Table F.2 Project Specific Mitigation Measures Aquatic Resources Purchase USACE approved bank credits. If credits are not available in the impact Bank Service Area (BSA), credits from another BSA will be used. Follow conditions set forth in wetland permits issued by USACE and WCA LGU. Fish, Wildlife, Plant Communities, and Sensitive Ecological Resources Plant survey within MnDOT right of way in the northeast quadrant of the I-35W/95 th Avenue interchange adjacent to the Blaine Preserve Scientific and Natural Area (SNA). Initial surveys completed by MnDOT in late June 2016. No rare species identified within preliminary construction limits. Surveys for late-flowering species completed in early September 2016. No rare species identified within preliminary construction limits. Rare plant survey report provided to DNR on December 20, 2016. DNR response received January 5, 2017. No further surveys required. Areas where existing right of way fence is removed must be reinstalled with no gaps between the bottom of the fence and ground. Gaps between the bottom of the fence and the ground can be used by Blanding s turtles and other wildlife to pass through and onto the freeway. The bottom 6-12 inches of the fence must be buried or backfilled with soil. Areas where preliminary construction limits impact existing right of way fence are listed below. Use silt fencing to keep turtles out of construction areas. Remove temporary silt fencing after areas have been re-vegetated. Reinstall fencing as soon as construction activities are complete. East side of I-35W between CR E2 entrance ramp and exit ramp to northbound I-694; East side of I-35W between CSAH 10/TH 10 South interchange and CR I interchange (adjacent to TCAAP site); West side of I-35W between CSAH 10/TH 10 South interchange and CR H (adjacent to Rice Creek); and

East side of I-35W between CR I interchange and TH 10 North interchange (adjacent to Rice Creek North Regional Trail). Use of bio-netting or natural net erosion control blanket (Type 3N or Type 4N). See re-vegetation commitments under Vegetation and Noxious Weeds Vegetation and Noxious Weeds Any soil moved during construction that contains noxious weeds or weed parts will be kept within the I-35W right of way, on the same side of the highway, and buried under the final roadway grade where possible. If soil is moved from the project area that contains noxious weed parts, permits to transport this soil will be obtained from the appropriate County Agricultural Inspectors. Re-vegetate disturbed soils using native vegetation suitable to the local habitat adjacent to DNR public waters at CR C, between CR E2 and I-694, and Rice Creek. Install non-native seed mixes on the inslopes, medians, and boulevards. Plant native seed mixes on ditch bottoms and backslopes. Noise Construction of seven noise walls (see project layout figures in Appendix C of this Findings document): Noise Wall NB1. East side of I-35W between CR C and CR D in Roseville. 14-foot tall noise wall; Noise Wall NC1. East side of I-35W between CR D and CP Railway in New Brighton. 20-foot tall noise wall; Noise Wall SE1. West side of I-35W between CR E2 and 10 th Street NW in New Brighton. 20-foot tall noise wall; Noise Wall SI1. West side of I-35W between CR I and Squire Lane in Mounds View. 20-foot tall noise wall; Noise Wall SJ1. South side of TH 10 between Edgewood Drive and Jackson Drive in Mounds View. 20-foot tall noise wall; Noise Wall NL1. Provide a temporary pedestrian/bicycle detour route during CR C trail closure. Reconstruction of the I-35W bridges over CR I will require temporary closure of the trail along the north side of CR I. Provide a temporary pedestrian/bicycle detour route during CR I trail closure.
