Introduction Our roads are important to all of us. They are the lifeline for many of our communities. They provide access to employment, education and healthcare, and allow us to transport goods to, from and within our province. Furthermore, they bring tourists to our communities, visitors to our homes, and customers to our stores. In January 207, the department announced its five-year provincial roads plan that would: Prioritize road work based on safety, traffic volumes, social and economic impacts, input from engineers and input from motorists. Issue tenders earlier in the year to allow for more competitive bidding. Award tenders earlier so contractors can begin work as soon as the weather allows and get more work done in the short construction season. Identify work planned for this year and the following four years so contractors and residents have a better idea what to expect and when roads will be upgraded. Provide flexibility so new road issues can be addressed in a timely manner. Allocate $77.2 million for the first year of the five-year plan. This year, we are doing it again. Last year, we announced 75 per cent of the projects planned for 208-9. This year, we have added the remaining 25 per cent based on emerging issues, input from engineers, and input from residents. This approach ensures the best value for every dollar invested and the full use of Newfoundland and Labrador s short construction season. Another $77.2 million has been allocated for this year s work. This does not include Trans- Labrador, Team Gushue, and the Sir Robert Bond Bridge. 2

The Approach Early planning improves value for money by enabling the department and contractors to use the full construction season and leads to competitive pricing. A multi-year plan provides the following advantages:. Early Tendering Tendering projects early in the calendar year will lengthen the construction season by as much as four to six weeks. 2. Economies of Scale Grouping smaller projects in nearby areas allow contractors to save money and spread costs across tenders allowing them to bid lower prices on tenders. 3. Funding Partnerships Planning early in advance allows the department more time to submit eligible projects to be considered for federal costshared funding programs. 3

The Ranking Process Engineering assessments and thresholds have been developed in consultation with the department s engineers, drawing on metrics such as the International Roughness Index, rutting depths, provincial bridge inspections, road classification, Annual Average Daily Traffic volumes and other advanced pavement data collected using the Automatic Road Analyzer unit. The ranking involves an assessment of measures such as reliability, safety and usage. Each measure is given a weighting, with significant value assigned to the reliability of the infrastructure to address issues before they become significant safety concerns. The engineering assessment process is reviewed annually and improved to account for changes in such things as technology or user needs. To inform the 208 Edition of the plan, a public consultation was held in November 207. Through this process, more than 470 submissions were received from the general public identifying various roads related issues. These submissions were considered in the development of the plan. Night-Time Construction In 207, our government began an innovative project that looked at ways the department can reduce slowdowns at high traffic periods of the day on our highways during the construction season. As part of our night-time road construction pilot project, seven sections of the from Kenmount Road to Salmonier Line were paved at night. The travelling public indicated that small detours while travelling in the evening were much better than significant waits in long lines of traffic during the daytime. Detours were established to ensure the safety of the travelling public and people working on the roads. Because night-time work is intended to reduce travel delays, detours must also be short enough to not add other delays. Road projects scheduled for this year are the ones that rank the highest based on safety, traffic volumes, social and economic impacts, input from engineers and input from the public. 4

Projects with the highest rankings and that are scheduled this year are not located in areas with suitable, short detours. The department will continue with road work at night as there are highways suitable for night-time construction in future years of the plan. Asphalt Testing An asphalt testing pilot project began in 207-8 to examine the asphalt specifications best suited for our province s climate and environment. Five sections of the between Foxtrap and Holyrood were paved using different types of liquid asphalt. Each section is less than one kilometre in length and will be monitored twice annually once in the spring and once in the fall to determine how well it is performing based on factors such as traffic volumes and weather conditions. The first monitoring is scheduled to take place in spring 208. Labrador Investments Road improvement projects will continue on the Trans-Labrador this year, including continuing paving from Mary s Harbour to Charlottetown Junction, and work to begin paving between Pinware and the Quebec border and paving from Cartwright Junction to Charlottetown Junction. We will continue to work on phases two and three of the Trans- Labrador in the future years. Crack Sealing The Department of Transportation and Works is reintroducing its use of crack sealing, beginning in 208-9. Precipitation followed by frequent freezing and thawing accelerates the deterioration of asphalt. Sealing pavement cracks prevent water from entering the asphalt. When water is kept out, pavement deterioration is slowed. Crack sealing can extend the life cycle of pavement. 5
