PILLERTON PRIORS PARISH COUNCIL MEETING The 182nd Meeting of the Pillerton Priors Parish Council was held on Thursday 12 th January 2017 at 7.30pm in Pillerton Priors Village Hall. All Parishioners were welcome to attend. Present: Cllr Ian Greenall Cllr Dave McWhirter Cllr Dominic Sant Cllr Chris Wilkinson Sue Greenall (Parish Clerk) Residents P Beesley, P Crookes, T Crookes, M Fox, N Goodwin, J Ingall, S Ingall, E Jones, R Smythe, R Thompson Councillors Cllr I Seccombe (WCC), Cllr P Seccombe (SDC) Number Item 1 Chairman s Welcome Ian Greenall welcomed everyone to the meeting. 2 Apologies There were no apologies. 3 The Minutes of the 181 st Parish Council Meeting held on 13 th October 2016 were approved and signed by Ian Greenall. 4 Matters Arising from the minutes. 4.1 Village Litter Pick The residents who attended the litter pick on Saturday 22 nd October were thanked. It was noted that there was not as much collected this time compared to the Clean for the Queen in March 2016. Another litter pick is planned for March 2017 which will be advertised in the usual places in due course. 4.2 Dog Fouling During the litter pick the amount of dog fouling that is being left by irresponsible dog owners was noted. It was especially bad along the Walton Lane and Kineton Road although it was also found throughout the village and on the footpaths across fields. Dog fouling can be reported to Stratford District Council using its online form. A dog waste bin was suggested so the Parish Clerk had contacted Stratford Distict Council who had said a bin would cost us 320 to install plus an emptying fee which is currently 102.57 per annum. The residents present were asked for their thoughts and after discussion they felt that dog owners should bag up any fouling and deposit it in their black refuse bin rather than a bin being installed. 4.3 Noise Complaints Chris Wilkinson had spoken to the resident regarding the reports of noise nuisance and he was sorry for any inconvenience his hobby caused and would take measures to avoid similar issues. As requested he had cut back the overhanging willow tree that was reported at the last meeting. 4.4 County Councillors Grant Fund The Parish Council thanked Cllr Izzi Seccombe for the grant of 500 towards the speed gun project. The project was discussed later on the agenda. 5 Treasurer s Report Dominic Sant presented the financial report up to the 12 th January 2017. Dominic reported that the Council would be on budget for the financial year leaving just under 5000 in reserves. Dominic also reported a request from the CAB for a donation. The Parish Council were supportive of making a grant of 75 and the residents

approved the donation for financial year 2017/18. Dominic informed the meeting of the audit return that had been approved. R Smythe asked what Governor Training covered and Dominic replied that it was a typing error that should read Councillor Training to pay for appropriate courses. 6 Parish Precept 2017/18 Dominic presented the proposed budget for 2017/18. He explained how he intended to amend some of the 2016/17 budgets whilst decreasing the precept from 3500 to 3065, 70 of which is covered by the Council Tax reduction grant. A question was raised regarding the budget for grass and hedge cutting. R Thompson explained that this covered the expenditure to maintain the village communal areas. The proposed budget was then proposed for approval by M Fox and seconded by D McWhirter. 7 Planning Applications 7.1 15/03631/OUT Outline application for 10 dwellings with associated access. All other matters reserved at Land In Pillerton Priors off A422 for Rev J Findon. The application had been made valid on 18 th November 2015 and the Parish Council had supported it. Some amended plans were submitted regarding the access and hedgerow but we have not heard anything since. The most recent advertised target decision date of 21 st December 2016 had been missed by SDC. It is classed as a large application so will be heard at a meeting of SDC s East Area Planning Committee on a date not known at present. Cllr P Seccombe had contacted SDC regarding this application and he had been told that the application was being looked at by its 5 th Planning Officer. He had informed them that it should be looked at urgently. Cllr I Seccombe informed the meeting that WCC Highways had been consulted on the amended plans and had no objection. 7.2 Planning Appeal APP/J3720/W/16/3152593 Construction of 3 detached dwellings at Land Off, Priory Lane, Pillerton Priors for Mr Williamson. This was refused by Planning Committee on 20 th January 2016 and an appeal was lodged on 14 th July using written representations that had to be submitted to the Inspector by 17 th August. The appeal was dismissed on the 13 th October 2016. Cllr P Seccombe queried the reasons the inspector had refused the application as both Parish Council and Ward Member had objected. 7.3 16 /03017/FUL Construction of 40m x 20m ménage comprising 1.2m high post and rail fence and gates, with sand surfacing. Change of use of land from agriculture to equestrian at Dickensbury Farm Walton Lane Pillerton Priors Warwick CV35 0PJ for Mr Goodman. Comments were by 27 th October and the Parish Council made no representation. Planning with permissions was granted on the 7 th November 2016. 7.4 16/03213/FUL Proposed single storey side extension to main house, extension to garage, alteration to outbuildings to include relocation of doorway to office with canopy and alterations to pig sty at Keepers for Mr & Mrs Burton. Comments were by 7 th November and the Parish Council made no representation. Planning with conditions was granted on the 22 nd November 2016. 7.5 16/03288/TPO T1 (Tree ID 0B2L), whitebeam: Dead. Heavily reduce crown to create monolith. T2 (Tree ID 0B2A), ash: remove dead central limb. Remove higher of 2 limbs with fungal brackets. Low limb to the south west aerial inspection and reduce end weight, by reducing upright growth at end of limb, as dictated by extent of decay at Kineton Road for Warwickshire County Council, Forestry Section. Comments were by 2 nd November and the Parish Council made no objection and the application was approved on the 30 th November 2016. 7.6 16/03449/FUL Block of stables at Land To North Of Pillerton Priors (East Of Walton Road Near Junction With Fosse Way) Walton Road for Mr & Mrs Meechan. Comments deadline was 21 st November 2016 and the Parish Council submitted no representation to the application but asked questions over access, drainage, lighting and future conversion

to residential. The revised date of determination was 22 nd December 2016 but we are waiting to hear. 7.7 16/03320/FUL Demolition of existing dwelling and construction of replacement part single, part two storey detached dwelling at Leylett for Mr Cowan. On 9 th November 2016 the Parish Council submitted a no representation response with some thoughts on improvements that could be made to the application. We were aware that meetings had been held between the applicants and neighbours where an agreement had been made to submit amended plans but these would be after the consultation deadline. When the amended plans were submitted they took on board many of our issues raised by the so we submitted an amended no representation response on the 4 th December 2016. Permission with conditions was granted on the 12 th December 2016. 7.8 16/03063/FUL Proposed erection of one and a half storey side extension and raise height of existing roof at Meadow Way for Mr & Mrs Gardner. The Parish Council had no objection.comments were by the 21 st December with a target date for decision of 23 rd December but we are waiting to hear. N Goodwin advised the meeting that the applicants had been asked to modify the roof design by the Planning Officer. 7.9 16/03593/FUL Erection of two storey infill extension, internal and external alterations to existing dwelling. Demolition and replacement of existing cartshed and formation of new yard at Newborough House for Mr & Mrs Perry. Consultations ended on 13 th December and the Parish Council made no representations. This had a decision target date of 29 th December but permission with conditions was granted on 20 th December. 7.10 16/03520/FUL Erection of one dwelling and associated works at Edoras for Mr S Gant. The consultation period ended on 30 th November and the Parish Council objected to the over development of the site. The application was withdrawn by the applicant on the 19 th December. 7.11 16/03556/FUL Two storey side extension, 3x front dormer windows, rear pitched roof on dormer window and car port at Little Cadbold for Mr & Mrs Johnson. Comments deadline was 3 rd January 2017 and the Parish Council submitted an objection to the application based mainly on the size of the development within the site and the increased height would set a precedent for the buildings in that area. We are waiting to hear the decision. 8 Pillerton Priors Neighbourhood / Parish Plan Dave McWhirter reported the progress to the meeting. Since our Neighbourhood Plan had been put on hold, the SDC Core Strategy had been adopted. A meeting had taken place with Matthew Neal and Fiona Blundell at SDC to discuss the way forward. The meeting were informed that a Neighbourhood Plan would require a lot more detail but would hold weight in any planning application decisions. However a Parish Plan, although carrying less weight, would be less intensive and in our opinion a large amount of the work for a Parish Plan had already been completed as part of the initial Neighbourhood Plan. N Goodwin had written his Neighbourhood Plan notes up in the style of a Parish Plan for which he was thanked. This document has been submitted to SDC for their comments and they have been asked to identify what additional material we would require to create a usable Parish or Neighbourhood Plan. One issue is the village boundary as no one appears to have a definitive answer. S Greenall stated that although the SDC planners appear to have their view on our boundary it was up to us to argue what we regarded as the boundary.the approved Neighbourhood Plan area was the whole Parish but the village boundary appears to be a moving line around the built up area of the village where it is easier to build within the boundary than outside of it. A future meeting is planned with SDC in February and a report will be made to the Parish Council meeting in May. By then we should know what additional work is needed for either option and there is still some money in the budget if specialist advice is required. Until that point it is not known what

support will be needed in the way of volunteers so this will be addressed at that stage. Cllr P Seccombe reported that a Neighbourhood Plan had been used by an Inspector to refuse a planning application. Cllr I Seccombe suggested that WCC highways may have their thoughts on where our village boundary is. She also stated the additional time that a Neighbourhood Plan would take as it has to go to referendum before acceptance.the Parish Clerk will follow this up. Cllr P Seccombe stated that part of the document would be a Housing Needs Survey to identify the type of housing required and locations. However Cllr I Seccombe warned that once a survey has been completed you are obliged to follow through the outcome so we needed to be cautious. R Thompson referred to a plot of land that he thought was left for social/local housing as part of the Homestalls Meadow development. 9 Village Issues 9.1 Pop Up Pub Chris Wilkinson advised the meeting that the next pop up pub is being held on Friday 13 th January from 6pm to 9pm where all were welcome. 2 per adult and bring your own drink and snacks. 9.2 WCC Community Computers Scheme 2016 17 The Parish Council applied to this scheme and were fortunate to be given a laptop by WCC to assist with Parish business. Cllr I Seccombe was thanked. 9.3 Community Speed Watch Ian Greenall and Neil Goodwin met with the Ettington and Alderminster groups to discuss progress. Ettington Parish Council had agreed to fund a refurbished gun with the intention of renting it to other groups. We had originally applied to the Warwickshire County Councillors Grant Scheme to look to purchase our own gun. We were awarded 500 on the condition it was used in conjunction with the Ettington scheme. On 10 th January 2017 I Greenall attended training at TeleTraffics offices in Warwick along with Ettington and Alderminster volunteers. During talks an informal arrangement was discussed where we use our 500 grant money to pay the 250 annual calibration for two years and Alderminster pay for year 3 initially. This agreement has to be approved by Ettington Parish Council but would mean we have access to the gun at least one week per month. N Goodwin and the other volunteers were thanked for the work they had undertaken on behalf of the project. 10 Any Other Business 10.1 I Greenall reported that a large road sign just before the Fosse crossroads had fallen down. Cllr I Seccombe would report this to WCC. 10.2 C Wilkinson reported that a resident had mentioned the overgrown hedge after the garage towards Ettington. The hedge in question may be the late Miss H Brown so it would be monitored at this stage and no action taken. 10.3 D Sant informed the meeting that Ettington First Responders had two defibulator units on offer at present. They had lent one to the Stratford Park Run and have asked if the other one is something we may be interested in. The Parish Council had objected to the telephone box being removed and wondered if that might be a suitable location should we wish to take up the offer. If the telephone box is to remain it needs to be cleaned. Cllr I Seccombe warned the meeting that Halford had saved purchased their red phone box and had since received electricity bills of 350 per year. BT will be asked for proposed costings to purchase and run the box. If we did agree to the defibulator it would need a heated case which is about 400 that may be raised via donations. Dominic asked if we wanted to pursue the offer as since undertaking training he was keen on the potential benefits of the unit. N Goodwin agreed they were useful but siting is important as security and access are paramount. Cllr I Seccombe suggested speaking the Ettington First Responders as to take up and usage. 10.4 R Thompson reported a pot hole outside his property on Kiblers Lane that appears to be getting larger. Cllr I Seccombe said she would report it but informed residents there was

a WCC pothole hotline where anyone could report a pothole. 10.5 Cllr P Seccombe informed the meeting that as Police and Crime Commissioner he was recommending a freeze on the Police precept for 2017/18. He also gave an update regarding issues in Warwickshire regarding illegal Gypsy and Traveller encampments. He also stated that he would be standing down as our District Councillor to concentrate on his Police role. An election for District Councillor would coincide with the County Council elections on 4 th May 2017. He was thanked for the work, advice and support he had undertaken on behalf of the Parish. 10.6 Cllr I Seccombe informed the meeting that the County Council elections on the 4 th May would be using amended boundaries. This will result in 57 Councillors rather than the 62 as present. A large part of our current division including Tysoe, Oxhill, Whatcote and Long Marston will move to another neighbouring division. Cllr I Seccombe stated that she had decided to stand for the amended Kineton Division which includes Pillerton Priors. 10.7 J Ingall asked about the build up of debris on the A422 and a blocked drain near to Leylett. N Goodwin reported that Severn Trent had been seen at the drain earlier in the day.
