Author: Jelena Jevtovic Policy seminar and debate on development of third mission at universities in Event Title: Serbia Event Date: 18 th and 19 th April, 2016 Event Venue: Palace of Serbia, Belgrade Type of event: (National, international, press Policy seminar conference, promotional event etc.) Short description: Policy seminar and debate on establishment and development of the third mission at Serbian universities was held in Palace of Serbia, on April 18 and 19, 2016 within the IF4TM project. The policy seminar was jointly organized by University of Kragujevac as project coordinator institution and Ministry of Education, Science and Technological Development of the Republic of Serbia. The participants of the seminar were welcomed by the Minister of Education, Science and Technological Development, Dr. Srdjan Verbic, the project coordinator Prof. Dr. Vesna Mandic and Miroslav Miletic, the vice president of the Serbian Chamber of Commerce. After the presentation of the IF4TM project and results achieved in the previous period held by Prof. Mandic, dr. Attila Pausits from Danube University Krems in Austria presented international perspectives and concepts of universities third mission as well as third mission dimensions, instruments and tools, and indicators for monitoring. EU policies and legal frameworks for establishing the third mission of universities outlined in the D1.1 Report based on the collected questionnaires from EU higher education institutions was presented by Patricia Lima from Instituto Superior Técnico, University of Lisbon in Portugal. The findings of analysis of laws and strategies in Serbia that include elements of third mission from D1.3 were presented by its co-authors, members of Work Group. Review of the regulatory documents and existing structures for all three dimensions of third mission activities at seven Serbian HEIs which was the main topic of D1.4 Report was presented by Sanja Mitic, from University of Belgrade whose team was the author of this report. The first day was closed with discussion of participants related to the presented reports and experience of IF4TM partners from European Union. The second day of the policy seminar was organized as two round tables with following discussion. The topic of the first round table was Support to the development of third mission ministries, HEIs, regional institutions, stakeholders moderated by Prof. Dr. Miladin Kostic, the Rector of State University of Novi Pazar, WP1 leader. It included: Support to third mission development by the Ministry of education, science and technological development presented by Prof. Dr. Vesna Mandic (University of Kragujevac) Support to third mission development at EU level presented by Attila Pausits (University of Krems, Designated EAIR chairman) Support to third mission development by Chamber of Commerce presented by Dr. Danica

Micanovic (Chamber of Commerce of Serbia) Support to third mission development by Ministry of Economy presented by Borislava Jaksic (Ministry of Economy) Support to third mission development by regional institutions, example from Italy presented by Dr. Alberto Fornasari (University of Bari Aldo Moro) After the presentation of panelists, a discussion was initiated where participants discussed the presented topics. The second round table was related to the Development of universities third mission in Serbia barriers, challenges, the way forward moderated by Prof. Dr. Vesna Mandic. The topic included: Technology transfer and innovations as the first component of the third mission presented by Patricia Lima (Instituto Superior Technico, University of Lisbon) Creativity and entrepreneurship as the base for development of the third mission presented by Dr. Richard Morris (University of Brighton) Social responsibility of universities as component of third mission presented by Ivana Zivadinovic (Erasmus plus office in Serbia) Cooperation with enterprises and development of innovations in academic environment presented Prof. Dr. Goran Stojanovic (University of Novi Sad) Metropolitan University Belgrade, Next steps in development and implementation of third mission of universities in Serbia presented by Prof. Dr Dragan Domazet (Belgrade Metropolitan University) After the presentations of the panelists, very fruitful and active discussion took place. The summary of recommendations made during the two discussions are presented in a separate document Consolidated report with recommendations drawn from the presentations and discussions at Policy Seminar The event was closed at 16:15 in accordance with the Agenda.
