LETTER OF AGREEMENT BETWEEN: JACKSONVILLE AIR ROUTE TRAFFIC CONTROL CENTER AND WASHINGTON AIR ROUTE TRAFFIC CONTROL CENTER EFFECTIVE: 15 JULY 2011 19 NOVEMBER 2011 1. PURPOSE: This agreement between Washington ARTCC (herein vzdc) and Jacksonville ARTCC (herein vzjx) covers interfacility operating procedures in accordance with appropriate manuals. 2. Cancellation: All previous agreements between vzdc and vzjx are hereby cancelled. 3. vzdc Responsibilities, Arrivals: a. CAE: Aircraft shall cross the ZJX/ZDC boundary AOB FL220. b. MYR: Aircraft shall cross the ZJX/ZDC boundary AOB 14,000 for 10,000 and be given directly to Myrtle Beach ATCT. An automated point out is approved by ZJX unless otherwise pre-coordinated. If MYR closed, all handoffs go to ZJX sector 10. c. FLO: Aircraft shall cross the ZJX/ZDC boundary AOB 14,000 for 10,000 and be given directly to Florence ATCT. An automated point out is approved by ZJX unless otherwise pre-coordinated. If FAY is closed, all handoffs go to ZJX sector 10. d. CLT: Aircraft destined for Charlotte ATCT airspace routed via CTF VORTAC will remain with ZDC. ZDC has authorization for turns and descents within ZJX airspace so long as a point out is issued to ZJX and the aircraft does not travel further south than CTF VORTAC. 4. vzjx Responsibilities, Arrivals: a. RDU: Aircraft destined for Raleigh ATCT airspace shall cross AOB FL210. b. FAY: Aircraft destined for the Fayetteville ATCT airspace shall cross AOB 15,000 for 11,000 and given directly to Fayetteville ATCT. If FAY is closed, handoffs go to the following ZDC sectors starting with 27, 36 and ending with 32 as appropriate. c. ILM: Aircraft destined for the Wilmington ATCT airspace shall cross AOB 15,000 for 11,000 and given directly to Wilmington ATCT. If ILM is closed, handoffs go to the following ZDC sectors starting with 26, 35 and ending with 32 as appropriate. 5. Airspace Delegation: a. Airspace will be delegated as listed below in the appropriate Annexes. b. Wilmington is a TRSA, all aircraft must be in contact with ATC in this facinity. Wilmington ATCT owns airspace SFC-100 as designated in the appropriate Annex below. 6. Handoffs a. Handoffs shall be accomplished no later than 10 nm from the boundary unless otherwise coordinated. Handoffs shall be in accordance with FAAO 7110.65 Section 5-4. Transfer of Radar Identification. b. Control for turns and descent/climb is not given until aircraft is within controller s airspace unless otherwise coordinated unless descending/climbing from ceiling/floor into the controller s airspace.

c. Aircraft with the same destination and on similar routing shall be at least 5 MIT increasing to 10 MIT unless otherwise coordinated. It is preferable that aircraft be established at 10 MIT or greater. i. Aircraft descending into neighboring ATCT (Terminal) airspace [ie, Wilmington or Myrtle Beach] may be at 5 MIT without coordination but may not be less than 5 MIT without approval. d. Frequency and position lists located under Annex 4 with diagrams contained in Annexes 1 and 2. 7. Direct Routings (Prohibited during Heavy Traffic Situations and Events, unless coordinated) a. ZJX has authorization to send aircraft direct to a fix or navigational aid no further north than ILM VORTAC and FAY VORTAC without coordination but must ensure separation exists and conflicts are resolved prior to issuing the clearance. b. ZDC has authorization to send aircraft direct to a fix or navigational aid no further south than the CRE and FLO VORTACs without coordination but must ensure separation exists and conflicts resolved prior to issuing the clearance. 8. Holds a. During periods of heavy traffic and events, controllers shall hold aircraft when the adjacent sectors are unable to pick them up or MIT separation does not exist. i. ZJX shall hold aircraft over CRE VORTAC and FLO VORTACs. ii. ZDC shall hold aircraft over ILM VORTAC and FAY VORTACs. b. Controllers shall initiate handoff with the appropriate sector. Coordination for removing aircraft from holds is accomplished through acceptance of the handoff. Aircraft who have been handed off shall have their IFR clearance re-issued to the destination airport via direct to the next fix on their route, then filed routing, unless otherwise requested by the next controller. 9. Routings a. To the extent possible, aircraft should be on routings and altitudes appropriate for their direction of flight and utilizing STARs. b. Aircraft with STARs in their route shall be using the most recent version. If a pilot is unable to accept it, remove the STAR from their route and give them routing most similar to the STAR route. c. When requested by ZDC, route aircraft destined to IAD, DCA, BWI, RDU and ORF airports as defined in Annex 5 to the extent possible. d. Twilight Hour Operations i. Twilight Hours are defined as a period between 2200 and 0700 US Eastern time during periods of standard traffic flows unless otherwise coordinated between the two agencies. ii. During periods of twilight hours during standard traffic flows, unless modified by either Center or TMU, center controllers are authorized to execute direct-to-routings for aircraft with destinations in adjacent airspace.

iii. When requested by the adjacent TMU or controller(s), part 9(d)(ii) may be modified to read direct-to routings to the transitional fix on the filed arrival for the destination airport. iv. When the destination airport is not in the adjacent center s airspace, direct-to routings may be executed to the point furthest from the defined ZJX/ZDC boundary within the adjacent airspace along the filed routing not to exceed the transitional fix for the filed arrival to the destination airport. 1. For example, an aircraft departing MCO for JFK with a routing of MCOY9 SAV J55 CHS J121 SIE CAMRN4 may be given a direct-to routing of no further than SIE. An aircraft destined for BOS from MCO with a routing of MCOY9 SAV J55 CHS J79 JFK INNDY2 would be cleared direct to VILLS. 2. An aircraft departing IAD for MIA along the route of HAFNR GVE J75 GSO J75 CAE J51 SAV J103 OMN HILEY2 may be given a direct-to routing up to Ormond Beach (OMN).
