TNCs have been making headline news, but what does it mean? 62 AAAE Rental Car Workshop, 2016

5 stages to TNC Acceptance at your airport TNC enters a market As of October 2016, Uber operates in 58 countries and 518 cities TNC Entry Lyft operates in over 200 cities domestically There are over 10 different TNCs in the United States AUS MCO TNC operates illegally at airport Denial Existing airport revenues reduced GT operations disrupted No TNC fees being collected Legality of local operations is challenged Anger Lawsuits from local taxi operators Fines from public service agencies Negative press coverage TNCs hire lobbyists, and begin localized grass roots campaign PHL TPA TNC operation is banned in local market & airport Depression TNC companies may continue to operate, at higher risk of penalty Other TNCs begin operations Legislation legalizes TNC in local market Bargaining TNC required to meet minimum requirements (Background Checks, Fingerprints, Driver Training, etc.) Agreements with local taxi operators amended ATL TNC legal at Airport Authority / gov t sets policies on TNC operations at Airport TNC drop Acceptance offs and pick ups allowed Airport can collect TNC trip fees GT operators contracts amended Dedicated spaces for each operator BNA SFO MIA OAK DEN PHX PDX 63 AAAE Rental Car Workshop, 2016

What does Acceptance look like? Put a contract in place between airport and each TNC company Eliminate illegal operations by legitimizing the TNCs presence at the airport Thoughtfully establish a geo-fence area Start collecting per-trip fee revenue from TNCs Contract improves ability to monitor and enforce activities Review operational parameters Do TNCs have a dedicated space to pick up: in GTC? at curbside? Do TNC drivers park somewhere at the airport where they should not to wait for their next fare? Do drivers use a hold lot facility like other commercial providers? Collect and analyze TNC transaction data Are fees set to appropriate levels? Is there an ultimate adoption rate for TNCs at your airport? What does the airport landside revenue picture look like now and in the future? In many cases, this gives the public what they want and the craziness subsides! 65 AAAE Rental Car Workshop, 2016

Keys for an equitable TNC agreement Fee collection Activation fees Per-trip fee Reporting and payment terms Frequency and method of trip reporting Audit procedures Fines for violations Driver and vehicle standards Driver registration procedures, background checks? Compliance with legal / HR requirements Insurance requirements Recapture revenue from prior illegal TNC operations Think temporary and flexible, trial before fully committing! 72 AAAE Rental Car Workshop, 2016

Unintended consequences of implementing TNC agreement Taxi market share may decline, formal MAGs may not be met, and agreements may need to be renegotiated Passengers and employees who currently use public transit may shift to TNCs if time savings are significant Key performance metrics in existing commercial vehicle and rental car agreements may become obsolete Long-term airport parking demand may be reduced as airline passengers shift to less costly alternatives 73 AAAE Rental Car Workshop, 2016
