Virginia NextGen Focus Leap Ahead Technologies that will improve access to Virginia communities and provide economic development opportunities Technologies in Airspace Control Aircraft Capabilities Airport Capacity

Virginia NextGen Potential The VA NextGen potential can only be met through a comprehensive approach that accounts for the technology, process, and people parts of the puzzle. VA Areas of Responsibility AWOS-III or best available at every airport Support Approach Development Promote Air Taxi & Charter Service Passenger-friendly facilities Help Communicate New Opportunities Get Airport Support for NextGen Project our People needs Project Management team focus Enhanced Airport Capabilities Passenger Friendly Facilities FAA Areas of Responsibility ADS-B equipage for aircraft Community Outreach Program Airspace Improvements Equipment TSO, STC support, aircraft RNP Certification Approaches Surveys where missing, lowest minimum, priority development Outreach Notification of the new capabilities, success stories Airfield data collection instrumentation AWOS data into NADIN SFRA procedures for Best Equipped, Best Served access 21

Virginia s Model NextGen Airport Enhanced Airport Capabilities Best available weather information Lowest possible approach minimums to every runway end Enhanced terminal procedures Improved traffic situation awareness and separation services Increased Throughput Less IFR wait time on ground Less Holding to and from airport Passenger Friendly Facilities Covered passenger terminal facilities Passenger amenities Ground transportation Community Outreach Program NextGen benefits outreach to communities and operators Air Taxi, Charter and Business Aircraft marketing Balance Part 121 initiatives around the nation with a Part 135/91 NextGen application

Enhanced Airport Capabilities (I) Best available weather information: AWOS into the NADIN Lowest possible approach minimums to every runway end: GPS, LPV, LP Enhanced terminal procedures where required: RNP, continuous climb and descent Improved traffic situation awareness and separation services: ADS-B, TIS-B Evaluate future technologies: Virtual Tower LEGEND ADS-B INFRASTRUCTURE Existing New To be developed Non ADS-B Equipped TIS-B Source FIS-B Provider (AWOS) LCGS UAT ADS-B Equipped Radio Station Control Station 1090ES Improved Approaches (i.e., LPVs, LPs) FAA AVT RNP 23

Enhanced Airport Capabilities (II) Best available Weather Increases safety, and improves situation awareness Allows better enroute weather decisions Same quality as XM weather but provided by the FAA free of charge to UATequipped aircraft; JPDO Weather Group looking at 4D Weather Cube technology RVR sensor for inclement weather NADIN interface VA working with FAA to modify reporting requirements 24

Enhanced Airport Capabilities (III) Lowest possible approaches to every runway end LPV provides near precision approach minimums LP approaches to be used in obstacle-constrained environments Target approaches for every runway end Runway improvements where required (i.e., lights, etc.) Increases access during IMC, increases safety, reduces diversions and related fuel consumption LP 25

Enhanced Airport Capabilities (IV) Enhanced Terminal Procedures - RNP Curved approaches (i.e., to alleviate community issues, circle-to-land) Improves situation awareness, obstacle clearance, and reduces fuel burn, flight time, and emissions Sensitive Residential & Golf Area Limits Straight-In Option NOT to Scale RNP Options for RWY31 App and Missed? 26

Enhanced Airport Capabilities (V) Enhanced Terminal Procedures - Continuous climb out and descent ops Standard Terminal Arrival Route Optimal Profile Descents (STAR OPDs) RNAV/RNP Standard Instrument Departures (SIDs) Opportunity to mitigate significant lateral and vertical deviations off optimum trajectory through NextGen equipage Reduces fuel burn, flight time, and emissions Typical STAR Approach STAR OPD Approach 27

Enhanced Airport Capabilities (VI) Improved traffic situation awareness and separation services ADS-B In Improves Traffic awareness Enhances safety Separation applications Ground surveillance VA Phase 1 is 7 stations equal to or better than current RADAR VA Phase 2 is and additional 7 stations by late 2011 ADS-B Display with TIS-B Traffic 28

Enhanced Airport Capabilities (VII) Evaluate future technologies: Low Cost Ground Surveillance (LCGS) Reduces the number and severity of runway incursion incidents at small- to medium-sized airports where current airport surface detection equipment (ASDE- X) is too expensive to deploy Increases safety, improves situation awareness, and eliminates one-in and oneout procedures Sample ASDE-X Display 29

Enhanced Airport Capabilities (VIII) Evaluate future technologies: Automated Virtual Tower (AVT) For non-towered, single-runway airports and possibly very low density multiple runway airports Provides sequencing services and basic airport information without the use of personnel at an enhanced level Enhances separation and simultaneous operations in IMC; increases reliable access, efficient Air Taxi operations, avoidance of major airports; and increases transportation services to rural communities 30

Related Airspace Improvements (I) Crossing and Passing using enhanced ADS-B applications Enables climbs and descents through altitudes where current non-ads-b separation standards would prevent desirable altitude changes Evaluate application of Q and T Routes for GA Reduces fuel burn and emissions ADS-B Climb Example ADS-B Transceiver and Onboard Decision Support System ADS-B Out (required) Desired Altitude FL220 No ADS-B capabilities ALLOWED FL200 Spacing Criteria FL180 Investigate similar ADS-B applications such as Interval Management and In-Trail Procedures. 31

Related Airspace Improvements (II) Evaluate DC SFRA procedures for Best Equipped, Best Served access Current SFRA access procedures do not account for aircraft equipage Revamping the SFRA procedures will reduces flight time, fuel burn, and emissions Changing SFRA procedures will be complex and require FAA involvement and support. 32

Passenger Friendly Facilities Enhancing airports capabilities, although vital, is only part of the Model NextGen Airport. Positive experiences getting to/from the airport and while at the airport will bring the customer back The following airport enhancements will facilitate a positive customer experience: Covered passenger terminal facilities that are well lit, air conditioned, and comfortable Passenger amenities (i.e., outlets, Internet, cell phone coverage, etc.) Ground transportation to/from the airport should be convenient DOAV and the localities will be responsible for creating Passenger Friendly Facilities. 33

Community Outreach Program Rebranding is required for many smaller airports The Community Outreach Program must be developed and implemented to get the word out on NextGen benefits and availability of Air Taxi, Charter, and Business Aviation services. Efforts may include: Dedicated Internet site portal Internet advertising Billboards Etc. The Community Outreach Program should tie in, where possible, with existing FAA outreach programs Effective communication is a key success factor in moving NextGen forward. 34
