Proposed Cllr Graham Seconded Cllr Doe 02/09/17 Declarations of Interest Cllr Briant-Evans, Personal - HOLD, Youth Club & Burial Ground Cllr Hemsworth, Personal - Youth Club & Planning ref 17/01376/OUT Cllr Clinch, Personal Youth Club 03/09/17 Open Forum MOP - Owner of the Mill wishes to hold a Bonfire Night and Fireworks Event on the 4 th November. The proceeds of the event will be passed back to the community in some manner. The Parish Council will fully support this event if they can. MOP - Do warning signs need to be placed when a Bull is kept in a field near a PROW? A general discussion took place on the matter and the exact answer was unknown at the meeting. It was known that some restrictions exist on what breed of bull can be kept in fields. Further information will be sought. MOP - MDDC tenants have recently been told that it is their responsibility to cut and maintain hedges within their property boundary. Some elderly residents may find this an issue. Cllr Heal states that it is MDDC policy to pass these obligations onto the tenant and has been this way for some time. MDDC can offer a cutting service for residents at a charge. If a neighbours hedge is causing specific issues to the resident, photos showing the problem can be passed to Cllr Heal to investigate. MOP Trees causing damage to retaining walls within the Parish have been notified to MDDC. Dog fouling in the area of Prospect Way is a problem. The offenders are known but this has to be reported to MDDC. There is a Do Warden service run at MDDC that can take any further action that is required. 04/09/17 a. b. c. d. Matters Arising Church Clock - Graphic have investigated the circuit board and found no issues with it. It now appears that the situation has been passed to Cumbria Clocks for further investigation. Seat at Eastington - The new wood for the bench needs to be put together, Cllr Heal will provide a temporary bench at the location whilst the new one is put back together. Calor Monies There was an under spend of 1305 from the monies received in July. Cllr Graham reported that this can be spent on general IT provisions for the Village. The specific purchases are to be considered at future meetings. Time Lock on OC Toilet - A new time lock had been priced at approximately 150-450. This was considered too expensive. Cllr Heal states that MDDC can purchase a time lock for approximately
e. f. g. 50 and will investigate whether the Parish Council can purchase this through MDDC. This will be reported on at the next meeting. Lapford Post Office Disruption There have been no further instances of disruption as advised at the July meeting. S.106 money to Victory Hall The Clerk still awaits for a third quote which Cllr Hemsworth is progressing. IT was asked that the Victory Hall pay Mr D Pleace for the work that has been undertaken whilst the Parish Council seek payment from MDDC. Fencing Along River This will not move forward until a common consensus is achieved amongst members. 05/09/17 Youth Club Committee Update Marketing and Sale of Land report Plot 2 has sold. Net proceeds from the sale are about 70,000. This is being held by the YC committee. The monies will not be used for some time and a higher interest paying account is being sought for the funds to move into. 06/09/17 DAA donation / VAT Reclaim information The anonymous donor has given permission for the VAT aspect of the project can be used to purchase defibrillator equipment and cabinet. The process involves a donation of 600 being made to the British Heart Foundation. The cabinet will cost approximately 500. Cllr Hemsworth and the Clerk will progress payment before the October meeting. It is noted that a further grant of 2808.45 will be forthcoming from the DAA. The purchase of a defibrillator from the British Heart foundation at 600 was approved by all. Proposed Cllr Doe Seconded Cllr Briant-Evans The Purchase of a cabinet at 550 was also approved by all present Proposed Cllr Wensely Seconded - Cllr Heal 07/09/17 Regeneration Committee It was agreed for four Parish Council members to sit on the committee. Cllr s Wensley, MacLellan, Graham and Hemsworth would represent the Parish Council. Members of the public are welcome to join. The date for the first meeting will be circulated to members. 08/09/17 Highways Road Closures during village events As part of the Road Warden Scheme, the Parish Council would seek to arrange road closures during village events. This is specifically relevant to the Revel. DCC would need to be consulted with when plans are formalised. The investigations on the formalities are to be passed back to the Revel Committee. Specifically relevant to the Revel. Proposals to DCC Highways for inclusion of work within future traffic order Moving the 30mph sign at the top of the village was to be included on a traffic order. Speed Monitoring would need to be undertaken if the speed limit on the A377 to be reduced from 40 mph to 30mph would be needed. The Police have a Road traffic Casualty Officer who could be consulted but he covers all of Devon and Cornwall. The Speed Awareness group is not functioning after being left to volunteers to run. Cllr Hemsworth would ascertain if there was any prospect of speed awareness being undertaken for future reporting.
09/09/17 Emergency Plan Committee Cllr Hemsworth had been in contact with Nymet Rowland PC who would wish to share the Emergency Plan held by Lapford. It is noted that Lapford s plan has been tailored for some time and further discussion is required. The representative from Nymet Rowland will be invited to the next Emergency Plan committee to discuss further. Cllr Briant Evans was also permitted to go to the Devon Resilience Forum in September. 10/09/17 Burial Ground within Lapford Parish. It was noted that a piece of land had been offered to the PC for a new Civil burial ground near the Football pitch. There had been some objections to this from MOP. Cllr Graham asked that the matter be dealt with in Part 2. 11/09/17 Parish Council Inspection As new Parish Councillors, it was agreed that Cllr Graham and MacLellan undertake the survey. The condition of road signs within the Village would also be included. The Clerk will send details to those responsible for the inspection. 12/09/17 Removal of standing order ref 3b XIII and confirmation of standing order ref 14.b The Chair asked that other PC consider the standing orders prior to agreeing to this change. Cllr Hemsworth, MacLellan and Briant-Evans will undertake this exercise. 13/09/17 Finance Payments In 28,443.71, Fees for Steve Eastland Designs Ltd provided from funds after sale of YC development plot 2. Lines outside church are merely advisory and future notice of any events at the Church are required. 16/09/17 Member Statements Cllr Heal Hedges at Lower Town Place between bottom of car park and hall are overgrown. Can this hedge be cut? Helmores should be asked to cut the hedge. The Clerk will write to Helmores. There is a Flickering light at Garage that causes disruption to a member of the Public.
Cllr MacLellan - Hedge from station up to village is overgrown and the resident is to cut this themselves. A dropped curb at garage is required to ease pedestrian movement. Cllr Hemsworth - Willow Trees in Orchard Way will be cut back as per last year. It was also asked if signs to the Football Field could be requested. This will be added to the October agenda. Cllr Briant Evans - Chawleigh have asked Lapford to support their TAP application. This was agreed and historically Lapford have had reciprocal support from Chawleigh. Can an Autumn Litter Pick be arranged? This will take place on the 4 th November 2017 at 10 am There were no further topics to discuss. The ordinary meeting of the Parish Council concluded at 21.40pm. The Parish Council then moved into Part 2 whereby the MOP were asked to leave.
