SECTION 1 - SCOPE OF THE PROCUREMENT 5

Airport & Aviation Services (Sri Lanka) Limited Invitation for Bids Supply, Installation & Commissioning of Air Traffic Management System At Bandaranaike International Airport, Katunayake Procurement No. 0060/T/2016 SECTION 1 - SCOPE OF THE PROCUREMENT 01. Bids are hereby invited by Chairman, Cabinet Appointed Procurement Committee, on behalf of Airport & Aviation Services (S.L.) Ltd., for the Supply, Installation & Commissioning of Air Traffic Management [ATM] System at Bandaranaike International Airport [BIA], Katunayake, Sri Lanka, in conformity with the Specifications enclosed, in order to enhance the safety and efficiency of Air Traffic Control Services. 02. The proposed ATM system shall be comprised of Data Processing systems, Controller Display systems, Technical & Operational Management systems, Simulator system, Recording & Playback systems including Voice Communication Recorder, Racks for system & Operator Consoles for Control Centres in conformity with the Specifications enclosed under the Section 8 Specifications of this document. 03. The proposed ATM system shall replace the existing Terminal Radar Data Processing [TRDP] system (ATM Centre operational at present) at BIA, which is operated for Approach Control within Terminal Areas of BIA and Mattala Rajapaksa International Airport [MRIA], and traffic monitoring at Air Traffic Control Tower - BIA. The proposed system; a. Should also be capable of providing a limited redundancy to ATM Centre operated for Area Control within Colombo Flight Information Region [FIR] for contingency purposes. b. Should process & display tracks of Primary Surveillance Radar [PSR] (including weather tracks), tracks of Secondary Surveillance Radar [SSR] including Mode-S compatibility & target reports of Automatic Dependent Surveillance Broadcast [ADS-B], target reports of Multilateration [MLAT] and Flight Plans. c. Should also support handling of AFTN / AMHS messages and Air Traffic Services Interfacility Data Communication [AIDC] via AMHS. d. Should be capable of recording & play back of data of Controller Working Positions, in synchronization with Air Traffic Control [ATC] Voice Communication channels. e. Should be able to support Automatic Dependent Surveillance Contract [ADS-C] & Controller Pilot Data Link Communication [CPDLC] and Traffic Information Service Broadcast [TIS-B]. 04. Performance and technical characteristics of the ATM system shall satisfy ICAO recommendations and other similar standards & regulations published by regulatory bodies such as Eurocontrol. Furthermore, performance and technical characteristics of the system shall also satisfy the latest applicable Implementation Standard [IS] published by Civil Aviation Authority of Sri Lanka [CAASL] (www.caa.lk), according to local requirements. All amendments of the ICAO recommendations published up to the date on which the Design Review is conducted shall also be included. Any amendment related to relevant ICAO recommendations and which has an implementation deadline before the Final Acceptance of this Contract, shall be implemented under this Contract, irrespective of the publication date. 6

SECTION 1 - SCOPE OF THE PROCUREMENT (Contd.) 05. The scope of work for the ATM system shall include supply, installation & commissioning. 06. Supply of the systems shall include, but not limited to, the following; a. The design of systems in conformity with specifications, design review, finalizing the design in consultation & agreement of Buyer, manufacturing / Development, Factory Acceptance Test. b. Detailed factory training on Operation, Repair, Maintenance & Technical Administration of the systems. c. Delivery of System Hardware, Software, Spares, tool, Test & Measuring equipment and installation material. d. Supply of Uninterruptable Power Supply [UPS] systems as per the specifications. e. Supply of 19 Racks for system Servers and Operator Consoles for Approach Control Centre, Simulator / Playback Position, Air Traffic Control Tower & Apron Control Centre. 07. Installation of the ATM shall include; a. Installation of 19 Racks & Console at Technical Room, Operator Consoles at Approach Control Centre, Simulator / Playback Position, Air Traffic Control Tower and Apron Control Centre. b. Installation of system servers, the network, the UPSs, power distributions, technical maintenance positions and off-line test setup at the Technical Room at Navigational Services Complex [NSC] at BIA as per the specifications. c. Installation of appropriate Working Positions (prior to parallel operation with existing TRDP / ATM System), at operational Approach Control Centre, Air Traffic Control Tower & Simulator / Playback position as per the specifications. d. Installing all Working Positions in final configuration after successful parallel operation at Approach Control Centre, Control Tower, Office of AIS and Simulator / Playback position as per the specifications. e. Interfacing / integration with data received at the Technical Room; from MSSRs, PSR, ADS -B Ground Stations & ADS-B Central Processing Systems, Multilateration [MLAT] Central Processing system, AFTN / AMHS etc. and the Voice Communication Recorder & its playback system supplied under the contract. f. Installation of Sub Power Distribution panels to provide power to the UPSs and distribute UPS power to the ATM related equipment at NSC building. g. Connect the Sub Power Distribution panels to appropriate the Main Power Distribution panels available at NSC building. h. Installation of separate UPSs at Technical Room, Simulator / Playback Position, Air Traffic Control Tower, Apron Control Centre and related electrical wiring. 08. Commissioning of the ATM system shall include, but not limited to, a. On-site training on Operation & Maintenance, b. Site Acceptance Test, c. Parallel operation of the existing TRDP system with the proposed new ATM and smooth transition to the new system. d. Provisioning of As-Built drawings. 7

SECTION 1 - SCOPE OF THE PROCUREMENT (Contd.) 09. The Contractor shall ensure the following during the execution of the project; a. The Contractor will have to interact with the existing operational environment and the Contractor shall ensure a minimum possible interference to the existing operations while causing no interruptions. b. In order to meet this requirement, the Contractor shall submit all installation & commissioning plans along with the design and obtain the approval of the Buyer during the design review stage. c. Separate contractors may be carrying out separate projects (related to Air Navigation systems) simultaneously at the same sites. In that case, the ATM system Contractor shall cooperate with the other contractors such that a minimal mutual interference to each project is ensured. 10. Provision of all manpower, equipment and materials necessary for the Installation & commissioning shall be done by the Contractor. 11. The Contractor shall provide all necessary Test & Measuring equipment and test procedures. The Contractor shall conduct the necessary tests and provide documented test results to verify the proper operation of the systems. 12. On-site Assistance on Operation, Repair & Maintenance shall be provided for ATM system as per Clauses 11.01. to 11.07. of Section 5 Specific Conditions of Procurement of this document. On-site assistance may be extended on request of Buyer and cost for the extension on weekly basis shall be provided separately, with the offer, by filling the separate price schedule provided under Clause 10 of Section 12 Bidding Data Sheet / Offer Sheet. 13. The Contactor shall arrange System inspections at the site by the Manufacturer once a year, up to two (02) years from date of issuance of Provisional Acceptance Certificate as per Clauses 11.08. of Section 5 Specific Conditions of Procurement of this document. 14. The Contractor shall arrange On-Site refresher Trainings from the Manufacturer to a Buyers team of technical and operational officers on Operation, Repair & Maintenance of the ATM system after four (04) months from date of issuance of the Provisional Acceptance Certificate, as specified by Clause 4.3.1 of Section 8 - Specifications. 15. The Contractor shall provide Warranty for all components as described by Clause 6 Warranty of Section 8 - Specification. 16. The Bidder shall offer for inspections, to be conducted after two (02) years from date of issuance of Provisional Acceptance Certificate, during the Life Time specified by the Manufacturer as per Clauses 11.09. of Section 5 Specific Conditions of Procurement of this document. 17. During the execution of the project, the Buyer will; a. Coordinate with applicable parties within the sites of installations for matters related to installation & commissioning (E.g. for arranging necessary entry permits, arranging suitable working times, etc.). b. Provide the storage for the equipment & materials for ATM, but the Contractor shall carry out all the logistic work such as keeping records of the items stored & used. c. Provide Mains Power to Sub - power distribution panel supplied by Contractor. 8

SECTION 4 - GENERAL CONDITIONS OF PROCUREMENT 10

01. General Airport & Aviation Services (Sri Lanka) Limited Invitation for Bids Supply, Installation & Commissioning of Air Traffic Management System At Bandaranaike International Airport, Katunayake Procurement No. 0060/T/2016 SECTION 4 - GENERAL CONDITIONS OF PROCUREMENT 01.01. Bidders must acquaint themselves fully with the General & Specific Instructions, General & Specific Conditions of Procurement, Composition of the Project and the Specifications. No plea of lack of information or insufficient information will be entertained at any time. 01.02. Bids are accepted only from the Manufacturers, who design, develop and manufacture ATM systems in-house. 01.03. If a Local Representative is involving with the activities related to bidding, a. The representative shall have an official declaration as the Manufacturer s representative in Sri Lanka at least two (02) years prior to the date of bid opening. b. There shall be a letter of Authority from the Manufacturer, authorizing Local Representative to submit the bid, if bid submission will be done by the Representative on behalf of the Manufacturer. c. Buyer should be able to communicate directly with Manufacture for all pre & post procurement activities. d. Manufacture s contact details, including the details of the person responsible for this particular bid shall be provided with the bid. 01.04. Bidder or any person who acts as an agent, representative or nominee for or on behalf of any Bidder shall register himself before submission of bids with Registrar of Public Contract Sri Lanka as required by the Public Contracts Act No. 3 of 1987. The original Certificate of Registration shall be submitted with the Bid. The Bids of those Bidders who fail to submit such certificate shall be rejected. 01.05. The Manufacturer shall possess in-house expertise in both hardware and software which are used in the ATM system offered. 01.06. The Bids and any Contract resulting there from shall be governed by and construed according to Laws of Sri Lanka. 01.07. No Bid shall be considered unless all the conditions laid down in the document have been strictly fulfilled. 01.08. No interest will be paid on any guarantee or deposits / Guarantees. 02. Power of Procurement Committee to Accept or Reject Bids 02.01. Chairman, Cabinet Appointed Procurement Committee reserves the right to reject any or all Bids or any portion of the Bid without adducing any reason. The Procurement Committee may accept any or all items of the Bid and reserves the right to increase or decrease the quantity offered at the rates quoted. 02.02. The Bidder should be prepared to accept and execute a portion or any item of the Bid at the rate quoted in the Bidding Data Sheet / Offer Sheet / Equipment List against each item. 11

03. Bid Guarantee SECTION 4 - GENERAL CONDITIONS OF PROCUREMENT (Contd.) 03.01. Each Bid shall be accompanied by an on demand Bid Guarantee in the form of a Bank Guarantee issued by a Bank approved by the Central Bank and operating in Sri Lanka and payable to Chairman, Airport & Aviation Services (Sri Lanka) Limited, equivalent in value of Sri Lanka Rupees Six million (6,000,000.00 SLR). 03.02. Failure to submit the Bid Guarantee at the time or before the closing of Bid acceptance will result in the Bid being rejected. 03.03. The Bid Guarantee shall be valid for One Hundred and Eighty (180) days from the date of closing of Bid acceptance / bid opening. Bid Guarantees from Unsuccessful Bidders will be returned to them after an award is made to the selected Bidder. The Bid Guarantee of the selected Bidder will be returned after receipt of the Performance Guarantee. 03.04. Specimen Bid Guarantee is shown in the Section 13 - Specimen Form of Bid Guarantee. 04. Performance Guarantee 04.01. The selected Bidder should furnish an on demand Performance Guarantee within fourteen (14) working days of receipt of the Letter of Award, in the form of a Bank Guarantee, from a Bank approved by the Central Bank and operating in Sri Lanka. Such Guarantee shall be equivalent to ten percent (10%) of the Contract Price and valid for a period of not less than seventy five (75) days from the estimated date of issuance of Provisional Acceptance Certificate. 04.02. If the commissioning of the system is delayed and the issuance of the PAC is delayed, the Contractor shall extend the validity of the performance guarantee, such that it is valid for seventy five (75) days beyond the revised date of issuance of PAC. 04.03. The Performance Guarantee shall be in favour of Chairman, Airport & Aviation Services (Sri Lanka) Limited. 04.04. In the event of default on the part of the Contractor resulting from breach of agreement or relevant conditions hereto, the Chairman, AASL may, by written notice terminate the Contract and collect the Performance Guarantee without recourse to law. 04.05. Performance Guarantee will be released, after the satisfactory & continuous operation of the system for period of sixty (60) days, after the issuance of Provisional Acceptance Certificate. 04.06. Specimen Performance Guarantee is shown in the Section 14 - Specimen Form of Performance Guarantee. 05. Minimum validity period of Bids 05.01. Bids should be valid and open for acceptance for a period of one hundred and fifty (150) days from the date of Closing of Bid Acceptance / Bid Opening. 05.02. All prices shall be firm and shall not be subject to any price variation within the validity period of the Bid. 05.03. Bids shall not be withdrawn after the Bid opening and during the period of validity of the Bids. 12
