INTRODUCTION The Attraction Safety Team at Westlakes Engineering is one of the world s leading ride reviewing and inspection bodies. The team was originally formed in 1986 at the consulting engineers Allott and Lomax. The team continued to grow and build its reputation through successive takeovers by Babtie Group and Jacobs Engineering before being acquired by Westlakes Engineering in 2015, where they now operate out of the Manchester office. The Attraction Safety Team at Westlakes is respected within the industry and operates as a type A registered inspection body in compliance with BS EN 17020:2012 and the Amusement Device Inspection Procedures Scheme (ADIPS) which operates in the UK. In addition to this the team is registered to work in other countries and provides approval and certification throughout the world to various suites of technical standards including EN, DIN, JIS and ASTM. 5

INSPECTION Westlakes Attraction Safety Team has over 30 years experience in carrying out amusement ride inspections in accordance with various localised schemes throughout the world. Westlakes are a type A (third party) registered inspection body and operate in accordance with ISO 17020:2012 Conformity assessment -- Requirements for the operation of various types of bodies performing inspection, a recognised international standard for inspection. The scope of the inspection work undertaken by the Attraction Safety Team is defined in accordance with local and international schemes. The majority of inspections are carried out to the Amusement Device Inspection Procedures Scheme (ADIPS), which operates in the UK and the principles of which can be applied throughout the world. We can provide expertise in all engineering disciplines; Mechanical, Structural, Electrical, Non-Destructive Testing, Control System, Hydraulic and Pneumatics. As part of Westlake s inspections the team can undertake functional tests of attractions to ensure the safety critical aspects of their design continue to operate as intended. The Attraction Safety Team undertakes inspections for major amusement park operators in countries around the world including; Merlin Entertainments (UK, USA, China, Japan, Finland, Belgium) Gold Reef City (South Africa) Resorts World Sentosa (Singapore) Nicco Parks (India) Ocean Park (Hong Kong) The team carries out inspections at ride fabrication facilities worldwide to assess the quality of the manufacturing processes and audit the procedures the fabricator uses to ensure the output meets the specified standard. 7

REVIEW The Attraction Safety Team can provide a fully independent Design Review service to fulfil Pre Use Inspection and Conformity Assessment Body type roles. Typically these reviews are in three stages: a Design Review, Assessment of Conformity to Design and Initial Test. The Design Review process is used to demonstrate that an attraction complies with legislation, regulations and standards; and is safe to operate. Many countries around the world now require new rides to be subject to an independent review. The Attraction Safety Team has delivered independent Design Review services to clients operating attractions in the USA, Europe, Africa and Asia, and has developed a very good reputation through working with the certifying and licensing authorities around the world. The team were responsible for the Design Review of the world s most famous observation wheel, The London Eye. The Assessment of Conformity to design is a process where the ride or attraction is checked to ensure build quality compliance with a design that has been subject to Design Review. The Assessment of Conformity can be tailored to suit the particular requirements of the client The Initial Test is undertaken once the ride is fully installed and commissioned and the purpose is to ensure that the ride functions as intended. This is usually made up of a number of different tests that measure and record performance rather than just a check of the ride function. A properly completed Initial Test will validate all ride safety. Project Example: Universal Studios Singapore The team acted in the role of Conformity Assessment Body on the new Universal Studios in Singapore. In this role, the assessment of conformity was completed in two discrete packages of work. The first was a Manufacturing Audit, which included a visit to audit manufacture of the ride components and witness factory acceptance testing. The second was Testing and Inspection, which included a visual inspection of the attraction once installed and incorporated witnessing of the onsite commissioning by the manufacturer. The aim of this process is to ensure that the ride truly conforms to the design that has been reviewed. 9

CONSULTANCY The Attraction Safety Team uses its wealth of industry experience to assist amusement park operators in areas outside of inspection. When purchasing attractions, Westlakes can help the client to decide which type of ride is most suitable, assist with sourcing the attraction and conduct an inspection of the attraction prior to the purchase being finalised. These due diligence and acquisition services can be tailored to a client s needs or requirements and help to protect the client s interests and finances when making second-hand purchases. Westlakes has undertaken feasibility studies for theme park owners. These studies are generally undertaken when considering modifications to existing large attractions e.g. roller coasters. The study can provide suggestions for new track layouts or design and assess the impact of the modifications on the existing attractions. Also, feasibility studies have been undertaken for clients that are considering installing new attractions. Many owners and operators are looking for novel and new concepts for their latest attractions. Such innovation requires specialized engineering experience and knowledge. Westlakes can provide Technical Specification, Risk Assessment and Hazard & Operability (HAZOP) studies for modern high profile and bespoke projects. Our clients have found that a Technical Specification is invaluable as this ensures the client s requirements are clearly defined and succinctly described to the vendors. The Risk Assessment & HAZOP is a formal process that ensures all safety related aspects of the attraction are identified. This will then propose solutions and features that must be incorporated into the final design. The team has within it some of the most knowledgeable and experienced engineers in the amusement attraction industry. These engineers have suitable experience and credentials that allow them to act as expert witnesses in any litigation or legal proceedings that relate to this specialised industry. 11

DYNAMIC ANALYSIS The team has developed specialised computer software, which can produce theoretical ride dynamic performance predictions for any ride or given track profile. Thereafter using state-of the-art technology and sophisticated engineering solutions, the accelerations (g-forces) can be measured on the ride and compared to the theoretical results. The engineers use their expertise in this area of amusement attraction engineering to identify problems with track profiles and offer suitable engineering solutions to improve dynamic performance. In addition, the software can be used together with the team s structural engineering expertise to undertake track design, and has been used in the development of rides such as Thunder Coaster (Tusenfryd, Norway) and Antelope (Gulliver s World, UK). Acceleration measurement is a useful tool in monitoring the ride dynamic performance as the ride ages; this is particularly useful on timber roller coasters. Dynamic performance measurement and analysis services can be incorporated into the Annual Inspections or as a stand-alone service. 13
