Evaluation of Significant Transportation Projects in Northern Virginia Transportation District Fact Sheet #3 Winter 2015 Virginia Department of Transportation Update - Project Evaluation And Rating Since our spring 2014 update, the Virginia Department of Transportation (VDOT), the Department of Rail and Public Transportation (DRPT), and an independent consultant team (collectively known as the study team ), have worked together with local transportation and transit representatives to evaluate and rate 37 significant transportation projects in the Northern Virginia (NoVA) Transportation District. This effort was mandated by legislation passed by the General Assembly in 2012. The legislation directs that the project evaluation and rating be based on the project s expected effectiveness in easing congestion, and to the extent possible, the rating should also be based on the project s expected improvement in regional mobility in the event of a homeland security emergency. Last winter, the Northern Virginia Transportation Authority (NVTA) and the Commonwealth Transportation Board (CTB) nominated 37 projects for evaluation and rating. Twenty-five of the nominated projects are roadway improvements/widenings, five projects are interchange construction, five projects are intersection improvements, and two projects are traveler information/traffic management projects. NVTA did not nominate any transit projects for this current round of analysis. All of the 37 selected projects were screened against (1) the CTB s six priorities for the Rating Study and (2) the criteria established in the legislation. This assessment helped identify significant projects that would reduce congestion and improve regional mobility in the event of a homeland security emergency. Although this screening process was set up to determine which projects would be evaluated and rated, all projects met the criteria to move to the Project Evaluation phase of the study the focus of this winter update. Evaluation Process The study team analyzed each of the 37 projects using advanced transportation demand and simulation models for forecast years 2020 and 2040. Seven measures (selected in cooperation with stakeholders and the NVTA) were developed to evaluate the degree to which an individual project reduced congestion and improved mobility during a homeland security emergency. The models were run both with and without each project, and the resultant changes in the effectiveness measures were calculated. The greatest benefit observed established a threshold that was used as a benchmark to evaluate all other projects. The weights assigned to each measure were applied to determine a final rating. Effectiveness Measures and Weights (%)* Congestion Reduction Congestion Duration Measured by the number of hours of the day auto and transit passengers experience heavily congested travel conditions on each mile of roadway (27.9%). Person Hours of Delay Measured by the total number of hours auto and transit passengers travel slower than at free flow speed (20.3%). Person Hours of Congested Travel in Automobiles Measured by the total number of hours people travel in automobiles and trucks on heavily congested facilities (15.4%). Person Hours of Congested Travel in Transit Vehicles Measured by the total number of hours people travel in buses and trains on heavily congested facilities or in crowded vehicles (11.8%). Transit Crowding Measured by the number of miles of crowded transit vehicles weighted by the number of people experiencing these conditions (11.5%). Improved Mobility Accessibility to Jobs Measured by the number of jobs in the Washington D.C. region that can be reached from households in Northern Virginia based on a 45 minute travel time by automobile and a 60 minute travel time by transit (9.5%). Emergency Mobility Measured by the total number of hours people travel slower than at free flow speed resulting from a 10% increase in PM peak hour trip making (3.6%). *Note: All measures are based on roads and transit routes in Northern Virginia (the area covered by Fairfax, Loudoun, Prince William and Arlington Counties and the City of Alexandria). Project Ratings Separate evaluations and congestion ratings were produced for near-term benefits (year 2020) and longterm benefits (year 2040) for each nominated project. As legislatively mandated, a project s funding source and cost were not considered in the ratings. The ratings were based on congestion and mobility considerations only. Stakeholder Engagement VDOT/DRPT conducted numerous meetings with the NVTA member jurisdictions, localities and transit agencies where they discussed the technical methods and tools used in analyzing the projects selected for evaluation in this study. Stakeholders reviewed potential effectiveness measures that would best represent a project s impact on congestion and mobility, and considered how the measures would be used to develop a quantitative rating for a project. The study team also reviewed the project details and model results with stakeholders on numerous occasions. A Peer Review Group (independent subject matter experts from outside of Virginia) met numerous times to review the technical aspects of the study and to provide suggestions and comments on the study approach and model s performance. VDOT also provided periodic updates to the NVTA, the CTB and to the Northern Virginia representatives of the General Assembly. As a result of this extensive and collaborative engagement, the team was able to improve the process and modeling effort, and make any necessary modifications prior to producing the final ratings. Reviewers, such as the Peer Review Group, will provide recommendations to assist VDOT/DRPT in future rounds of analysis. Although the enacting legislation (Code of Virginia 33.2-257) stipulates that the Rating Study be conducted every four years, VDOT already has plans to use the objective and quantitative methodology developed in this study to evaluate and rate additional projects in 2015.
