PUBLIC FORUM There were five members of the public present. Ciara Simpson and Annie Baldwin introduced themselves and were welcomed in their role as youth ambassadors from Acle Academy. Young people will be attending some of the Parish Council meetings in a liaison role. Parish councillors will, in turn, be invited to attend a youth council at the Academy. It was explained that the students could not be part of the Parish Council as councillors have to be over 18 years old and, in any case, there are no vacancies on the Council. 2. APOLOGIES Mrs L Hempsall (also district councillor), Mrs D Hurst, Mr N Law and Brian Iles (County Councillor) 3. DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA AND REQUESTS FOR ANY DISPENSATIONS Brian Grint, Barry Coveley, Rodney Perry and David Burnett declared a disclosable pecuniary interest in any financial transactions with the Recreation Centre, as Trustees. Brian Grint also declared a disclosable pecuniary interest in the Springfield development. John Harriss reminded the meeting that his son lives in Springfield so he has a non-pecuniary interest in the development. Jackie Clover reported a disclosable pecuniary interest as a member of the Social Club Committee. Malika Steed reminded councillors that she works at Acle Academy. Pat Watson informed the meeting that she uses oil to heat her home in reference to the oil purchasing syndicate being considered during the meeting. 4. MINUTES The minutes of the meetings held on 28 th January 2013 were agreed to be correct, and were signed by John Harriss as Chairman. 5. MATTERS ARISING 5.1 Tony Hemmingway will install paving slabs at the Hermitage Close bus shelter when the weather improves. 5.2 Norfolk County Council will reply re the proposed second flashing speed sign shortly. 5.3 Brian Grint reported that the Roman coin had been handed over the Norwich Museum. 5.4 The repairs to the roofing at the Fletcher Room, and additional insulation, have been completed. The new heating seems to be working well now. 5.5 Councillors were reminded about Acle Academy Open Day on 16 th March. The draft plans for the land north of Springfield will be on display in a nearby classroom; Alan Irvine and the architect will be present. The exhibition of the plans has been advertised on the Council s website and Facebook page and will be publicised locally. 5.6 Mrs Porter is very pleased at the idea of a bench in memory of her late husband, Malcolm. She has requested a wooden bench. NCC has approved a location nearer to De Carle Smith Road

5.7 Wherry Housing held an exhibition for the proposed replacement housing at Beighton Road and the two new houses on Hillcrest. The current residents will be re-housed elsewhere. 5.8 Sara Harvey of Hines Harvey Woods said that she thought it was people parking for the shops and public toilets who park outside their building, as they have a rear car park, but that she would remind staff and clients. It was agreed to try to reduce the incidence of parking on pavements generally in the village, 5.9 Village Masterplan The event for local businesses on 21 st February was attended by eight businesses. Nigel Law has offered to try to start a regular meeting for local businesses. BDC have offered assistance with funding for meetings and training. 5.10 Acle Archive Group sent thanks for the recent donation towards the room hire costs. The group has provided a copy of their recent accounts for information. 6. REPORT FROM THE YOUTH AMBASSADORS There will be a regular item on the agenda for the youth ambassadors to give a report to the Parish Council and to ask questions on later items on the agenda, as a working party, invited to speak by the councillors. The proposal arose from the Village Masterplan process and should improve links between the Council and young people. The councillors sent their thanks to the young people at the Academy who worked on the village projects over the past year. 7. CORRESPONDENCE 7.1 There was a request from the Social Club for a grant for cinema equipment, which will cost a total of 8,256. The equipment is currently collected from Wymondham by a volunteer and put up in the hall. The Recreation Centre have paid for the screen 1,300, leaving 6,956. After some discussion it was agreed to wait until grants have been applied for, to see what the shortfall is. 7.2 BDC sent details of the County Community Safety Partnership which works to reduce crime, drug misuse and domestic abuse. 7.3 Details were circulated of the free seminar on the theme of Climate Change. Debra Hurst will attend. 7.4 BDC and Ingham Pinnock Associates have been appointed to undertake a pilot study to establish a Building at Risk register for Grade II listed buildings across the district. The scheme is to invite volunteers to assess buildings in their area: Hillside, Damgate Lane Jubilee Memorial The Manor House, The Green The Old White House, The Green Calthorpe Cottages Elm Tree House, The Green Ivy House, The Green, and attached outbuilding Childwall House and Bedlam, Reedham Road Oakley House Barn, The Hill The Limes, The Street The Bridewell, The Street St Edmunds Church is Grade I listed

7.5 Brian Grint sent details of a Heritage Walk around Acle on 12 th May starting from the Recreation Centre car park at 2.00. 7.6 Booking forms for room hire at the Recreation Centre have been received for four dates for the Heritage Event and rehearsals, costing 255.00. This was agreed. 7.7 BDC has sent details of the Green Deal whereby households can get a loan for heating and insulation improvements. Parish Councils get a 50 referral fee for up to ten residents referred by them for a survey. This has been publicised on the website. 8. PLANNING MATTERS 8.1 Planning results from Broadland District Council: i) Lloyds TSB Bank, The Street replacement signage advertising approval (signs not to be illuminated between 21.00 and 7.00. (200130025). ii) Land adj, 27 Mill Lane new PP for bungalow full approval. (20130053) 9. HIGHWAY MATTERS 9.1 Hanging baskets: 25 baskets have been returned to Moulton Nurseries for filling for the 2013 season. John Harriss reported that additional baskets could be hung on the lampposts along The Street but would entail moving the parking restrictions signs. The clerk will discuss this with Highways. It was agreed to pay for a minimum of 25 baskets. 9.2 Grit bins and gritting: There has been no decision yet from NCC re additional grit bins. A request to add Fletcher Way to the gritting route as far as the primary school was turned down by NCC. There was some discussion about installing black refuse bins to store grit as they would take up less space than the standard, yellow grit bin. 9.3 Community safety measures: there have been complaints about vandalism and nuisance in the village centre recently. The Police have been informed and are keeping an eye on the area. 9.4 A complaint from a resident in Hermitage Close about loose chippings in the turning circle left over from surface dressing has been reported to Highways. 9.5 Tony Hemmingway and the clerk carried out risk assessments of the Parish Council assets. Tony will put preservative on the benches in the Green A47 sliproad west bus shelter needs glazing and a seat and a new sign (next agenda) A47 sliproad east bus shelter base needs removing or a new shelter adding (next agenda) Beighton Road play area gate needs new lock (TH), board on wobble bridge needs replacing (TH) and surface is slippery (PJ) Damgate Lane play area brambles to be cut back (Justin Nudd) Fletcher Room mesh broken on ramp (TH) Cemetery roof has collapsed on hut. TH to buy new lock for the door. Cemetery compost bins by gate had disintegrated so have been removed Public toilets lights need replacing (Mick Ward) and mirror and hand dryer to be installed (TH)

10. STREET LIGHTING A couple of lights were reported for repair. 11. ACLE RECREATION CENTRE 11.1 The minutes for the November and December meetings have been circulated for information. The Accounts for the year to 31 st December 2012 have been requested, once they have been approved. It was also requested that the Trustees agree to send the financial reports to the Parish Council, with the minutes. 11.2 Barry Coveley, David Burnett, Graham Kerrison and Alan Mackenzie-Morris have resigned as trustees. They were thanked for their work over the past year. It was agreed to nominate Brian Grint, Rodney Perry, Norman Pryor, Andrea Calvert, Pip Durrant and Jackie Clover for the AGM on 19 th March. Three other people can be nominated and it was agree to circulate suggestions for approval. 11.3 Those councillors who are trustees were asked whether a sinking fund has been set up yet for future maintenance of the play area. It was reported that the Recreation Centre has general funds put into reserves for repairs, but not specifically for the play area. It was stated that the Trustees had been advised that they could not set up any further earmarked reserves. 12. OIL PURCHASING GROUP Fifteen residents have expressed an interest in joining the Norfolk Rural Community Council scheme so far. It was agreed to pay the 15 annual subscription fee for this scheme. 13. SPRINGFIELD LAND 13.1 The Council accepted the BDC Draft local lettings policy which would be used to allocate the affordable housing on the Springfield site. 13.2 The committee met with the architect to see the first draft plans for 24 market houses and 12 affordable houses. The committee asked that the plans be redrafted so that there is parking adjacent to each house, rather than remote from the properties as it was felt this might lead to people parking on the pavement. 13.3 There will be a lagoon in the south-east part of the site to collect the surface water in case of extreme rainfall. It will be dry most of the time so could be additional open space. 13.4 There was some discussion about the possible restoration of the pillbox before the site is opened to the public. 14. WEBSITE The clerk sent the specification to two companies which were recommended by parish councillors; Flush Design in Acle and Ping Media in Norwich. It was agreed to set up a committee of Barry Coveley, Jackie Clover and Nigel Law to review what could be achieved for various prices. 15. EMERGENCY PLAN It was agreed to proceed with drawing up an Emergency Plan for the village. A committee of John Harriss, David Burnett and Pat Watson will review plans for other parishes and draft one for Acle.

16. ACLE LANDS TRUST A report from the Treasurer, Dennis Fisher, was read out. The clerk gave a précis of the trust document and a map of the land to each councillor. The AGM will be held on 2 nd April at 7.30 pm in the Methodist Hall. 17. FINANCIAL POLICIES The Financial Standing Orders, Duties of the Responsible Financial Officer, Financial Risk Assessment, Review of Internal Controls and Review of Internal Audit were considered and approved. 18.
