Frost Law Weight Restrictions DATE: March 04, 2013 SUBJECT: Seasonal Weight Restrictions Effective 6 AM Monday, March 11, 2013, the Genesee County Road Commission will place seasonal weight and speed restrictions on all county roads within Genesee County. These restrictions will remain in effect indefinitely. When spring weight restrictions are in effect on frost-restricted routes, axle loadings are reduced by 25 percent on rigid-based roads and 35 percent on flexible-based roads. Most restricted county roads reduce axle loading by 35 percent. Speed limits on frost restricted routes are reduced to 35 mph for every vehicle over 10,000 lbs. gross weight. No truck, tractor or tractor with trailer, or any combination of such vehicles with a gross weight, loaded or unloaded, in excess of 5,000 pounds shall exceed a speed of 50 miles per hour on highways or streets or 55 miles per hour on freeways. Speed shall be reduced to 35 miles per hour where reduced loadings are being enforced during the period of seasonal weight restrictions. (810) 767-4920 Ext. 232 Reconstruction and Widening of Fenton Road to Begin Wednesday The Genesee County Road Commission, Michigan Department of Transportation, Fenton Township and City of Fenton are pleased to announce the reconstruction of Fenton Road in the City of Fenton and Fenton Charter Township. Starting Wednesday, May 8 th at 7:00 a.m., Fenton Road between Bly Street and Butcher Road will be under construction. The entire project will be constructed in phases in order to minimize disruption to the local community. The first stage will start at Bly Street and end just north of Garnet Drive. This phase of construction will be built while maintaining one lane of traffic in each direction of travel. The anticipated completion date for this phase of construction is July 3, 2013. The remaining phases will be constructed after the July 4 th holiday and will require a detour of Fenton Road. Genesee County Road Commission will keep the public updated as new phases begin. The detour route, once posted, will be Thompson Road, Torrey Road and South Long Lake Road. Detouring will not be posted until after July 4th. FOR IMMEDIATE RELEASE May 2, 2013 Contact: Steve Katenhus, Michigan Department of Transportation 989-233-3794 MDOT Update Lane closures on I-75 in Flint, May 5th The Michigan Department of Transportation will be performing a routine bridge inspection on the CN Railroad bridge over I-75 in Flint on Sunday May 5 th. The CN railroad bridge is just south of the I-75/I-69 interchange. Lane closures will be necessary on I-75 in order to perform the work. Lane closure and expected times are as follows: Starting at 6:30 am on May 5th, the center and outside (right) lanes of southbound I-75 will be closed and one lane of traffic will be maintained in the median lane. Both ramps coming from I- 69 will remain open to traffic and will be allowed access the SB I-75 median lane. Lane closures will be in effect until approximately 8:30 am. Once inspection is completed, crews will move to northbound I-75. Starting approximately 9:30, the median (left) and center lanes of northbound I-75 will be closed and one lane of traffic will be maintained in the outside (right) lane. All ramps will remain open and traffic will be allowed access northbound I-75. Lane closures will be in effect till approximately 11:00 am. FOR IMMEDIATE RELEASE May 6, 2013 Contact: Ken Johnson (810) 767-4920 Public Meeting/Open House/Input Session - Flushing Road Rehabilitation The Genesee County Road Commission has announced that a public meeting, open-house and input session for the rehabilitation of Flushing Road from Mill Road to Eldorado Street will be held on May 13, 2013 from 6:00 pm to 7:00 pm before the Flint Charter Township Board meeting at the Flint Charter Township Government Center, located at 1490 South Dye Road, Flint, Michigan. The purpose of the meeting is to share information and get public input regarding the proposed resurfacing of Flushing Road from a 4 lane to a 3 lane roadway. The agenda will be an informal "Open House" with proposed maps, plans, costs and study reports available for public review. Comments from the public will be recorded. The public is welcome and encouraged to attend. The project is presently being designed. Actual construction work will begin in July 2013, with the goal of being completed by early October 2013. The road will be open to thru traffic during construction with at least one lane open in each direction. Reconstruction of this heavily traveled corridor is expected to cost over $917,000. It is being funded primarily with federal 2013 Surface Transportation Program funds administered through

the Michigan Department of Transportation, the Federal Highway Administration and the Genesee County Road Commission. This open house and input session complies with the intent of the Michigan Operations Manual D-121 for projects proposing to convert 4-to-3 lane roadways using Federal Aid transportation funds through the Michigan Department of Transportation and the Federal Highway Administration. The GCRC maintains more than 1,813 miles of roadway and more than 250 signalized intersections. The GCRC recently developed a Safety Improvement Plan for County Roads that was funded jointly by the GCRC and the AAA Foundation for Traffic Safety, sponsor of the U.S. Road Assessment Program (usrap). The plan development was based on the usrap Tools software, an innovative software tool for identifying infrastructure improvement needs for safety. Elements of the safety improvement plan include shoulder paving, pedestrian crossings, sidewalk provisions, delineation improvements, lane widening, intersection signalization, left-turn lane provisions, roadside barriers, road surface improvements, and rail crossing upgrades. The development of the plan was completed in early 2013 and is now proceeding to the programming and implementation stage.

We are proud to honor the Genesee County Road Commission its innovative method of identifying opportunities to improve safety and for putting together such a comprehensive plan of improvements, said Greg Cohen, Executive Director of the Roadway Safety Foundation. By partnering with the AAA Foundation for Traffic Safety and using the usrap Tools software, the Genesee County Road Commission was able to make sure all roadway safety issues were addressed in the plan. FOR IMMEDIATE RELEASE November 7, 2013 Contact: Manager-Director John Daly (810) 767-4920 ext 243 Genesee County Road Commission wins national Roadway Safety Award The Genesee County Road Commission's focus on highway safety and its penchant for forming strategic partnerships with other agencies have been acknowledged by the Federal Highway Administration and the Roadway Safety Foundation, in the form of a 2013 National Roadway Safety Award. The award, which "recognizes the particular benefits of the usrap Safety Improvement Plan for County Roads in Genesee County Michigan and the commitment to roadway safety of [the Road Commission]", was presented to the Road Commission at the biennial Roadway Safety Awards Ceremony on Wednesday, November 6, 2013 in Washington D.C. The U.S. Road Assessment Program (usrap) is a project of the AAA Foundation for Traffic Safety. Designed to facilitate strategic investments in safety, usrap provides powerful tools for understanding risks on local, state, or interstate road networks. It is modeled after similar programs in Europe and Australia which are currently being used in over 70 countries to inform road agencies of the level of safety on the roads they manage and to help them provide informed advice to motorists, auto clubs and others. In 2008, the Road Commission participated in an 8-state pilot project to quantify the benefits of usrap and assess and benchmark the relative safety of roads using crash history data and

roadway inventory data. In 2013, following successful completion of the pilot, usrap conducted a study of 535 miles of Primary and Local roads in Genesee County. The study used the usrap Tools software to develop alternative safety improvement programs which recommend various safety improvements. The program with the highest value in safety benefit to the County road system, based on estimates of the societal cost of crashes used in Michigan, would cost $ 15.9 million over 20 years and provide $37 million in benefits, translating to an overall benefit-cost ratio of 2.3..The improvements in the recommended program include shoulder widening and paving, pedestrian crossings, and sidewalks. Other safety improvements recommended for consideration for various locations in Genesee County include road surface improvements, lane widening, signalizing intersections, installing roundabouts and upgrading railroad crossings. According to Fred Peivandi, County Highway Engineer and Director of Engineering for the Road Commission, inadequate road maintenance funding, a longstanding problem in Michigan, might limit options. "Our biggest challenge is to find the funding to incorporate the feasible recommendations into projects. We will try to implement these recommendations into already proposed projects and have done so in our current road improvement program." At the same time, he points out that even if funding for project implementation is limited, the program is still valuable. "We can also use the recommended locations as applications to MDOT for statewide competitive federal safety funds."
