HANNIBAL - Evaluation Roadside Interview Surveys of Users of the Mont-Blanc and Fréjus Tunnels (summer 1998) - the key results of these surveys are presented here Semi-directive interviews with managers and operators (on-going) Analysis of messages sent and received during the demonstration period (1 Dec 1998-31 Jan 1999) HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 5
User Surveys: Purpose to determine user behaviour to determine user perceptions and attitudes to evaluate the impact of the first HANNIBAL demonstration (summer 1998) HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 6
Methodology Where? Mont-Blanc Fréjus Cluses Toll Plaza, on the A40 (F I) Tunnel entrance, Courmayeur (I F) Tunnel entrance, Modane (F I) Tunnel entrance, Bardonecchia (I F) When? 4 days at each site: 3 July (Friday) 18 July (Saturday) 12 August (Wednesday) 28 August (Friday) From 06.00 to 22.00 hours on each day HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 7
Data Collected A total of 2 500 interviews were carried out (1 223 for Mont-Blanc and 1 277 for Fréjus) Questions covered the following: Origin & destination Pre-trip information obtained Information received during the journey and incidents met Reaction to information received and to project in general Nationality Trip frequency, journey purpose, age, sex and occupation (light vehicles only) Type of work and annual km s travelled (HGV s only) HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 8
Commentary The number of interviews carried out was considerably greater than was anticipated The random selection method has resulted in a high level of statistical significance HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 9

In each case, they add up to more than 100% as some respondents used more than one information source. HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 16
Incidents en route Some 30% of respondents stated that they met an incident during their journey 38% of incidents met were roadworks 32% for the Mont-Blanc route and 44% for Fréjus 22% were queuing or stationary traffic 15% were accidents 11% were precipitation HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 17
Information Received on Incidents Overall, 47% of respondents who met an incident on their journey received information on it (by radio, VMS, etc) Percentages for each route/direction are: Total By VMS By radio Mont-Blanc (French side) 60% 45% 19% Mont-Blanc (Italian side) 35% 0% 29% Fréjus (French side) 36% 25% 15% Fréjus (Italian side) 56% 35% 18% HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 18
User Comments (1) Question: "The aim of the traffic management project called HANNIBAL is to supply homogeneous information on the Paris - Lyon - Trieste corridor. As a user, what do you think about it?" (spontaneous answer) Overall responses: Don't know the project/no comment 40.4% Positive comment (good, useful, etc) 57.2% Negative comment (not necessary, etc) 0.6% Other comments 5.2% Note: percentages add up to 103.4% as some respondents made more than one comment HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 19
User Comments (2) Routes with the highest percentages of positive comments: Mont-Blanc (French side) Fréjus (Italian side) Possible explanations are: Differences in radio coverage (e.g. a single frequency on 107.7 FM from Paris and Northern France to Mont-Blanc) SAPRR provision of radio information about HANNIBAL during the survey days (in French and English) Differences in VMS provision The incomplete state of the motorways in the Maurienne valley (French side of Fréjus) and in the Aosta valley (Italian side of Mont-Blanc) HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 20

Conclusions (User Surveys) Where there were incidents, 47% of users were informed about them (rising to over 50% on the French side of Mont-Blanc and the Italian side of Fréjus) Overall response to the project was favourable, with a majority of comments being positive on the French side of Mont- Blanc and both sides of Fréjus HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 23
Conclusions (Other Aspects) Data Exchange: in operation (first time there has been cross-border data exchange using DATEX-Net) continuing beyond the demonstration period Surveys of Operators and Traffic Managers: initial analysis has shown a positive response, i.e. the system is generally felt to be relevant, works well in practice, improves information provision and has led to closer co-operation between motorway companies HANNIBAL: TTCM8 Results Presentation, 9th March 1998 - Slide 24
