At-Large meetigs echoed or complimeted the overall survey results. Survey questios ad commets were asked ad recorded withi the followig focus areas: Barriers to Use Survey respodets oted there beig a geeral lack of kowledge ad iformatio available about the existig recreatio ad parks system. Safety ad security cocers were the leadig causes for the commuity ot feelig comfortable usig the parks ad trail systems. New Desired Idoor Recreatio Facilities High desire idoor facilities idetified by survey respodets icluded addig a aquatics facility, a gym/fieldhouse buildig for year-roud use, ad a performig arts/studio arts facility. To better uderstad how this chage i demographics impacts how existig park ad recreatio facilities should be improved to better meet the eeds of all residets, a city-wide equity aalysis was completed to determie whether ay areas of the City are curretly uderserved by park facilities ad ameities. Usig equity evaluatio criteria developed by the Trust For Public Lad, outcomes of this study foud the followig key fidigs: O average, People of Color (POC) ad Lower Icome (LI) households are better served by recreatio ceters tha the average o-poc ad higher icome households. O average, cesus block groups defied as People of Color ad Lower Icome (POCLI) have playgroud level of service that is 90 percet that of o-lower Icome block groups. O average, cesus block groups defied as POCLI have basketball court level of service that is 68 percet that of o-lower Icome block groups. Icome seems to be a more powerful determiat of iequity i park ameity distributio tha race/ ethicity. Based o the mappig results show i the Equity Aalysis Map o page xvii, geographic areas highlighted i red are the cesus block groups which are mostly uderserved by park facilities. The overall coditio of the parks existig facilities ad its eed for updates ad ivestmet The geographic locatio of the park ad its capacity to improve equity ad access to uderserved parts of the City. Park Improvemet Recommedatios Based o outcomes of applyig the park evaluatio criteria, seve parks were selected which offered the best opportuities for addressig gaps ad eeds i the system. Each park was studied i greater detail to explore reivestmet ad redevelopmet opportuities through the developmet of park cocept plas. The followig parks were evaluated as part of a desig charrette workshop process for geeratig ideas, cocept plas, ad cost estimates for implemetatio workig with the commuity ad stakeholder groups: Lakelad Park Hamilto Park Hartkopf Park Commuity Activity Ceter (CAC) Cetral Park/Brookdale Golf Course Norwood Park River Park SEA Park Multiple cocepts were created for the CAC ad SEA Park to evaluate alterative scearios for accommodatig differet types of aquatics facilities at each park. As a part of Appedix A, all 60 park properties are listed ad summarized i alphabetical order ad iclude a existig ameity map, a summary of curret use, facility coditios, ad site improvemet recommedatios. Trails System Recommedatios Key gaps ad priorities for icreasig the coectivity of the local trail system i the City have bee idetified as part of this systems pla. These ew priorities were vetted through the commuity process ad focused o removig gaps for establishig better coectios to parks, residetial eighborhoods, safe routes to schools, light rail ad bus stop trasit statios, ad regioal trail corridors. Recommedatios for establishig grade separated trail crossigs with high traffic volume roadways are also icluded as part of proposed trail system improvemets. Natural Resource Recommedatios To help idetify specific atural resource areas to be proactively maaged withi the City, vegetatio ad water resource areas were mapped ad evaluated from a regioal perspective to gai a better uderstadig of their ecological cotext ad coectivity as atural resource corridors. Three coceptual habitat corridors were idetified: alog the Mississippi River, alog the Rush Creek Regioal Trail, ad alog the Shigle Creek corridor. How is the Park System Curretly Beig Fuded? The City s park system is curretly beig fuded through three mai sources of fudig which iclude the followig: Geeral Fud (Levy) The City geeral fud (tax levy) supports the aual o-goig recreatio programs ad services of the Recreatio ad Parks Departmet, icludig support for the operatios ad maiteace of the park system. Heritage Fud (Capital Asset Replacemet Fud) The heritage fud is a asset replacemet fud for all parks ad city owed facilities; As part of the City s Capital Improvemet Pla (CIP), staff is resposible to develop a 5-year asset replacemet pla for each facility/park. Staff coducts a aual ispectio of existig parks, city owed buildigs, special use facilities ad trails. Priorities are based o life-cycles replacemet schedules ad facility coditio reports. The heritage fud is supported through tax levy with a average ivestmet of approximately $1.6 millio aually. Ope Space Lad Acquisitio ad Developmet (OSLAD) fud The OSLAD Fud is desigated for the acquisitio of park property ad developmet of park ad trails. OSLAD fudig is provided through two primary sources, park dedicatio fees ad cell tower lease reveues. Park Dedicatio Fees - Park Dedicatio Fees are geerated i cojuctio with commuity developmet. The city requires a miimum cash park dedicatio for commercial or idustrial plats or waivers of 5% of fair market lad value. However, where the City Coucil deems it i the public iterest (i.e. comprehesive pla or flood plai ordiace), it may require a miimum lad dedicatio of five percet of the commercial or idustrial lad to be subdivided i lieu of a cash dedicatio. The lads must be idicated o the city s comprehesive pla or amedmets, or must be desigated o specific area plas for flood plai preservatio, parks, trails, public ope space or ay combiatio thereof. Park dedicatio fees shall be used oly for 1) acquisitio of lad for parks ad playgrouds; 2) developmet of existig park ad playgroud sites or facilities; 3) redevelopmet or rehabilitatio of existig park ad playgroud sites or facilities; or 4) debt retiremet i coectio with lad previously acquired for parks ad playgrouds. Cell Tower Lease Fees - Curretly the City has cell towers located at te (10) differet sites throughout the commuity, icludig Bass Creek Park, Booe Water Tower, Cetral Fire Statio, Edibrook Park Tower, Noble Sports Park, Noble Water Tower, Palmer Lake Park, River Water Tower, Suy Lae Park ad Willowstoe Park. The cotract agreemets for each of these tower locatios is differet as to the legth of the agreemet, lease cost, aual fee icrease ad reewal laguage. Curretly, reveue geerated from cell towers withi park property is credited to the Ope Space Lad Acquisitio ad Developmet (OSLAD) fud (approximately $185,000/year) Potetial Park Lad Acquisitio & Sales. Acquisitio ad Sale of Property The City has idetified lad parcels throughout the City to be acquired for expadig park ad ope space use or to be preserved as part of atural resource areas. Acquisitios will oly be pursued through willig seller egotiatios whe opportuities are idetified with private lad owers. Priorities for ivestmet will be determied by may variables icludig the pursuit of partership opportuities, available fudig sources, ad outcomes of additioal public commet ad feedback. Prelimiary estimates iclude oly capital ivestmet costs ad will require further refiemet to determie more accurate costs for desig, costructio, ad eeded cotigecies. Proposed projects requirig additioal yearly operatios ad maiteace costs will also require idetifyig fudig sources to support ay required icreases i staffig to support ew capital ivestmets. Optioal Models for Implemetatio The icluded proposed 10-Year Capital Reivestmet Pla provides a roadmap to future ivestmet i the System, but there are curretly limited resources available for implemetatio of the Pla. Curret resources withi the OSLAD fud will oly support a portio of the projects the commuity has idetified as priority improvemets to meet the chagig eeds ad visio for a quality parks ad recreatio system. The City, i partership with the commuity, will eed to idetify other resources to fud the projects idetified as priorities for the park system. Withi Appedix B are multiple models ad sceario s which outlies optios the City may choose to take i balacig the iterests of the commuity (survey results) with levels of fiacial commitmet eeded to implemet proposed projects. A few of the models idetify priorities based o parterships that leverage other resources through grats ad/or shared developmet ad ivestmet by multiple parters. These models are to serve oly as a guide for policy makers ad the commuity as it cosiders the level of fiacial commitmet the commuity is willig to make toward the future ivestmet ito the park system.
