NOTES OF A MEETING OF THE WEST of WATERLOOVILLE ADVISORY GROUP HELD ON TUESDAY 30 JANUARY 2018 AT BEREWOOD SCHOOL, WATERLOOVILLE commencing at 7.00 pm Members present Cllr Jim Watson (JW) Chairman SWPC Cllr Amy Ashby (AA) -SWPC Cllr Neil Lander-Brinkley (NLB) Cllr Kevin Andreoli (KA) DPC Residents David Crichton (DC), Olivia Barneveld (OB) and Adam Carden (AC) Jayne Lake (JL) HBC / WCC Community Officer Katie Stickland (KS) WCC / HBC Implementation Officer Tony Daniells (TD), Committee Clerk at Denmead Parish Council, who took a record of the meeting. Also in attendance: Forty plus residents from the development 049/18W Welcome and Apologies In the absence of Cllr Neil Cutler, Cllr Jim Watson took the Chair. The Chairman welcomed all to the meeting. Members introduced themselves for the benefit of residents new to the meeting. Apologies were received from Cllrs Neil Cutler and Paula Langford-Smith and resident member John Balcombe. 050/18W Public Session The Chairman was aware that residents from the Redrow development had come to voice their concerns for phase 13A. He started by telling the meeting what he knew as SWPC had already received details of the application and made their own objection on grounds of the number of dwellings and removal and reduction of green space. SWPC had asked for the application to be referred to the Planning Control Committee if Officers were minded to approve the application. KS replied that the reduction of green space was 0.01% when taken across the whole development site and was not considered to be a significant reduction. She also advised that the original outline plans included development to the north of the road. JW advised that as WoWAG was not a Planning Authority, residents should send their objections to WCC and a copy to the Parish Council. This application would be considered by the Joint Planning Committee when they met on 27 February. The application number was 17/01772/REM and he advised residents to make comment so that planning officers were aware of feelings for or against the application. Residents stated they felt misled by Redrow, as when they bought their properties they were shown different plans to what had now been submitted with the application. Residents were advised that planning officers could only consider the application before them and only consider the application against planning policies. They were further advised to organise themselves to present their strong objections at the Joint Planning Committee meeting and to ask their Ward members to support them. Residents then asked about reducing the number of dwellings in phase 13B so that the original proposed number of dwellings across both phases was met. KS replied that Planners would assess the impact before determining the application. An ecology report was available on the WCC website. It was agreed that NLB would send an objection on behalf of this Group along similar lines to that of SWPC. A further comment was made that access to the Wild Meadow was prevented due to the muddy condition of the path and access from 13A was blocked. 051/18W Minutes of previous meeting It was agreed that the minutes from the meeting held on 30 November 2017 were an accurate record of the meeting. 052/18W Matters arising from the previous meeting The Chairman advised that he would take any matters arising as they occurred on the agenda. 053/18W Management of Open Spaces In the absence of Cllr Neil Cutler, this matter was deferred until the next meeting. 054/18W Petition for a Community Governance Review and forming a Shadow Council Cllr Neil Lander-Brinkley introduced this item. He referred to the consultation form from WCC and stated his surprise at seeing four options as options 3 and 4 were not favoured by either Parish Council. The form had only been sent to residents living in the Winchester District.
He then quoted from an email from WCC Head of Policy and Projects which gave an update on the consultation. Over 450 responses had been made to the consultation with over 150 comments to summarise and understand. Responses were heavily weighted in favour of option 2. Denmead Parish Council preferred only option 2 and a letter on behalf of the Parish Council had been sent to this effect. NLB further commented that once the outcome of the consultation was known, it would then move forward with forming a shadow council. The Clerk reported that Steven Lugg could carry out some training for those residents who expressed an interest in further understanding the role of a parish council and what was involved in being a parish councilor. The Clerk would ask for funding to allow this training to happen. It was agreed to await the outcome of the consultation and that a letter be sent by the Clerk on behalf of this Group to WCC, supporting option 2 of the consultation. 055/18W Report from the WoW Community Officer Jayne Lake gave a verbal update. Her report covered the following The Community Facility should be available in the April timeframe. She was applying for a grant to equip the building. The management of the building was also being arranged. JL was looking for groups who would be interested in using the facility. The Clerk would confirm the date when the facility would be available for use. Over 200 acorns had been planted for the Community Arts Programme. These were at Berewood School. Work was needed to tidy these up before being planted out over the next 2-3 months. JL had been in contact with the Project Officers for Billy s lake. The plan was to link up the open spaces on the development to Billy s Lake. The winning design for the play area project had been chosen after consulting with residents. Feedback from residents had also been factored into the design. The play area would be installed by Summer 2019. The winning design is appended to these minutes. Funding had been obtained to complete the drainage of the site. Further events being planned were walks around the area, litter picks, social events and childrens activities. One Residents Association had been started and JL planned to encourage these across the two developments. Members commented on the planning application for a new directional sign on the junction of Grainger Street with Houghton Avenue. It was considered that the sign was too busy and difficult to read; was located at the wrong place; was shown as Berewood and did not help with community cohesion and could detract from the gateway project. Improved signage was needed to direct vehicles to the HWRC and also for site traffic. The order of directions on the sign should also be changed. Signage was also needed at Ayreshire Road and Tamworth Road. It was agreed that KS would take this matter to Grainger and Taylor Wimpey. 056/18W Report from the WoW Implementation Officer Katie Stickland gave a verbal report which was based on her written report which is appended to these minutes. DC reported that the units along Hambledon Road had been acquired by Budgens and he had raised concerns with regards to the effects on the Post Office KS replied to a question that once the Grainger development was finished, there would be additional access points to the multi-use greenway, as agreed in the outline plans. 057/18W West of Waterlooville MDA Matters a. Neighbourhood Watch (NHW) Chris Caine advised that each NHW coordinator was responsible for just a small patch on the development. Her area was working. JL asked if there was someone who could give advice on expanding the NHW scheme. It was agreed that the Clerk would contact the NHW scheme coordinator or the Police to determine who was best to give advice on starting and coordinating schemes across the developments. b. Community Matters - Marc Collier-Williams advised that there was an active Residents Association for the Yew Gardens area on the development. The Association had an active facebook page (Yew Gardens Residents Association Group). Marc was currently drafting a constitution for the Group.
058/18W WoW Forum Group members considered that the purpose of the Forum had now been met and suggested that once the outcome of the CGR was known, the Forum should be wound down. 059/18W Dates of Future Meetings Date for meetings in 2018 are Thursday 29/3 (Wellington Vale), and all other meetings in the new Community Facility on Tuesday 29/5, Thursday 26/7, Tuesday 25/9 and Thursday 29/11 The meeting closed at 8.30pm Please note minutes of meetings are published as soon as possible on the website to help the public. WoW Implementation Officer updates for WoWAG meeting 30 th January 2018 Update from developers: Taylor Wimpey: There are over 590 occupations including the care homes. The removal of coping stones and bricks of the Jersey Crescent bridge is being reviewed and repair work will be scheduled by Taylor Wimpey Taylor Wimpey is working with Hampshire County Council to create a programme for finishing off the road surfacing within the development, which will include a pavement for access to Newlands Walk at the southern end (near the Household Waste Recycling Centre. The build out of phase 5 residential dwellings are on track and completion is expected in March or April. The acoustic bund has been installed around the edge to screen the noise from the Household Waste Recycling Centre. Negotiations are taking place for the employment land adjacent to the care home. However there is no interest in the employment land adjacent to phase 5. Future options of the land are now being considered including affordable housing, a car park or other community uses. The land will be hoarded off once works on phase 5 are completed. Grainger: Occupations are now over 400 dwellings First occupations of phase 3A are taking place in January. Phase 2, Yew Gardens is on schedule to be completed shortly. Most of the lights on Rivers Street are now working and Redrow continue to chase the service companies for those that are not working. The Private Rental Phase is due to be completed in the summer. Grainger are working with the Hampshire County Council Countryside Service team to finalise the greenway and with Taylor Wimpey on thee final connection point. The path is open for use. Amended plans were received for the Phase 13A planning application and a committee date has been set for the 27 th February 2018 to be held at Havant Plaza. The plans can be viewed online under reference 17/01772/REM and the final date for comments is the 14 th February. Further information in respect of the future management of the temporary community facility was submitted for the temporary building application (community facility and site office). The application is expected to be determined by the end of January. Redrow are working with Winchester City Council Officers to improve the plans for phases 9B and 10A and amended plans are likely to be submitted in early February. Details have been submitted for the phase 2 river restoration and some hedge clearance is expected to take place if the Natural England Licence can be obtained before it starts to get warm. An application has been received to create an access to the White House from Purbrook Heath Road. Works for the town park are scheduled to start at the end of March and the play area, skate-park, MUGA and youth shelter will be installed in time for the summer holidays. Grainger are now getting quotes for parking controls for Berewood the PRS, Houghton Avenue and Grainger Street. A new management company, Berewood Estate Management Company is being set up so that areas of land not in private or housing association ownership will be managed by one agency across Berewood. John Beresford left Grainger at the end of 2017. The employment land north of the River Wallington has now been sold to Coal Pension Properties Ltd to develop out.
