Many thanks to all those who looked out for Cheryl over the years and to Rev Margot Postlewaight, NPT and the Business Association for the lovely funeral. Mangere Mountain Education Centre (Simon Kozak) were finalists for Excellence in Marketing Awards. Pania Newton and the SOUL (Save Our Unique Landscape) Campaign, is striving to #ProtectIhumātao for future generations open letter to the Prime Minister was published in the Manukau Courier. Twenty nine innovative cycling projects and dedicated people from across New Zealand were announced today as finalists for the 2017 Bike to the Future Awards. The awards, organised by the NZ Transport Agency and Cycling Action Network (CAN), celebrate the people and projects making cycling a better way to get around. Outstanding Contribution to a Bike-Friendly Future Award Finalist - Teau Aiturau; Time to Thrive (Triple Teez) Trust and Mangere Bike FIT. Manukau AFC earned promotion to the Northern Premier League following a 1-0 win over Melville. Manukau AFC Women s team are the Auckland Football Federation 2017 Division 1 Champions. Otahuhu Leopards won the Sharman Cup after winning the final vs Bay Roskill 34-20 on 2 September 2017, this has earned Otahuhu promotion to the 2018 Division 1 Fox Memorial Grade. Minutes Page 3
The late John Robertson passed away on the 21 st of August 2017, John was a life member of the Manukau Rovers Rugby Club and served four terms as President of the Bridge Park Bowling Club. Southern Cross Campus Girls 1 st XV are the Auckland Secondary School Champions after winning the final 24-17 vs Onehunga High on the 21 st of August 2017. Southern Cross Girls Campus 1 st XV are the Blues Region Champions after defeating Kaipara College 26-5 in the final on the 28 th of August 2017, Southern Cross have qualified for the New Zealand Barbarians National 1 st XV Championship Girls on 8 September in Palmerston North. The Manukau Magpies Under 20s are the Auckland Rugby League Champions after defeating Marist in the final 22-14. 7 Petitions 7.1 Petition - Boarding House in Otahuhu 8 Deputations The petition received regarding a resource consent for a boarding house at 91 Huia Road, Otahuhu is attached to the back of the minutes. Details will be advertised. Council have completed the first stage of the drainage review following Violet Tupou s death in early June in Favona. Resolution number MO/2017/174 MOVED by Member C Elliott, seconded by Member T Lauese: That the Māngere-Ōtāhuhu Local Board: a) approve the South Harbour Business Association Inc. proposed Business Improvement District expansion boundary map, which includes businesses in the area defined by Walmsley Rd, Favona Rd, James Fletcher Drive, Tui St, Titi St, Kaka St, Kiwi St, Beach Rd, Norana Ave, Manu Pl and Railway Lane, as proposed in Attachment A of the agenda report. 18 New Road Name Approval for the residential subdivision by Wallace Homes Limited at 155 Wallace Road, Mangere Bridge Resolution number MO/2017/175 MOVED by Member T Lauese, seconded by Member N Bakulich: That the Mangere-Otahuhu Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974, approve the road name Tahetoka Lane, proposed by the Applicant, for the new road created by way of subdivision at 155 Wallace Road, Mangere Bridge. 19 2017/2018 Local Board Agreement fees and charges schedule for Community and Arts Facilities and Library Room hire The amended table Attachment A is attached to the back of the minutes. Resolution number MO/2017/176 MOVED by Deputy Chairperson W Togiamua, seconded by Member N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) adopt the local fees and charges schedule: Community and Arts Facilities and Library Room hire (tabled Attachment A) for the local board agreement 2017/2018. b) note that a separate report from Parks, Sports and Recreation will provide options to the local board for fees and charges at leisure centres. c) amend the table in attachment A (page 75) to delete the line Mangere Community House Whare Koa Garage $16.00/$12.80, as this is not a space that is available for hiring or booking. Member C Elliott returned to the meeting at 6.50 pm at which time the quorum resumed. 20 Adoption of Regional Membership Structure at Moana-Nui-a-Kiwa and Approval of Casual Entry Fee Resolution number MO/2017/177 MOVED by Member C Elliott, seconded by Deputy Chairperson W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) Approves the following new membership prices for Moana-Nui-a-Kiwa pool and leisure centre for the 2017/18 financial year: Get Into It (full) bronze membership, valued at $16.00 per week. This provides members with full access to Moana-Nui-a-Kiwa, Toia and eight other council operated pools and leisure centres. Gym It membership, at $14.00 per week. Item 20 was considered after Item 16. 21 Adoption of the Māngere-Ōtāhuhu Local Board Plan 2017 2020 Resolution number MO/2017/178 MOVED by Member C Elliott, seconded by Deputy Chairperson W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) approves the following changes being made from the draft Local Board Plan 2017. - include reference to Ara, Airport s jobs and skills hub; and Airport tourism group - additional detail and emphasis to partner with community organisations and businesses to encourage development of social enterprise - add reference to Tamaki Estuary - additional text noting opportunities to protecting natural environment and heritage : Work in partnership and advocate to businesses to encourage waste reduction and for maintaining clean environment around local town centres; Good communication to better engage, inform and educate communities and to equip them to respond to changes in waste management - additional text related to connected area: to advocate for the completion of changes to road corridor infrastructure to support a fast and reliable bus service on Route 32 to connect Māngere to Ōtāhuhu advocate to AT to improve the public transport connection from Māngere to Middlemore hospital strong advocacy to Auckland Transport, governing body and New Zealand Transport Authority on major projects that delivers a comprehensive transport network for young people and a working population - removing specific reference to MO Arts Jam - including reference to implementation of the local accessibility plan. b) subject to recommendation a), adopts Attachment A as the final Māngere- Ōtāhuhu Local Board Plan 2017. c) delegates authority to the Chair to approve any minor edits that may be necessary. 22 Auckland Plan Refresh - Local Board Engagement Resolution number MO/2017/179 MOVED by Member T Lauese, seconded by Member N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) Notes that the Māngere-Ōtāhuhu Local Board feedback as well as comments from other local boards and stakeholders informed the further development of the strategic framework and makes these further comments: i. That in principle, the proposed measures for the six themes are a useful means of tracking progress and change and these are broadly aligned to the Māngere-Ōtāhuhu Local Board Plan 2017, to be adopted. ii. That local board level data for drawing analysis for measures will Minutes Page 9
establish realistic assessment of progress on change set out in the focus areas and outcomes of the plan. iii. That local board plans are used to bridge the analysis on local priorities and objectives with those set out in the Auckland Plan focus areas and measures. iv. That there is need for clarity for the proposed measure perceptions of environment under Homes and Places. v. That reference to the role of substantive council controlled organisations such as Auckland Transport, Auckland Tourism Events and Economic Development and Panuku Development Auckland be included as they are critical players in achieving the outcomes. That the links or alignment between their performance measures and those of the Auckland Plan would be pertinent in assessing progress towards outcomes. vi. That the board is also interested to know how council s key performance measures will relate to or be used to inform the proposed measures for the Auckland Plan. 23 Nomination of candidate for the Kohuora Auckland South Corrections Facility (WIri Men's Prison) Social Impact Fund Allocation Committee Resolution number MO/2017/180 MOVED by Deputy Chairperson W Togiamua, seconded by Member T Lauese: That the Māngere-Ōtāhuhu Local Board: a) nominate Member Makalita Kolo (subject to her approval) for consideration by the Environment and Community Committee s Sub-committee to Make Appointments to the Wiri Prison Social Impact Fund Allocation Committee. b) note that a one page brief outline of what the nominated candidate can bring to the role, and why they should be considered, is required. 24 Remuneration Authority s Consultation Document Resolution number MO/2017/181 MOVED by Member T Lauese, seconded by Member C Elliott: That the Māngere-Ōtāhuhu Local Board: a) receive the Remuneration Authority s Consultation Document Local Government Review. b) refer the consultation document to a workshop discussion and delegate to the Chair and Deputy Chair to finalise the board s feedback thereafter. 25 Public alerting framework for Auckland Resolution number MO/2017/182 MOVED by Member N Bakulich, seconded by Deputy Chairperson W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) notes the approach to public alerting as outlined in the Public Alerting Framework for Auckland. (Attachment A). b) provides in-principle support for the development of an enhanced and expanded regional tsunami siren network. c) request further information on design, placement and other considerations for the network to be reported as soon as possible. d) provides the following feedback: i. That Auckland Civil Defence and Emergency Management (ACDEM) engage and collaborate with the Manukau Harbour Forum to identify and enhance local provision and implemented in the Public Framework. ii.
