Growth of number of accidents in the world In recent years the sharp growth of number of accidents around the world is noted 7 ICT development around the world, 2003 2013 In recent years also the increase in a level of development of ICT is noted 8 4

Disaster management, e Health, disabled socialization: the current situation in APEC economy Economy of APEC saved up a wide experience on reduction of consequences and prevention of accidents, effective application of e Health and increase of extent of socialization of physically disabled people These problems have high relevance for economy of APEC and demand their regular consideration We acknowledge that frequent natural disasters, such as typhoons, earthquakes and tsunamis, cause severe damage to member economies. ICT plays a vital role in early warning, relief, rescue and disaster mitigation as well as reconstruction efforts. We encourage the cooperation of member economies to improve disaster response and recovery through the development of ICT and promotion of appropriate systems and technologies, including cloud computing and sensor networks. We welcome the initial steps taken by TEL to discuss a new paradigm for people rescue in cases of any disasters and emergencies. We support the goal of increasing human safety through the use of ICT. Disaster management, e Health, disabled socialization: further development in the APEC region Based on the above proposed: to analyze the existing developments in the APEC region to reduce and counteract the effects of disasters, the use of the concept of e Health and improve socialization of people with disabilities; assumed to involve specialists of all APEC economies working in these areas to structure the saved up experience, to reveal the best practicies applied by economy of APEC and to create a uniform platform of interaction of all disaster management systems of the region of APEC to carry out search of approaches to creation of systems of the individualized management by people at accidents which represents a new paradigm of safety and represents qualitatively new approach to safety to develop quantitative indices (indicators) which will reflect effect from ICT introduction on reduction of number of accidents 13 Project timelines and dates for key activities and deliverables Implementation of the project include three main stages: January 2015 May 2015 Collection of opinions and information from APEC economies on the applicable customized disaster management systems in the APEC region; development of KPI s for these systems. June 2015 August 2015 Development of a single concept of customized disaster management, which will combine the best practices of APEC economies; Holding a seminar for all APEC economies, which will present the results of the work already done. September 2015 December 2015 Development of proposals on the implementation of a single concept of customized disaster management on the basis of modern ICT; Calculation of KPI s for customized disaster management systems based on modern ICT for some APEC economies; Creation of a site that will host all the achievements of this project, and which will be implemented through cooperation with all interested APEC economies; Organizing of the final workshop for all APEC economies, which will present the results of the project for the entire period. 14 7
